Governor of Massachusetts and British army officer.
Thomas Gage was commander-in-chief of the British forces in North America, based in New York City, from 1763 to 1775, and military governor of Massachusetts from 1774. In October of 1775 he was replaced by General William Howe.
Thomas Gage was born in Firle, Sussex, England, in 1719 or early 1720, to Thomas Gage, 1st Viscount Gage, and his first wife, Benedicta Hall. At eight he entered the Westminster public school, where he studied until 1736. In 1741, he purchased a commission as lieutenant in Colonel Cholmondely’s Regiment of Foot. He obtained the rank of captain-lieutenant in May 1742, and became captain in January 1743. Gage served as an aide-de-camp to the Earl of Albemarle; he was present at the Battle of Fontenoy in 1745 and participated in the Battle of Culloden in 1746. He served in Ireland with the 44th Regiment of Foot, and was promoted lieutenant-colonel on March 2, 1751. In the fall of 1754, his regiment was ordered to America under Major General Edward Braddock as part of an effort to counter the French in the Ohio Valley.
Gage and his regiment departed England in early January 1755 and had landed in Virginia by March. He commanded Braddock’s advance guard in the march toward the forks of the Ohio River, and led the guard during the defeat at Monongahela on July 9. After the battle, Gage applied for the colonelcy of the 44th, which he did not receive. His regiment spent the winter in Albany, and, after months of inactivity, they set out for Oswego on August 12, 1756, on an expedition to inspect troops, examine forts, and build storehouses along the way. Upon receiving word that Oswego had been attacked, Gage's forces demolished the forts between Albany and Oswego, before retreating down the Mohawk and spending the winter in Albany. During the campaign of 1757, Gage traveled with Loudoun’s expedition to attack the French fortress of Louisbourg, but this did not materialize. In December, Gage proposed to Loudoun that a regiment of light infantry specially trained for woodland combat be organized under Gage's command. Loudoun agreed, and formed the 80th Regiment of Light-Armed Foot. Gage set up recruiting headquarters in late December at Brunswick, New Jersey. He reported back to Albany in February 1758 and prepared for the coming campaign. On July 8, 1758, Gage led the light infantry screen in James Abercromby’s failed attack on Ticonderoga, known as the Battle of Carillon. In November, he met with Jeffery Amherst in New York, and there received the news that he had been appointed brigadier general. He continued on to Brunswick and married New Jersey native Margaret Kemble (c.1734--1824) on December 8. They returned to Albany in mid-January 1759, where he took command of Albany and the surrounding forts. Following the siege of Niagara in July, Amherst ordered Gage to take command on Lake Ontario, capture La Galette, and hold that position. Gage refused to take La Galette, focusing instead on strengthening Niagara and Oswego. He was again placed in charge of Albany and its surroundings for the winter of 1759. In 1760, during the final continental campaign, Gage commanded the rearguard in Amherst’s army and, in September, Amherst appointed him military governor of Montréal and its surrounding regions, a post he held until October 1763.
In 1761, Gage was promoted to major-general, and in 1762, he received the colonelcy of the 22nd Regiment. When Amherst was granted leave to return to England, Gage was ordered to New York where, on November 17, 1763, he was offered, and accepted, a temporary appointment as commander-in-chief for North America. He was formally commissioned by the King on November 16, 1764. He held the position for twelve years and maintained his headquarters in New York until moving his headquarters to Boston in 1774. In handling Pontiac’s Rebellion, Gage approved of Amherst’s plan of asking the colonies exposed to Indian attacks to raise 3,500 troops. He also ordered John Bradstreet and Henry Bouquet to move against the Delawares and Shawnees, while William Johnson made peace with Pontiac himself. Political troubles and civil unrest, catalyzed by such legislation as the Sugar and Stamp Acts, necessitated an increase of troops in New York, Philadelphia, and Boston. In the summer of 1768, he ordered the abandonment of many forts along the western, northern, and southern perimeter of the British colonies and indicated in June that only a few posts, including Detroit and Ticonderoga, were necessary to maintain the interior. By March 1769, he wanted troops concentrated on the eastern seaboard. On March 5, 1770, tensions boiled over in Boston, when a group of troops fired into a mob of civilians and killed five citizens. Though this conflict, now known as the Boston Massacre, fostered further mistrust between the citizens and the British troops, the event was followed by a period of relative peace (1771-1772). By 1773, however, the Americans resumed revolutionary activities, unhappy with restrictive Parliamentary acts.
Gage sailed to England upon leave of absence in June 1773. During his time in England, he advised King George III that stronger measures would tame the Americans, and in September met with Lord North and Lord Dartmouth to discuss the problem of addressing French settlement in the American West. He and his wife spent time in Bath and made London their home, until his return to America. The cabinet announced his appointment as governor of Massachusetts on April 2, 1774, replacing Thomas Hutchinson. Gage returned to America, arriving in Boston Harbor on May 13. As the situation became more tenuous, he transferred more troops to Boston. On January 27, 1775, the Earl of Dartmouth sent a secret dispatch to Gage ordering him "to arrest and imprison the principal actors & abettors in the Provincial Congress," the leaders of rebellion. He did not receive this letter until mid-April. Early in the morning of April 19, Gage sent a column to Concord, where the Massachusetts Provisional Congress had met and the rebels held known stores of munitions. The following day, British troops skirmished with militia at Lexington and Concord, before being rescued by a larger brigade sent out by Gage early that morning. On June 12, Gage declared martial law and called a council of war. He decided, along with the recently arrived William Howe, Henry Clinton, and John Burgoyne, to attack the rebels. The British won the Battle of Bunker Hill on June 17, but with a heavy loss of almost forty percent of their troops. Gage received orders on September 26 to return as soon as possible to London, and left Boston on October 10, the same day that Howe became the new commander-in-chief.
On April 13, 1781, Gage accepted a position on Amherst’s staff to prepare for the defense of Kent, in case of a possible French invasion. He was made a full general on November 20, 1782. Thomas Gage died in his home in Portland Place, London, on April 2, 1787.
Warrants, though commonly used today with regard to property search and seizure, have historically represented a variety of legal purposes and functions, including payment authorization for civil or military functions. During the second half of the eighteenth century, the British forces in North America used two main types of warrants: subsistence warrants and warrants for extraordinary expenses.
Subsistence warrants were used to disburse Parliament-approved funding for soldiers' pay and rations (including clothing, medical care, and pensions), and were usually created on behalf of individual regiments. As commander-in-chief of His Majesty's forces on the continent, Thomas Gage (1721-1787) controlled disbursement by issuing warrants to the deputy paymaster general in North America, who would then transfer the funds to individual regiments' paymasters. Each warrant was copied in triplicate for use by the warrant issuer, the War Office in London, and the recipient of the relevant funds.
Warrants for extraordinary expenses covered other expenditures incurred by the army, including frontier expeditions, building costs for fortifications or barracks, transportation, and payments to local Native American tribes. Because these funds were approved by Parliament after they had been spent, they were first issued by the Paymaster General in London through various private (civilian) merchants. These middlemen would directly pay the contractors supplying the necessary equipment or labor, submitting the receipts to Gage. Gage would then issue a warrant for the relevant amount, sending the original to London and retaining a copy for his own records.
Various other financial documents, including vouchers, receipts, and accounts, were also generated during these processes, which relied more heavily on the issuing of credit than on actual monetary transactions.

Johnson, William, Sir, 1715-1774. Papers, 1733-1808.
Title:
Papers, 1733-1808.
This collection of Johnson's papers represents a significant number of Johnson's personal and business papers. The collection consists of several thousand individual documents ranging from bills and receipts to correspondence to household inventories. The collection includes materials seized by the State during the American Revolution and other materials acquired subsequently to supplement the collection. Included in this collection are correspondence, bills, accounts, records of public proceedings, official and military reports regarding Johnson as a land developer, records relating to Johnson's activities as a fur trader and his activities as Superintendent of Indian Affairs. Also included are papers relating to trade with the Indians; papers relating to Johnson's activities during the French and Indian War, particularly the Battle of Lake George in 1755; the construction of Johnson's homes, Fort Johnson and Johnson Hall; the erection of public buildings for use by the county seat in Johnstown, N.Y. and other papers reflecting Johnson's role as a prominent figure on the colonial frontier. The collection also contains materials relating to Johnson's activities as a land agent for his uncle Sir Peter Warren. Johnson acted as Warren's agent shortly after his immigration to America and managed Warren's Mohawk Valley lands. The collection was badly damaged in the 1911 New York State Capitol fire. Those documents that survived were published as Johnson Papers (see publications note). A published calendar of the collection was issued prior to the fire and the absence of particular documents is easy to ascertain (see publications note). The State Library holds other papers of Johnson and his family which are cataloged separately.

October 16, anno 1777," and the "Return of the Army of the United States of America Commanded by Major General Gates. Bradstreet, John, 1711-1774. Papers, 1754-1782.
Title:
Papers, 1754-1782.
This collection reflects Bradstreet's career as summarized above. There are three boxes of records of the bateau and transport service under the command of Bradstreet for the years 1756, 1758, 1759, 1760, 1761, and 1763. The account book of "Monies received and paid for the batteau [sic] service by Daniel De Normandie, under direction of Lt. Col. John Bradstreet" lists accounts and receipts from 4 May 1758 to 30 November 1758 (127 p.). There is one volume of notes for the expedition against Detroit, September 1764, which includes sketches of maps of the Great Lakes, names and locations of Indian tribes, notes on camping places, and tables of distances (27 p.). There are over 300 items of correspondence, returns, receipts for shipments from Bradstreet, and miscellaneous manuscripts. Principal correspondents are John Glen and Abraham Mortier. Some of the correspondence is with Governor William Shirley, Lord Jeffrey Amherst, and General Thomas Gage, much of it in the form of drafts of communications sent by Bradstreet. The correspondence, covering the period 1755 to 1773, reflects the problems of organizing the troops and maintaining the supplies. In March 1771, the Council of New York granted Bradstreet's claim of 20,00 acres of land near Albany. This grant was contested by the Hardenbergh Proprietors and the case was presented at the Court of Great Britain and decided in Bradstreet's favor. The manuscript records the argument of Bradstreet's counsel and includes the original presentation and revised draft.

John A. Sawhill collection, 1756, 1775, 1779, 1796, 1798, 1815, 1848.
A selected group of documents from the John A. Sawhill collection. The London-published, Whitehall newspaper issues reflect the prevailing British perspective on world events at the time. The 1756 issue includes 'curious' local news (robberies, etc.) and various cure-all advertisements. The 1775 issue includes references to the Spanish armament in Gibraltar and various news from America, including a report of a military engagement with 300 "provincials" at Boston [Bunker Hill?] where 32 Americans were killed. References are also made to General Gage, the British commander and the arrival of British troops in Boston, "the event of which, it is thought, will put an end to the present quarrel by concessions or submission." The American seizure of Fort Ticonderoga is also mentioned. The Justice of the Peace commissions are for three individuals who lived in Franklin County, Va. The three land documents refer to tracks of land in Bath County, Augusta County and the County of Henry, Va. and are signed by the Virginia governors.

Conway, Henry Seymour, 1721-1795. Diplomatic correspondence, 17.
Title:
Diplomatic correspondence, 17.
Manuscripts, sometimes extensively revised, of Conway's correspondence, minutes, and drafts to various envoys during his tenure as secretary of state. The entries are often in the hand of William Burke, Conway's undersecretary, whose signature appears on some of the letters. Most of the documents are dated between 1765 and 1767, and although many request the ambassadors to redress the treatment of individual British citizens, especially merchants, abroad, the majority of the letters concern international political issues, and many of the entries are marked for translation into cipher before being sent out. Vol. 1, labeled "Russia drafts and precis" on spine, contains 51 letters and notes to George Macartney in the year 1766. Most of the entries concern the Treaty of Commerce between Great Britain and Russia. Several letters inform Macartney of the King's displeasure with the alteration of key words in the treaty which had been changed without his consent. A letter dated December 19, 1766, marked "most secret," discusses the primary obstacle to an alliance in the North as the Empress of Russia's adherence to the article of the Turkish Casus Foederis; numerous letters also discuss the Casus Foederis. The letters frequently mention Nikita Panin in these negotiations, who insists that a Turkish war must be a casus foederis in the case of a union with Great Britain. Vol. 2, labeled "Prussia drafts and precis" on spine, contains 53 letters and notes of correspondence with Andrew Mitchell in the year 1766, primarily on the subjects of Prussian trade and military preparations with specific eye toward how Great Britain's trade would be affected by Prussia's trade with Russia. Several notes concern Mitchell's puzzlement over a note from Macartney in a French cipher to which he has no key; elsewhere, he reports augmentation of infantry and the building of a new garrison, an expected marriage between the Prince of Orange and Princess Wilhelmina, and, in a note marked "separate & secret," the wish of the hereditary Prince of Brunswick to enter into the Prussian service if he can obtain his father's consent. Vol. 3, labeled "Denmark drafts & precis" on spine, contains 77 letters and notes from the year 1766, mostly addressed to either Gunning or Titley . Many of the entries concern the marriage between Prince Charles of Hesse-Cassel to the King of Denmark's youngest sister, Louisa, and the implications of this union for Great Britain. Other entries discuss the potential alliance between Great Britain and Denmark, and negotiations over whether it should be an offensive alliance and include a subsidy to Denmark. Several letters express doubts concerning Mr. Saldern's sincerity; other letters trace the gradual falling-out between Prince Charles and the King of Denmark. The letters discuss the activities of prominent Danish courtiers and politicians, including Count Danesekiold and Baron Bernsdorff. Vol. 4, labeled "Poland Dresden" on spine, contains 84 letters and notes to Thomas Wroughton and Stanhope in the year 1766. Most of the letters to Wroughton, ambassador to Poland, are on the topic of Polish Protestant dissidents and the impending violence; the actions of important courtiers and politicians, including Nicholas Repnin; the Czartoryski family; and Empress Catherine of Russia. The reports by Stanhope from Dresden recount the actions of the diet there, especially the Prince's insistence on the necessity of augmentation of the army . Vol. 5, labeled "Italian drafts" on spine, contains 50 letters, dated 1765-66, to correspondents in various countries: Edward Hay, Horace Mann, Consul Holford. To Edward Hay, Conway discusses British factories in Portugal, asks Hay to obtain satisfaction for the detention of two vessels at Lisbon, and to investigate the claim of the imprisoned Lt. Macnamara in the British Navy. To Sir Horace Mann, Conway writes about the archduke Peter Leopold. In 1766, Conway congratulates M. Murray, ambassador to Constantinople, on how he handled an "indecent publication in an obscure Venetian gazette," apparently regarding the Pretender. He warns Mr. Norton not to interfere with contending parties at Geneva. To Consul Holford, he writes expressing his disappointment that Langlois and Crisp, merchants whose vessels were detained and cargoes seized, still find delays in payments of demands they made on the state of Genoa. He asks Mr. Dutens to provide commerce reports at the court of Turin, and then insists he return to England to be replaced by Mr. Sherdley, whom he asks to watch what ambassadors at Rome do in the wake of the Pretender's death and his son's endeavor to claim his father's title. He announces to Consul Fraser that regulations for granting Mediterranean passes should remove the excuse the Moors have found at times for not properly respecting British colors, and orders Fraser responsible for enforcing these regulations. Later, Conway chastises him after learning about the complaint the Court of Vienna lodged against him for insulting the Imperial consul, and which Fraser's letters had not mentioned. He tells Major General Irwin about the complaint by a Spanish ambassador that a Spanish priest's letters had been opened at Gibraltar in his passage from Africa to Spain, and warns tells Irwin to handle all letters so as not to leave room for this suspicion in the future; he also asks Irwin to investigate why the entry of tobacco is impeded at Gibraltar, and mentions Moors' disregard of truce between Spain and Morocco. Other correspondents in the volume include Colonel Pictet; Mr. Hamilton; Consul Kinloch; Consul Iamineau; Consul Kirke; and Consul Gordon. Vol. 6, labeled "State letters of Canada, Germany, etc" on spine, contains 19 drafts, notes, and correspondence dated between 1765 and 1767. The volume contains a letter regarding the state of paper currency in the colony of Canada and the problems with converting it to European currency; 2 letters concerning commerce between Britain and Russia, one of which is addressed to the Duke of Grafton; several letters to George Cressener regarding his credentials to the Elector of Triers; and a draft letter to Sir Joseph Yorke dated February 17, 1767, thanking Yorke on his report of the secret conversation between Denmark and Portugal. Another letter from Grafton to Sir George Macartney chastises Macartney for signing a treaty of commerce with Russia without first sending it to King George III for his approval. The volume also includes a summary of the correspondence of the Northern Secretary of State. Vol. 7, labeled "French drafts" on spine, consists of 57 letters, most dated between 1765-1767. Most of the entries are addressed to David Hume and Charles Lennox, 3rd Duke of Richmond, and express Conway's irritation with the French delay in the demolition of the Harbor of Dunkirk; French encroachment on bays, harbors, and land of Newfoundland; and the affair of British children confined in a French convent. To the Duke of Richmond, he writes of the ill state of the Pretender's health and asks him to induce the French court to prove their friendship to the British king by not giving countenance and sanction to the Pretender's claims. A letter dated December 19, 1765 mentions that inclosed are copies of letter from General Gage and Lieutenant Colden, with minutes of the council at New York and accounts from New Jersey that people there did not join in recent violences, and declares that Parliament will find a remedy for this disorder. Vol. 8, labeled "Spanish drafts" on spine, consists of 26 letters, dated 1765-1766. Most of the entries concern the ransom of Manila and Conway's irritation with Spain's delay of those proceedings. Other topics include the transfer of Louisiana from France to Spain and tumults in some parts of North American colonies. Many other entries ask Lord Rochfort to address the petitions of various merchants who believe themselves mistreated, including the imprisonment of Mr. Glass, a British merchant, on pretense of his having been concerned in smuggling in the Canary Islands; the petition of Alexander Campbell, merchant, whose vessel was taken in 1763 by an armed ship under Spanish colors; and the petition of Mr. Bradley, merchant, who suffered losses through the Spanish government in America and the West Indies. Conway also asks Rochfort to investigate the seizure of ten merchants' ships in the West Indies, in violation of the Treaty of Aix. Vol. 9, labeled "American drafts" on spine, consists of 46 letters, dated between 1765-1766, many of which address the unrest in American colonies. The volume contains letters to governors of various colonies and several letters to General Gage. The collection includes a draft letter announcing the Stamp Act to the Governor and Company of Connecticut in 1765; a circular to the governors of Jamaica, Barbados, Grenada, the Bahamas, and numerous Canadian and American colonies which reports on two acts of Parliament just passed: securing the dependency of the colonies on the mother country, and the repeal of the Stamp Act in America. The circular emphasizes the importance of continued obedience in the colonies and stresses Great Britain's generosity and forbearance. A letter to governor George Thomas of the Leeward Islands expresses Conway's sorrow to hear that the disobedience regarding the stamps in North America had also reached some of the islands under his government. Elsewhere, he orders Governor Lyttelton of Jamaica to inform him of what forces the Spaniards may have in any of the settlements in the Leeward Islands, mentioning the affair of Turks Island; orders Governor Murray of Quebec to find out the offenders in the assassination of Thomas Walker of Montreal; and discusses corruption in oversight of the Indian trade in Quebec. Other letters concern personnel issues such as appointments and dismissals; another circular addresses the importation of bullion into the colonies. The letters to General Gage approve Gage's measures for restoring peace after a long hostility with the Indians; commends his progress toward gaining friendship of the Illinois nations; tells him to keep a watchful eye on the Spanish in America; commends his conduct regarding the disorder in New York; and responds to his request to bring military regiments into the middle colonies, especially New York.

Hooker, Roger, 1751-1830. Orderly books, 1775.
Title:
Orderly books, 1775.
Manuscripts, in multiple hands, of a collection of over a hundred military orders issued during the American Revolutionary War, primarily during the year 1775. The volumes include orders by General George Washington, Major General Joseph Spencer, General Artemas Ward, and John Trumbull. The majority of the orders address administrative issues, such as establishing procedures for granting furlough; assigning colored ribbons to distinguish military ranks; and instituting twice-weekly inspections of soldiers' arms. Other orders concern military discipline; one order forbids soldiers to bathe in the Bridge at Cambridge, MA, when pedestrians, especially ladies, are present; another from August 4, 1775 declares that any soldier who fires guns in and about the camp when no enemy is in sight will be considered as a common enemy and authorizes guards to fire on them as such. Many orders also contain summaries of court-martials and their verdicts and punishments, including 30 lashes for a soldier who had abused the camp doctor; riding the "wooden horse" for 30 minutes for a soldier who was insolent towards his captain; and being put into a horse cart with a rope around his neck and drummed out of the army for a soldier who had behaved disrespectfully toward the Continental Association by drinking to General Thomas Gage's health. Many orders in the first volume are also copied in the second volume. The first volume also includes daily personnel charts of men fit for service, as well as several dozen personal journal entries on the events of the day. These entries record the troops' marches, the weather, reports of battles, as well as descriptions of Hooker's own troops' military engagements. On June 17, 1775, he records the activities of the army at Bunker's Hill. On July 5, 1775, he records a visit by Generals Washington and Lee; elsewhere, he notes skirmishes around Boston Harbor; casualties; and deserters. All but the last two entries in the first volume are from 1775; the last two are dated 1834, and consist of a copy of a letter to the editor by Thomas Cowles on the successful crops in American south, and a copy of a letter from John Jay Jr., Thomas Porter, and Thomas Cowles of the Antimasonic Party in defense of the Constitution.
