On 27 Feb. 1861, Confederate Secretary of State Robert Toombs appointed Martin J. Crawford, John Forsyth, and A.B. Roman to serve as commissioners to open negotiations with the United States for diplomatic recognition and treaties of amity. They returned to the South the day Fort Sumter was attacked.
