Senator.
John Jackson Sparkman (b. Dec. 20, 1899, Morgan County, Ala.-d. Nov. 16, 1985, Huntsville, Ala.), U.S. Representative and U.S. Senator from Alabama, was a member of the Students Army Training Corps during World War I and later graduated from the University of Alabama law school. He was elected as a Democrat to the 75th Congress, serving from 1937 to 1946, and to the Senate, serving from 1946 to 1979. Senator Sparkman was chairman and co-chair of a number of key committees, including the Committee on Banking and Currency and the Committee on Foreign Relations. He was an unsuccessful Democratic nominee for vice president in 1952.

Topics of interest include Oriental art, fund raising for Randolph Macon College, Ashland (Va.), two terms on the U. Va. Board of Visitors, the Board of Foreign Scholarships (Fulbright Awards), the Commission on Critical Choices for Americans, lectures at English universities, the Asia Society, Youth for Understanding, the Smithsonian Institution Board of Regents, his 1964 Senatorial campaign,his Senate retirement, the Panama Canal treaties, and normalization of relations with the Peoples Republic of China, Also Japanese business contacts, a projected book on Pennsylvania, and his trips abroad to Australia, Canada, China, England, Japan, Malaysia, the Far East, Southeast Asia, and the U.S.S.R., three of which were made as a participant in the Williamsburg Conferences. Typescripts of his Oxford lectures on the American political system, his book The Life of the Party, and article, Jades, and a copy of Lets Stop Picking on the President are included, as is an engraving of Thomas Jefferson by Jacques Couche 1759-? There are also photographs of several political notables, miscellaneous invitations, programs and certificates and a piece of the Berlin Wall.

The bulk of the collection contains materials dating from 1958 to 1963. The papers of Sam Engelhardt are a combination of personal and political papers and Highway Department records. Separation of the Highway Department records from the private papers is not feasible, as no distinction was made between public records and private papers in Engelhardt's filing system. His interests as a politician, as chairman of the State Democratic Executive Committee, and as highway director were so interwoven that any attempt to further separate the public records from the private materials would destroy the integrity of the collection. The records are arranged into four subgroups: 1. Private materials; 2. Political materials; 3. Highway Department records; and 4. General materials. The General Materials subgroup contains all of the files which fall into more than one category. Records from Engelhardt's chairmanship of the State Democratic Executive Committee have been incorporated with the State Democratic Executive Committee papers. The largest portion of the collection consists of correspondence, newspaper clippings, and scrapbooks. Primary correspondents include Robert P. Bradley, Walter H. Craig, Governor John Patterson, Congressman Frank W. Boykin, Senator Lister Hill, Senator John Sparkman, Representative George Huddleston, Respresentative George Andrews, and Representative Carl Elliott. The correspondence, clippings, and scrapbooks reflect Englehardt's position on numerous segregation and civil rights issues, state and national politics, and Highway Department matters. The financial records include receipts for personal expenses and Highway Department expense accounts and requisitions. The printed materials include political and highway-related publications, campaign materials, broadsides, and memorabilia. The speeches document Engelhardt's stand as a staunch segregationist and his work with the Highway Department. The photographs depict various people, events, and projects documenting Engelhardt's family, cotton interests, political career, and directorship of the Highway Department. All negatives have been removed from this collection and placed in the Negative collection. The remaining items in this collection further document the personal, political, and professional aspects of his life.

This series consists of correspondence, memoranda, newspaper clippings, journal articles, copies of proposed acts, and committee meeting minutes. The materials document the establishment, activities, findings, recommendations, and demise of the Alabama Youth Committee. Many of the documents were generated or collected by committee member G. Ross Bell, including correspondence with Governor George C. Wallace and various state legislatures urging them to support studies and legislation regarding the juvenile delinquency problem in Alabama prior to the establishment of the Alabama Youth Committee. The committee and the regional committees met from 1969 through 1973 until the Youth Services Act was approved in September 1973 creating the Dept. of Youth Services. The Alabama Youth Committee ceased to function after the implementation of this act.

On Sunday, March 31, 1968, the President spent most of the day working on the speech he would deliver that night. In the evening on live television President Johnson announced steps to limit the war in Vietnam. He closed the speech by announcing to the American people that he would not seek another term in office, saying, "With America's sons in the fields far away, with America's future under challenge right here at home, with our hopes and the world's hopes for peace in the balance every day, I do not believe that I should devote an hour or a day of my time to any personal partisan causes or to any duties other than the awesome duties of this office--the Presidency of your country. Accordingly, I shall not seek, and I will not accept, the nomination of my party for another term as your President." After speaking, the President took numerous calls from friends. Late in the evening he held a press conference.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of greetings, congratulations, recommendations, and other responses to constituents, public officials, dignitaries, and citizens of other states seeking information or offering observations. This series consists of the public relations files of Governor Chauncey Sparks. It contains correspondence, telegrams, clippings, photographs, reports, and publications that document the governor's relations with constituents and correspondents from other states. The records also document the governor's interaction with governors of other states, Congressmen, the President of the United States, the vice-president, and other public officials and dignitaries. The files consist of greetings from the governor to visiting dignitaries, businessmen, and school groups. The governor also sent greetings and congratulatory messages to governors of other states and constituents celebrating anniversaries, birthdays, births of children, weddings, promotions, awards and honors, and numerous other special occasions. The files also contain letters from constituents asking for money for themselves or for fund raising projects. A large portion of these requests are for churches and church activities as well as numerous fraternal organizations. Included in the records are invitations to ribbon-cuttings, parades, and other organizational events, and requests for speaking engagements. There are letters from citizens requesting appointments to speak with the governor and requests for a recommendation from the governor for a job, promotion, scholarship, and many other situations. This series also contains correspondence pertaining to the governor's speeches and statements. The participation of Alabama's chief executive in the National Governors' Conference and the Southern Governors' Conference is also documented in this series. The files contain correspondence with governors from other states, programs for the meetings, and other general information regarding the conference. Some specific items of interest in the files of Governor Sparks include correspondence and itineraries relevant to visits to the state of Alabama by Lord Halifax, British Ambassador to the United States, in 1943 April; and Wendel Wilkie in 1943 June. The records also document the Governor's 1943 trip to Washington, D.C. This series contains information on and responses to several of Sparks' speaking engagements including his presentations at Mercer University in Macon, Ga.; Tuskegee Institute; and the Colored Methodist Episcopal Church in Birmingham. Also of interest is the correspondence regarding Sparks' participation in the 1944 National Democratic Convention in Chicago and Democratic Party issues and activities in general. The majority of this correspondence was handled by Sparks' secretary, George Bliss Jones.

This particular series consists of the program administration files of James Nelson Bloodworth, judge of Alabama's eighth judicial circuit from 1959 to 1968. During Bloodworth's tenure as judge, the eight circuit included Lawrence, Limestone and Morgan Counties. Included are court records such as briefs, district attorneys' weekly dockets, circuit court dockets, grand jury reports, jury lists, court calendars, decrees, opinions, notes concerning criminal and civil cases and applications for probation. This series consists of photographs documenting the construction and dedication of the North Wing of University Hospital. The photographs were originally in a scrapbook, but have been removed for preservation purposes. The order of the scrapbook, however, has been maintained. The images document the construction and dedication of the North Wing. The North Wing was a one hundred bed unit for psychiatric services and for the training of mental health specialists. Additional space in the structure was used for radiology services, surgery suites, and emergency services. The structure was built on the site of the Hillman Outpatient Clinic Building. Photographs provide information about the construction of the building, the interior of the building, and dedication ceremonies including the people who attended the ceremonies. The photographs date form 1965 to 1966.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of greetings, congratulations, recommendations, and other responses to constituents, public officials, dignitaries, and citizens of other states seeking information or offering observations. This series consists of correspondence, telegrams, clippings, photographs, reports, and publications that document the Governor's relationship with constituents and correspondents from other states. The records also document the Governor's interaction with governors of other states, Congressmen, the President of the United States, the vice-president, and other public officials and dignitaries. The series is divided into two sub-series: (1) general correspondence files and (2) Governor's Conference correspondence and material. The general correspondence files consist of greetings from the governor to visiting dignitaries, entertainers, businessmen, sports teams, and school groups. Among the dignitaries who received letters or telegrams of welcome are Vice-presidents Hubert Humphrey and Lyndon B. Johnson and Lady Bird Johnson. Good luck wishes and congratulatory messages to school bands, ball teams, and numerous other school groups are included. The governor also sent greetings and congratulatory messages to governors of other states and constituents celebrating anniversaries, birthdays, births of children, weddings, promotions, awards and honors, and numerous other special occasions. The files also contain letters from constituents asking for money for themselves or for fund raising projects and invitations to numerous graduations, weddings, or requests for speaking engagements. There are letters from citizens requesting appointments with the governor and requests for a recommendation from the governor for a job, promotion, scholarship, and many other situations. This series also contains correspondence, research, and drafts pertaining to the governor's speeches and statements. A large portion of the correspondence consists of letters from students and other citizens requesting the governor's opinion about a variety of subjects from civil rights issues to religion to legal and political issues. Much of this information was requested by students for class projects or term papers. Among the more specialized topics are get well wishes to Governor Lurleen Wallace and condolences, resolutions, and memorial suggestions regarding her death in 1968 May. Governor George C. Wallace received numerous letters and telegrams regarding his stand on segregation, Bible reading and prayer in schools, and other controversial issues. The assassination of President John F. Kennedy resulted in numerous telegrams and letters to Wallace regarding his role in the tragedy. On a lighter side, there are letters and photographs documenting the choice of artist Dmitri Vail to paint the official portrait of George Wallace and the execution of the task. The second sub-series documents the participation of Alabama's chief executive in the National and Southern Governors' Conferences. A large portion of these records deal with the freight rate committee of the Southern Governors' Conference on which the Alabama governor served for several years. These records began during the second administration of James E. Folsom, [Sr.] and continue through the administrations of John Patterson, George and Lurleen Wallace, and Albert P. Brewer. The governor's participation on the Appalachian Governors' Committee and at the Conference of Appalachian Governors is also documented. These records provide excellent information on the creation of the Appalachian Regional Commission in 1964. Throughout the entire series some of the more prominent correspondents include: Werner Von Braun, Franklin D. Roosevelt, Jr., J. Strom Thurmond, Courtney Whitney, Daniel J. Haughton, George H. This collection documents the life of Bankhead (1872-1946), particularly that part of his career in the U.S. Senate involving agriculture and farm tenancy. Other aspects of his senatorial career are not as well documented. His personal life and political campaigns also are represented, as is his work in 1940 with the Democratic National Committee. There are several good photographs of the former Senator, however, as well as other family members. Of interest are the folders of correspondence between Bankhead (1872-1946) and his sister, Marie B. Owen. U.S. and Ala. political, economic, and social issues are discussed in great detail, as is the Ala. Dept. of Archives and History. Also of interest are the "turtle" letters to his granddaughter Louise B. Davis, written while Bankhead (1872-1946) recovered from illness in 1936-1937.

These papers center on the political life, and to a lesser extent, the personal life of Dixon. The political life of Dixon is particularly well documented, including his two campaigns for the governor's office of Ala. in 1934 and 1938, and his involvement in the Dixiecrat movement from 1948 into the 1950's. Correspondence and letters, numerous speeches, and campaign materials, all describe Dixon's and many others activities in great detail. His personal life, particularly his membership in various clubs and organizations, is also well documented, especially his activities in the American Bar Association and the Redstone Club of Birmingham, Ala. There are also several speeches and some campaign literature that document Bibb Graves' campaign for governor in 1934. The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the appointing of individuals to various state and local offices and the signing of grants and commissions. This series consists of correspondence, telegrams, and applications relating to appointments, resignations and commissions for state and local government positions during the administration of Governor James E. Folsom. The series contains letters of recommendation and notices to the governor that a certain position is vacant. Most of the vacancies are due to the death or resignation of the officeholder. This series also contains the commission from the governor appointing the individual to a particular office. Of special interest is the file containing correspondence and telegrams regarding the death of Senator John Hollis Bankhead. Governor Sparks issued a proclamation calling for a special election on 1946 Nov. 7 to fill Bankhead's seat in Congress. The files of Governor Folsom contain correspondence regarding the resignation of Representative John Sparkman from his seat in Congress so he could run for Bankhead's vacant seat in the U.S. Senate. Several of the files documenting appointments during the Sparks' administration are mixed in with Folsom's records.

The papers primarily consist of materials collected during Koo's diplomatic career, relating to the Lytton Commission, 1932-1933; the League of Nations, 1931-1940; the United Nations, 1944-1946; his ambassadorships to France, 1932-1941; to Britain, 1941-1946; to the United States, 1946-1956; as the Senior Advisor to the Republic of China from 1956; and as the Judge on the International Court of Justice, 1957-1966. The materials include correspondence, diaries, memoranda, manuscripts, documents, notes, speeches, maps, photographs, printed material, and audio visual material. The bulk of the materials emphasizes China's domestic and foreign affairs, such as the Sino-Japanese conflict, World War II and the Cold War in the Far East region, as well as the League of Nations and the United Nations.

This collection, consisting of correspondence, letters, historical narratives, minutes of meetings of the Horseshoe Bend Battle Park Association (Tallapoosa Co., Ala.), warranty deeds, options for purchase of land, a boundary report, brochures, articles, clippings, press releases, and a teacher's guide, documents the development of the Horseshoe Bend National Military Park (Tallapoosa Co.) from the earliest efforts in 1940, to its creation in 1959 and use in subsequent years. The collection was accumulated by Judge C.J. Coley, secretary of the Horseshoe Bend Battle Park Association. The correspondence and letters series reflects the efforts of the Horseshoe Bend Battle Park Association, its board of directors, and its officers to gain support for the creation of the park from the Ala. legislature as well as from the U.S. Senate and U.S. House of Representatives. This series is arranged chronologically by year, and correspondents include Judge C.J. Coley, Marie Bankhead Owen, Rucker Agee, Peter Brannon, Thomas W. Martin, Elbert Cox, Albert Rains, Hugh Comer, Lister Hill, James E. Folsom, George Huddleston, Jr., Kenneth A. Roberts, and John Sparkman. The next series, planning and development, includes letters and meeting minutes that document the actions and activities of the Horsebend Battle Park Association, the boundary report issued by the National Park System Planning Office, and legislative proposals by the Ala. legislature and the U.S. Congress. The third and final series, publicity, contains brochures, magazine articles, press releases, a TV script, photographs, and clippings as well as programs and other memorabilia from commemorative events held at the Park. A teacher's guide to the park's Nature and Man Environmental Study Area (1971) is also available.

The papers, 1938-1981, contain correspondence, letters, legal records, financial records, lists, photographs, printed matter, awards, greeting cards, certificates, invitations, postcards, appointment books, medical records, newspaper clippings, serials, books, electoral returns, and maps. The most important series in this collection is the one on political campaigns, 1942-1962. Particularly well documented are Folsom's successful campaigns for Governor of Ala. in 1946 and 1954. Extensive correspondence and letter files for both campaigns are present, as are subject files, photographs, campaign materials, lists, and primary returns. Citizens supporting and opposing his campaign wrote to Folsom. Campaign tactics and strategy for particular areas are discussed, as is political patronage and requests for help. Folsom's private papers series, spanning the years 1938-1981, contains interesting material also, including Ala. politics, Folsom's business ventures, Ala. economic development, family matters, the death of his first wife in 1944, and many other subjects. The photographs are very interesting, though not voluminous. Also of interest is the series entitled political correspondence and letters, 1951-1954. In many respects this series is a direct precursor to his 1954 gubernatorial campaign, and the primary subject discussed is Ala. politics.
