Advancing American Art was an exhibition organized in 1946 by J. LeRoy Davidson and Richard Heindel of the State Department to promote American art. The seventy-nine oil paintings were purchased by the State Dept., supplemented by 39 watercolors funded by the American Federation of Arts under contract to the State Dept., and after being introduced in New York at the Metropolitan Museum of Art in October 1946, were to travel in segments to Latin America and Europe for a five-year tour. Despite being well received in Prague, criticism in the U.S. from conservatives about the mostly abstract paintings being "un-American" led to the withdrawl of funding for the remainder of the tour, the recall of the paintings, and their sale as "surplus" property by the War Assets Administration in 1948.

By an act of August 18, 1856 (11) Stat. 119), guano islands discovered and occupied by U.S. citizens were, at the discretion of the President, to be "considered as appertaining to the United States." The discoverer was required to furnish to the Department of State a notice of finding an uninhabited island, verified by affidavit, furnishing details on his discovery, occupation, and possession; describing the characteristics and location of the island, rock, or key, as accurately as possible; and showing that possesion was taken in the name of the United States. The act included provisions concerning the privileges which should accrue to the discoverer, and concerning criminal jurisdiction, regulation of the guano trade, restrictions upon importation, employment of U.S land and naval forces, and the right to abandon the islands. An act of April 2, 1872 (17 Stat. 48), dealt with the completion of proof of rights and rights of heirs after the death of the discoverer.

James Buchanan, Jr. (1791-1868) was the 15th President of the United States, serving from 1857–1861. Prior to his presidency, Buchanan represented Pennsylvania in the House of Representatives and later the Senate, and served as Secretary of State under President James K. Polk (1845-1849).
