Hugh Doggett Scott Jr. (November 11, 1900 – July 21, 1994) was an American lawyer and politician. A member of the Republican Party, he represented Pennsylvania in the United States House of Representatives and the United States Senate. He served as Senate Minority Leader from 1969 to 1977.
Born and educated in Virginia, Scott moved to Philadelphia to join his uncle's law firm. He was appointed as Philadelphia's assistant district attorney in 1926 and remained in that position until 1941. Scott won election to represent Northwest Philadelphia in the U.S. House of Representatives in 1940. He lost re-election in 1944, but won his seat back in 1946 and served in the House until 1959. Scott established a reputation as an internationalist and moderate Republican Congressman. After helping Thomas E. Dewey win the 1948 Republican presidential nomination, Scott held the position of Chairman of the Republican National Committee from 1948 to 1949. He also served as Dwight D. Eisenhower's campaign chairman in the 1952 presidential election.
Scott won election to the Senate in 1958, narrowly prevailing over Democratic Governor George M. Leader. He was a strong advocate for civil rights legislation, and voted in favor of the Civil Rights Acts of 1957, 1960, 1964, and 1968, as well as the Voting Rights Act of 1965 and the confirmation of Thurgood Marshall to the U.S. Supreme Court. He won election as Senate Minority Whip in January 1969 and was elevated to Senate Minority Leader after Everett Dirksen's death later that year. As the Republican leader in the Senate, Scott urged President Richard Nixon to resign in the aftermath of the Watergate Scandal. Scott declined to seek another term in 1976 and retired in 1977.

The collection contains family, personal and V.I.P. correspondence, miscellaneous personal and political papers, photographs and memorabilia. Correspondence includes letters from Marian Scott to Scott while he was serving with the Naval Reserve in 1945; letters, 1971-1972, discussing the dedication of a Sunbury, Pa., housing project; letters of thanks, 1959 and 1965, from Irish president Uachtaran na Heireann and Korean president Park Chung Hee; letters, 1978, from Jimmy Carter re the Panama Canal treaties; a letter from Dwight D. Eisenhower re the confirmation of Lewis L. Strauss; and a letter recalling Alice Morrow and the Lindbergh Case. A V.I.P. correspondence file contains letters, chiefly of a formal or routine content, from a number of U.S. presidents and political leaders. A small file of political papers, 1948-1986, contains a variety of newsclippings, schedules, campaign and election information. Photographs comprise the bulk of the collection. In addition to family photographs dating from 1910, and naval service photographs, there is a V.I.P. file, 1948-1985, of numerous political figures including presidents, senators, governors and foreign dignitaries. There are also photographs of several trips abroad mostly in the 70s, particularly to China and the Orient, 1972, Scandinavia in 1973, the Soviet Union and Eastern Europe in 1974, and Western Europe, 1975. Political and personal memorabilia include a 1932 travel journal of Mrs. Scott while on board the S.S. Examiner, plaques, awards, citations, honorary degrees, inscribed cartoons, and a tape of Jacob Javit's address at a 1964 testimonial dinner in honor of Scott.

Scott's reply, 1983 October 21, thanks Nixon for the book and says Scott had just finished rereading Nixon's "Leaders." Scott lists Churchill, Gandhi, Chou En-lai, Hu Shih, and Adenauer as the greatest 20th century leaders from other countries.

This collection contains photographs taken by Arthur E. Scott, a photojournalist and photo-historian for the U.S. Senate. It contains over 5,000 prints and negatives of United States politicians (mainly Senators), political events such as campaigns and inaugurations, and landmarks throughout the Washington, D.C. area, from the mid-1930s to the 1970s. There are also 27 scrapbooks compiled by Arthur E. Scott, primarily consisting of newspaper clippings of Scott's photographs. The collection also contains photographs from the 1910s and 1920s that were taken by other photographers. The collection contains prints and film negatives in various sizes, as well as glass plate negatives.

Board of Visitors, the Board of Foreign Scholarships (Fulbright Awards), the Commission on Critical Choices for Americans, lectures at English universities, the Asia Society, Youth for Understanding, the Smithsonian Institution Board of Regents, his 1964 Senatorial campaign,his Senate retirement, the Panama Canal treaties, and normalization of relations with the Peoples Republic of China, Also Japanese business contacts, a projected book on Pennsylvania, and his trips abroad to Australia, Canada, China, England, Japan, Malaysia, the Far East, Southeast Asia, and the U.S.S.R., three of which were made as a participant in the Williamsburg Conferences. Typescripts of his Oxford lectures on the American political system, his book The Life of the Party, and article, Jades, and a copy of Lets Stop Picking on the President are included, as is an engraving of Thomas Jefferson by Jacques Couche 1759-? There are also photographs of several political notables, miscellaneous invitations, programs and certificates and a piece of the Berlin Wall.

Michie recounted war atrocities against Italian civilians during the World War II allied invasion in "Aussonia--C.E.F.--"Thank God I Only Kissed Her." Michie's correspondents include Francis Pickens Miller, Absalom Willis Robertson, Hugh Scott and Adlai Stevenson. With the collection are the Hewson family papers consisting of personal letters to Thomas Tickell Hewson from his mother Mary Hewson and Sister Elizabeth Hewson, as well as business letters concerning the fiinancial affairs and estate settlement of Mrs. Hewson.

Brezhnev; and a VIP file of letters from prominent, non-senatorial figures. This series consists of photographic prints, slides, negatives, transparencies, and postcards accumulated by Herbert Brownell, Jr., throughout his lifetime. Many of the images are of members of Brownell and his family, including studio portraits and informal snapshots. Several cabinet card portraits of Brownell's ancestors were made as long ago as the 1880s or 1890s. Other family photographs date to Brownell's childhood and youth and that of his first wife, Doris McCarter Brownell. There are many photos of the Brownells' children. There are also group portraits of Brownell and his family taken up into the 1980s or early 1990s, as well as some photos featuring artist Marion “Riki” Taylor, to whom Brownell was briefly married. Photographs from Brownell's youth include some from his time at the University of Nebraska, where he was a member of the Society of Innocents and the Delta Upsilon Fraternity. Some photographs may be from Brownell's long employment at law firm Lord, Day & Lord, although they are not labeled. Brownell appears at meetings of the American Hotel Association and the Hotel Association of New York City. Several photographs show him with groups at restaurant “21” in New York City. Photos of Brownell's early political activity include a few from his runs for state assemblyman in New York in the 1930s, as well as a number taken while Brownell was campaign manager for Thomas E. Dewey's gubernatorial and presidential campaigns during the 1940s. Photos of the candidates and of examples of political advertising are present in the series. Many photos in this series were taken during or just before Herbert Brownell's term as Attorney General during the administration of President Dwight D. Eisenhower. These include a small number of photos taken on Eisenhower's 1952 trip to Korea. A set of black and white snapshots shows the members of Eisenhower's Cabinet riding in the 1953 Inauguration Day Parade. Photos feature Attorney General Brownell with the President's Cabinet, at the Department of Justice, at the FBI National Academy, at the White House, at Camp David, and at meetings of the American Bar Association, Inter-American Bar Association, and National Association of Attorneys General. Brownell instituted the Attorney General's Honors Program at the Department of Justice, the first classes of which appear in group photographs with Brownell. He is shown speaking at meetings with the National Industrial Conference Board and the Zionist Organization of America. He is also shown addressing the press, courts, and committees on such topics as governmental investigations, internal security, communism, and wiretapping. Brownell is pictured receiving several honorary degrees during and after his term as Attorney General, including one from the National University of Ireland. Organizations that Brownell was involved in and are depicted in the series include the Bohemian Club, the Ludwig Institute for Cancer Research, and the governing council of the White Burkett Miller Center at the University of Virginia. Later involvement of Herbert Brownell with the federal government includes dealing with issues of water rights and water quality management on the lower Colorado River, investigating geothermal resources in California's Imperial Valley, and being vice-chairman of the Commission on the Bicentennial of the U.S. Constitution. He also is pictured with the Congressional sponsors of the 25th Amendment and the supporting American Bar Association Committee, and, in another photo, with the Coalition for Adequate Judicial Compensation while testifying before the House Judiciary Committee's Subcommittee on Courts, Civil Liberties and the Administration of Justice. Some locations where Herbert Brownell appears in photographs in this series include the U.S. Military Academy at West Point; the Executive Mansion in Monrovia, Liberia; Middle Temple Hall in London; Peru State College, Nebraska; the Bohemian Grove in California; and Plymouth, Massachusetts. He also appears at the Dwight D. Eisenhower Presidential Library at conferences on constitutional issues and civil rights. Papers assembled by Richard W. Murphy, legislative assistant to Senator Scott, 1964-1969, which "shed light on the senator's political philosophy as a leading moderate Republican of his era." The papers, many of which are copies, contain correspondence from other Republican legislators regarding Scott's support and political stances. Of interest are letters concerning a disagreement with Barry Goldwater on moderation and the rebuilding of the Republican Party in 1965 generated by a speech Scott gave at the California Republican League Convention in December 1964, a copy of which is included. The collection also contains Murphy's reminiscences of Scott for inclusion in a projected book by Lauren B. Meiswinkel; a copy of photograph of the George W. Bush family in 1987 together with a letter to Scott very briefly referring to the upcoming 1988 presidential election; and several examples of Scott's wit taken from the pages of the "Congressional Record," "Will the gentleman yield? the Congressional Record humor book," and "From bussing to bugging: the best in congressional humor." Correspondents include George Bush, Paul B. Dague, Barry Goldwater, George A. Goodling, and Denison Kitchel.

These materials document the work of the Business Development Office which the Spanish Merchants Association operated under contracts from the U.S. Department of Commerce Office of Minority Business Enterprise (OMBE), 1972-79, and OMBE's successor, the Minority Business Development Agency (MBDA), from 1979-81. Documentation of many aspects of federal minority assistance programs during the 1970s is found here. Subseries 1, Contracts, 1971-81, details the relationship between SMA and its funding agencies. Included is correspondence (c. 200 items) between federal officials Allan A. Stephenson, Regional Director of OMBE's Washington Regional Office, and his successor in that post, Luis G. Encinias, to SMA executive directors César R. Miranda, Nelson A. Diaz, and Guillermo Salas, concerning grant applications, project evaluations, and budget reviews of contracts awarded to SMA. Also included are letters of endorsement of SMA written by individuals such as U.S. Sen. Hugh Scott (Pennsylvania) for use in SMA's grant applications and support letters which SMA solicited from Latino businessmen on behalf of OMBE, 1975-76. Subseries 2: SMA-BDO Office Files, 1973-81, is made up of files maintained by BDO staff. Included are correspondence of business analysts Moisés Montalvo and Emil G. Nuñez, 1980-81; manuals prepared by senior business analyst Anthony J. Mina; information about services provided to SMA clients; and reports on individual contracts. Additionally, there are files on projects which BDO staff researched on behalf of the SMA including a food cooperative (the Delaware Valley Wholesale Grocery Company); a housing counseling consultant program, and a proposed Philadelphia/Wilmington business development office.

Topics mentioned very briefly in the correspondence include a 1922 visit to the University of Virginia by evangelist Hugh Black and a 25 inch snowfall in Charlottesville; a 1923 visit to Fredericksburg by Lloyd George; a 1935 investigation of Philadelphia police magistrates; the itinerary for a European trip in 1939; activities on board the U. S. S. New Mexico, 1941; naval operations, 1945; post-war Japan; the 1956 presidential election victory for Eisenhower; and a 1961 crash landing of Scott's plane in Japan. Political papers consists almost entirely of printed material on Scott's legal and political career. Also included are reports of Scott and Senator Mike Mansfield on their 1972 China trip; and a typed draft of a statement, August 1974, concerning Watergate and the resignation of Richard Nixon. The collection also contains notes and accounts of travels including diary notes of Scott from his service on the U.S.S. New Mexico on a run to Iceland, 1941, on a Congressional trip to England, 1944, to Japan, 1945, to Australia and several Asian and African nations, 1959, and of Scott and Marion Scott at Balliol College, Oxford, 1967, and from Marion Scott in China, 1972. Miscellaneous material includes an autobiographical account up to 1940; genealogy and biographical notes; anecdotes and quotes for speeches; a speech announcing his Senate retirement; the program from his funeral service and assorted memorabilia including Pat Nixon's cucumber soup recipe. There are photographs of Scott with Richard Nixon, Gerald Ford, Ronald Reagan, George Bush, and Barry Goldwater; a group portrait with Pat Nixon, Betty Ford and Marian Scott; and an autographed photograph of Dwight Eisenhower. Of interest are photographs taken during Scott's war service on the USS Mount Olympus, at the Emperor's Palace on the first day of the occupation of Tokyo, and at the surrender of Tateyama Peninsula, 1945 September 3.

This is a partial record of the career of Joseph Sill Clark. It consists primarily of material gathered by staff, reports, memoranda, clippings, news releases, articles, with some correspondence, all relating to issues and events with which Clark was involved. A small portion of the papers are concerned with Clark's early activities as Campaign Manager for Richardson Dillworth's mayoral campaign, 1947, and as Philadelphia City Controller, 1950-1951, for which there are campaign and office files. Clark's records as Mayor of Philadelphia, 1951-1956, include campaign papers, some general office files, and transcripts of speeches. The bulk of material covers Clark's years as U.S. Senator from Pennsylvania, 1957-1968. There are papers for his three senatorial campaigns, 1956, 1962, and especially 1968. His Washington office general file reflects his interest in regard to disarmament, the United Nations, Vietnam, and other matters before and after his appointment to the Senate Foreign Relations Committee in 1965. Although correspondence is scattered throughout the papers, there is a correspondence series, 1966-1968, and form letters used to answer constituents. Additional congressional files include press releases, speeches, newspaper clippings, etc.; bills sponsored and co-sponsored by Clark; Clark's voting record; television scripts and tapes, 1959-1967, principally of a program done with Pennsylvania Senator Hugh Scott; clippings from Congressional Record referring to Clark. Extra-senatorial activities for which there is material are the 1964 primary campaign of Genevieve Blatt (D.) for Senate, whom Clark supported, and the Pennsylvania State Planning Board, 1967-1968, of which Clark was a member.

Typed and handwritten manuscripts, interview notes, galley proofs, financial records, correspondence, audio and video tapes, clippings, research files, court documents, government publications, photographs, and memorabilia document the Watergate investigation and writings of Bob Woodward and Carl Bernstein. The bulk of the collection consists of drafts of Washington Post news stories, All The President's Men, and The Final Days. Woodward and Bernstein typed all of these drafts on the six-ply carbonless paper used by The Washington Post at that time for news copy drafts. One or all six pages may contain handwritten comments and changes by Bernstein, Woodward, their editors, and, on manuscripts for The Final Days, from research assistants Scott Armstrong and Al Kamen. In addition to the wealth of manuscript material, of great importance are hundreds of files containing interviews conducted by telephone or in person by Bernstein and Woodward for their news stories and books. Found in both the Woodward and Bernstein series, the files include interviews with major Watergate figures, presidential aides and staff, government officials and employees, congressmen, and Nixon colleagues. Examples of some of the higher profile interviewees are Howard Baker, J. Fred Buzhardt, John Ehrlichman, James St. Clair, Barry Goldwater, Howard Hunt, Elliot Richardson, and Leon Jaworski. Interviews are found in two types of files: source files and subject files. Although the contents of the source files and the subject files are often similar, maintaining the distinction between them reflects the authors' working methods. Source files most often contain notes from interviews conducted while writing stories for the Post. Subject files tend to be larger and more often contain information about a topic or individual rather than material from that individual. Many of the files remain closed in accordance with Woodward and Bernstein's promises to protect their sources' identities. Several Watergate related interviews conducted by Woodward in the late 1990s for his book Shadow are also present. Other materials include Watergate related publications and works by other authors, clippings of Woodward and Bernstein stories, clippings of Watergate stories from other papers and reporters, and extensive research files containing notes and photocopies of government documents. Correspondence and memos are found in small amounts throughout the papers, but the bulk is concentrated in the Bernstein series and consists of fan letters sent to Woodward and Bernstein at The Washington Post from 1973 to 1976. All the President's Men materials contain contracts, outlines, editing notes, and page proofs for the book. Also present are financial records, such as royalty statements and expense accounts, dating from 1973 to 1977, including personal financial information for both reporters. All the President's Men movie materials consist of notes on discussions with Robert Redford and several screenplay drafts annotated by Woodward and Bernstein. Publicity materials for the movie include a 35mm film trailer and French language videotape of the film. All videotape, audiotape, and film has been transferred to the Ransom Center's audio visual collection and digital copies are available for research use. Foreign and special editions of All the President's Men and The Final Days have likewise been transferred to the Ransom Center's library and are cataloged separately. Scott's reply, in letter of March 12, 1985, thanks Nixon for the book, mentions Scott is co-chairman of Arlen Specter's campaign, and mentions illness of Scott's wife, Marian.

Papers include four letters, 1975-1978, from President Jimmy Carter to Scott thanking Scott for his support for the Panama Canal treaties and a letter of support favoring recognition of the People's Republic of China; and a letter, 1980, from President Rodrigo Carazo Odio of Costa Rica concerning the Panama Canal treaties. There is also an article by Hugh Scott entitled "Memoirs of a 1920's Law Student," printed in the Northern Virginia Sun, 1984 October 5; and a letter, 1984 November 6, from Senate Majority Leader Howard H. Baker responding to Scott's statement concerning Baker. Papers also include a commemorative invitation to President Ronald Reagan's 1985 inauguration and a cover sheet indicating that the public inauguration would be held on Monday, 21 January. The cover sheet originally was sent to Scott by Senator John Heinz, chairman of the National Republican Senatorial Committee and requested a financial contribution to help the committee's "early efforts to preserve our Republican Senate majority in 1986."
