American statesman; assistant to Secretary of Commerce Herbert Hoover, 1919-1924; secretary of state, 1959-1961.
Christian Archibald Herter (1895-1966) was born in Paris, France. He was a diplomat, politician, publisher, editor, and author. In 1959 Herter, who served as governor of Massachusetts during the mid-1950's, was appointed by President Dwight Eisenhower to succeed John Foster Dulles as secretary of state. Herter had begun his career in 1916 as an attache at the American embassy in Berlin, Germany. While working as a special assistant in the U.S. Department of State, the diplomat was secretary to a commission charged with negotiating a prisoner-of-war exchange with Germany. He was also secretary to the American Commission to Negotiate Peace at the end of World War I. After serving for three years as assistant to then Secretary of Commerce Herbert Hoover, Herter left government service in 1924 to pursue a career in magazine publishing. He was co-publisher and co-editor of the Independent and co-founder and associated editor of Sportsman. From 1963 top 1967, Herter served as Special Representative for Trade Negotiations. In 1930 Herter entered politics and was elected to serve in the Massachusetts House of Representatives, where he served for twelve years--the last four as speaker of the House. Following his election to the U.S. House of Representatives, Herter became head of a committee that helped establish the Marshall Plan, which provided economic assistance to European nations devastated by World War II. After five successive terms in the House, Herter was twice elected governor of Massachusetts. His appointed as Eisenhower's secretary of state in 1959 followed three year's service as under secretary. During his two years as secretary of state, Herter worked to strengthen Western unity and to improve U.S.-Soviet relations. After Eisenhower left office in 1961, Herter became co-chairman of the U.S. Citizens Committee on NATO and later represented presidents John F. Kennedy and Lyndon B. Johnson in trade talks with members of the European Common Market.
Christian A. Herter was an American statesman and politician. He was a member of the Massachusetts legislature (1931-1943); representative in the U.S. Congress (1943-1953); governor of Massachusetts (1953-1957); undersecretary of state (1957-1959); and secretary of state (1959-1961).

The papers of Orville F. Grahame are comprised of correspondence, subject files, articles, speeches, and other materials particularly as they relate to the field of insurance. Grahame's work for the Republican Party is also documented. Although arranged in two series (Politics and Insurance), correspondence is found throughout the entire collection. Some of the correspondents include: Bailey Aldrich, Thomas E. Dewey, Guy M. Gillette, Christian Herter, Edward M. Kennedy, Thomas E. Martin, Elliot Richardson, and John Volse. Series one, Politics, contains files relating to Grahame's work with the New York Young Republicans. He also campaigned for specific candidates including Thomas E. Dewey and Elliot Richardson. Much of this series concerns politics within the state of Massachusetts. Series two, Insurance, makes up the bulk of the papers. The Health Insurance Association of America alone is the subject of eleven boxes. Materials from its legislative committee includes reports, minutes, and correspondence. Much of this series is devoted to insurance issues and concerns within Massachusetts. However, on a broader scale there are files on annuities, settlement options, the Security Exchange Commission, and White House Conferences on Aging.

The papers of Arthur Pound consist of correspondence, drafts and printed copies of his speeches and writings, research notes, and other ancillary papers related to his long and varied career as a journalist, editor, writer, and historian. The correspondence, almost exclusively incoming, relates to speaking engagements, publication of his own works, and the review of works by others. His writings and speeches, mostly typewritten in format, cover a wide array of topics and interests relative to history, economics, politics, literature, and arts. Likewise, these papers include drafts of poems, short stories, and other works of fiction penned by Arthur Pound. The Herzog family papers consist of a wide array of materials documenting the careers of family members who were prominent in law, banking and finance, politics and government, and in numerous social clubs, charities, and civic organizations in Albany for over a half-century. This is a transcript of two oral history interviews with Wiley T. Buchanan. Buchanan began the first interview with an overview of his personal and family background. He talked about the beginning of his career in Washington and his first meeting with Vice President John Nance Garner, his desire to enter foreign service, his conservative political tendencies, life in Washington during the New Deal era, and his World War II work in technical intelligence. The remainder of the interview focused on his work with the 1952 Presidential campaign, his appointment as ambassador to Luxembourg, the beginnings of the European Common Market, his job as Chief of Protocol for the Department of State, official state functions, the effect of Dwight D. Eisenhower's military training on his style of leadership as President; the funeral of the King of Denmark, Queen Elizabeth II's visit to the United States, Eisenhower's reaction to overpopulation in India, and Eisenhower's advice to John F. Kennedy regarding Vietnam. Additional individuals mentioned in this interview include Joseph Bech, Christian Herter, Richard M. Nixon, Konrad Adenauer, and Nikita Khrushchev. In the second interview Buchanan discusses visits of state, the political appointments of ambassadors versus appointment of career diplomats, the importance of the ambassador's wife, the importance of Buchanan's business background to his position in Luxembourg, and the qualifications necessary for the position of Chief of Protocol. Many of the individuals mentioned in the first interview are also discussed in the second, with the addition of Harold Macmillan, John Foster Dulles, Mamie Eisenhower, and President and Mrs. Lopez Mateos of Mexico. He ended the interview with his impressions of and anecdotes about President Eisenhower. An index to personal names is included at the end of the second interview.

Papers of Paul Samuel Reinsch, professor of political science at the University of Wisconsin, 1901-1913, and minister to China, 1913-1919. Some correspondence relates to his teaching career, but most of the papers concern his service in China as a United States diplomat and as legal and financial counselor to the Chinese government after his resignation as minister. Letters in 1920 discuss his unsuccessful campaign as the Democratic nominee for United States Senator from Wisconsin against the Republican candidate Irvine Lenroot. In content Reinsch's letters were frequently a combination of personal, professional, and diplomatic matters. Among his many correspondents were Jane Addams, Charles A. Beard, Edward A. Birge, William Jennings Bryan, Nicholas Murray Butler, Joseph E. Davies, Pierre S. Du Pont, Richard T. Ely, Elbert Gary, William C. Gorgas, Christian A. Herter, Oliver Wendell Holmes, Edward M. House, Paul O. Husting, Robert G. Ingersoll, David Starr Jordan, V. K. Wellington Koo, Robert M. La Follette, Robert Lansing, Irvine Lenroot, Jack London, Charles McCarthy, Francis McGovern, Emanuel Philipp, Theodore Roosevelt, Elihu Root, Edward A. Ross, John C. Spooner, Isaac Stephenson, Willard Straight, Sun Yat-sen, Ida M. Tarbell, Lowell Thomas, Charles R. Van Hise, William F. Vilas, Henry C. Wallace, Booker T. Washington, and Woodrow Wilson. Supplementing the correspondence are Reinsch's writings, including the manuscript for his book An American Diplomat in China (1922), copies of articles and addresses, 1902-1922, and drafts of classroom lectures written during his years as a professor. The collection also contains one diary written in 1906 by Mrs. Reinsch, and eight scrapbooks covering Reinsch's career to 1922. While Reinsch was minister to China, he acquired at Peking some records, 1835-1913, of the American Consulate (later Legation) in China for the years preceding his service. In addition Reinsch established his own files of Chinese materials spanning the period from 1878 to 1923. These include translations from Chinese newspapers, translations of the minutes of meetings of the National Council of the Republic of China, information on Chinese culture and on fiscal and legal policies, and newspaper clippings from English-language newspapers published in China. In 1963 the collection was studied intensively by one of Professor Reinsch's former students, Horatio B. Hawkins, and by his wife, Hildred Daisy Moser Hawkins, a sister of Mrs. Reinsch. During the period 1913-1919, Hawkins was also in China as an employee of the Imperial Maritime Customs, and for many years the two families had close associations. Mr. Hawkins wrote commentaries for many letters and documents in the collection, Mrs. Hawkins contributed excerpts from her diary in 1913 commenting on Dr. Reinsch's appointment as minister, and both participated in the making of sixteen reels of tape recordings containing their reminiscences of Reinsch.

Papers of a public relations and business consultant, including correspondence, articles and addresses, appointment books, some records of organizations which he served, and a Page family history. Correspondence, primarily 1918-1960, comprises the bulk of the collection and provides excellent material on his public relations work for educational institutions and foundations, his government service, and his work as a consultant to business. Continuing interest in education is revealed in material on the Farmers Educational and Development Fund and Harvard University. During the 1940's the letters include many references to his chairmanship of the Joint Army-Navy Committee on Welfare and Recreation, which culminated in the formation of the USO. Correspondence from the 1950's contains many references to the problems of big business and transportation and to the organizations which he served as public relations consultant including the American Telephone & Telegraph Co., the Employers Labor Relations Information Committee, Mayo Clinic, and Radio Free Europe. From the inception of the Department of State central photographic files in the early 1950's until the mid-1960's, the Visual Services Division's Photographic Branch took a comprehensive approach to print creation, classification, maintenance, and filing. A print was generated for nearly every arriving negative, then mounted -- along with the prints that sometimes arrived from outside sources without negatives -- and systematically classified by subject or personality. The mounted prints were filed accordingly in the general subjects file (Record Group 59, Series G, "Prints of Diplomatic Events and Facilities, and U.S. and Foreign Political, Economic, and Cultural Life") or in the general personalities file. The latter, encompassing a mixture of head-and-shoulders portraits, desk portraits, and views from swearing-in ceremonies, speeches, press conferences, meetings, and other activity contexts, constitutes Series O. Images by Department of State staff photographers and other U.S. government agency camerapeople predominate (roughly 80%) in Series O; remaining items were acquired -- directly, or indirectly through copies from the U.S. Information Agency "Master File" -- from foreign government sources, such international government organizations as the United Nations and NATO, such private portrait studios as Chase, Karsh, Halsman, Bachrach, and Scurlock, as well as The New York Times,Wide World, and other commercial news operations. A similar majority of the Series O prints have corresponding negatives included in the State central negative sequence, Record Group 59, Series N, "Negatives and Proof Sheets Relating to Diplomatic Officials, Events, and Facilities." (See the Series N description for a fuller account of State photo file administration, including the dramatic changes in the handling of biographical images and all other photographs after 1964.) Represented in Series O are the U.S. Secretaries of State from the height of the Cold War -- Dean G. Acheson, John Foster Dulles, Christian A. Herter, and Dean Rusk -- as well as 1930's-1040's predecessors Cordell Hull, Edward R. Stettinius, Jr., James F. Byrnes, and George C. Marshall. Rusk, most of whose administration's activity coverages were never shifted -- for unknown reasons -- to the special-focus Secretaries series (Record Group 59, Series SE, "Photographic Portraits and Events Coverages Relating to Secretaries of State"), gains particularly heavy attention in Series O. Among the Rusk highlights are the Secretary meeting with West Berlin Mayor Willy Brandt on the developing Berlin Crisis in 1961; Rusk announcing, at a 1961 press conference, the U.S. response to a United Nations move to oust Nationalist China; Rusk briefing U.S. Congressmen on his plans to promote a coordinated hemispheric policy on Cuba, at the historic 1962 Inter-American Foreign Ministers Conference in Punta del Este, Uruguay; Rusk discussing the future of U.S. support for South Vietnam at a 1964 press conference; and Rusk conferring with the other key players in the formulation of 1964 Vietnam policy (President Johnson, Secretary of Defense Robert McNamara, and General Maxwell Taylor). Presidents Harry S. Truman, Dwight D. Eisenhower, John F. Kennedy, and Lyndon B. Johnson are also well-represented in Series O, with Kennedy's career (Presidential and pre-Presidential) given especially heavy coverage. Included, for example, are views of Kennedy discussing the Laos issue during one of his first press conferences, held at State; Kennedy meeting with Soviet First Secretary Nikita Khrushchev at the 1961 summit in Vienna, Austria; Kennedy addressing the nation during the 1961 Berlin Crisis; and the President signing the 1963 Nuclear Test-Ban Treaty at the White House. In addition to the "live" photographic coverages of 1950's-1960's Presidents and Secretaries, Series O incorporates photographic reproductions of 18th, 19th, and 20th Century portrait paintings and engravings of U.S. Secretaries of State from John Jay to Dean Acheson, and of U.S. Presidents from George Washington to Franklin Roosevelt. Just over half the prints in Series G have corresponding negatives (original or copy) in Record Group 59, Series N, "Negatives and Proof Sheets Relating to U.S. and Foreign Diplomatic Officials, Events, and Facilities". This series offers extensive coverage of the treaty-signings, conferences, summits, organizational sessions, and other diplomatic meetings that shaped the landscape of U.S. foreign relations from the end of World War II through the height of the Cold War. Among the milestone events represented are the Yalta and Potsdam Conferences of 1945; the signing of the United Nations Charter in 1945, the Rio Pact in 1947, the North Atlantic Pact in 1949, and the Manila Pact in 1954; the signing of the Korean War Armistice Agreement at Panmunjom in 1953; Japanese Peace Treaty conference and signing in 1951-1952; the 1955 Geneva Conference on Peaceful Uses of Atomic Energy; the Big Four (U.S.-Britain-France-Soviet Union) Heads of Government and Foreign Ministers Conferences of 1946, 1954, and 1955; the Antarctic Treaty conference and signing in 1959; and the signing of the Nuclear Test-Ban Treaty in 1963. Along with such important multilateral pacts and conferences, the print series includes numerous views of negotiations and signing ceremonies for a variety of bilateral agreements involving the U.S. and respective European, South American, Asian, Near Eastern, and African allies: defense treaties, military assistance pacts, mutual weapons development programs, as well as International Monetary Fund, lend-lease, tax convention, extradition, "Atoms for Peace," and cultural exchange agreements. Considerable photographic attention is devoted, as well, to United Nations (UN) meetings, including regular and emergency sessions of the General Assembly and sessions of such constituent bodies as the Security Council. Images of the latter cover debates on North Korea's invasion of South Korea (1950), the Arab-Israeli conflict in the Suez (1956), Soviet suppression of the Hungarian uprising (1956), the French-Algerian struggle (1957), the India-Pakistan dispute over Kashmir (1957), insurrections in Lebanon (1958) and Laos (1959), the U.S.-Soviet U-2 incident (1960), the Cuban Missile Crisis (1962), and other high-profile issues. Also emerging prominently in Series G are coverages of meetings and field activities of such UN-sponsored agencies as the International Monetary Fund (IMF), World Health Organization (WHO), and United Nations Educational, Scientific, and Cultural Organization (UNESCO). Another substantial portion of the subject print series is devoted to Department of State facilities, headquarters as well as field. Included are images, primarily exterior, of U.S. embassies and consulates in more than 70 countries around the world, from Paris, France to Tehran, Iran to Rangoon, Burma. On the domestic front, State headquarters is represented, in its various historical incarnations, through photographic reproductions of 18th and 19th Century graphic works, as well as through "live" 20th Century photographs. The visual progression runs from State's first home (1781-1783), on South Sixth Street in Philadelphia, through the long-time headquarters (1875-1946) in the State, War, and Navy Building at 17th Street and Pennsylvania Avenue, NW, in the nation's capital, to the more modern (1961-on) Main State at 2201 C Street, NW in Washington, D.C. Coverage of Main State encompasses construction progress views from 1957-1960, along with numerous post-completion closeups of facades, entrances, lobbies, offices, lounges, reception rooms, dining rooms, and communications centers. Images of the Foreign Service Institute quarters in Washington, D.C. (2115 C Street, NW) and, later, in Arlington, Virginia (Arlington Towers Apartments), and images of the many State Annexes in office buildings throughout Washington, D.C., round out the documentation of headquarters area facilities. Also figuring prominently in this series are views of day-to-day operations within the respective headquarters offices, as well as extensive coverage of official State and U.S. Information Agency exhibits, especially those erected to honor visiting foreign leaders. Like the U.S. Information Agency "Master File," from which it borrows liberally, the subject series incorporates considerable material emphasizing the scope of American economic, technological, and military might, and the richness of American cultural life: views range across topics as diverse as atomic bomb tests in Nevada, Air Force flight tests in California, Tennessee Valley Authority dams in Alabama, oil refinery operations in Texas, the Tanglewood Music Festival in Massachusetts, county fairs in Iowa, and 1960 Presidential Election ballotting in Maryland. There is similarly sweeping visual documentation of American monuments and memorials; of architectural, historical, and cultural landmarks in more than 60 cities and towns across the U.S.; and of American natural scenic highlights from the Great Smoky Mountains to Wakiki Beach. Series coverage also extends to landscapes and cityscapes, street scenes and architectural closeups, farm life and factory life glimpses in more than 80 foreign countries. Additionally, there are views from abroad tied more directly, and often -- from an American propaganda standpoint -- more pointedly, to political and military events. Appearing, for example, are views highlighting anti-Communist agitation in East Germany in 1953; anti-Soviet risings in Hungary in 1956; American and UN assistance to refugees from the Korean War, Greek Civil War, and Suez War; and American, French, and British-supported military operations against Communist forces in Southeast Asia.

This collection primarily consists of MB's correspondence and memorabilia pertaining to his Americana collections and involvement in the People-to-People Program. The bulk of the correspondence consists of condolence letters sent to MB's wife, Llora, and include letters from former Presidents Eisenhower and Truman, and former First Lady, Lady Bird Johnson. Bortman's own correspondence includes letters from these luminaries as well as Winston Churchill, former British Prime Minister. Several photographs, some signed, of Bortman with Vice President and Lady Bird Johnson, Churchill, and Eisenhower are included, as well as scrapbooks with news clippings and programs regarding the People-to-People program and the Paul Revere Liberty Bowl.

This is a transcript of two oral history interviews given by Ellis Briggs. In the first interview Briggs focused on the international relations of the United States. Major subjects include the Good Neighbor policy towards Latin America, Lyndon B. Johnson's intervention in the Dominican Republic in 1965, the need for the Secretary of State to be the President's primary foreign policy advisor, and the role of Congress in shaping foreign policy. He also talked about the growth in the numbers and roles of personnel from the State Department. He also discussed the roles of personnel from the U.S. Information Agency, the Peace Corps, and the Central Intelligence Agency in foreign embassies. Persons mentioned in the interview included John Foster Dulles, Dean Acheson, and Joseph McCarthy. Briggs ended the interview with his own experiences as ambassador to Czechoslovakia and Korea. The second interview began with Briggs' comments on President-elect Dwight D. Eisenhower's visit to Korea shortly after the 1952 election. Additional subjects in this interview include the Korean War armistice negations, the Law of the Sea controversy, the expropriation of American business interests by foreign governments, Briggs' experience as ambassador to Peru, and the Organization of America States. Other countries discussed include Cuba, Greece, and Cyprus. Additional persons mentioned in the interview include Aristotle Onassis, Richard Nixon, Clare Boothe Luce, and Christian Herter. In letters to Grace Walcott Hazard Conkling he compliments her on a poem and offers publishing advice noting that the firm of Small, Maynard & Company publishes only Ezra Pound, Madison Cawein and himself and suggesting she send her verse to Mitchell Kennerly. Letters to a Mr. and Mrs. Carruth discuss meeting with Stanford undergraduates and announce a poetry prize for undergraduates. Letters to Christian Herter concern submissions to the "Independent."
