The Wyoming Controversy was a conflict between the governments of Pennsylvania, Connecticut, and Britain, the Continental Congress, and the Indians over land in the Wyoming Valley in Pennsylvania.
Grandson of William Penn, last lieutenant governor of Pennsylvania and Delaware under the proprietorship.
From the Sugar Act of 1764 through the Tea Act of 1773, the British Parliament imposed a variety of taxes upon their American colonies in an effort to raise revenue to offset the enormous debts incurred during the Seven Years' (French and Indian) War. Far more efficiently than raising revenue, these duties raised the indignation of the colonits, contributing more than their share to the alienation that fueled the independence movement.
The Stamp Act became the first direct tax on the American colonies in 1765, levying a fee on all official documents, and thus all legal transactions. The response of the Massachusetts House of Representatives was swift and decisive. On June 6, 1765, they agreed to the motion of James Otis to organize an intercolonial meeting to resist the Stamp Act, and two days later, issued a circular letter to the assemblies of the other colonies. The resulting Stamp Act Congress included 9 of the 13 colonies, and their vigorous protest, coupled with effective boycotts of British goods and the all too often violent response in the streets, led Parliament to withdraw the act in 1766.
Yet in a sign of things to come, Parliament issued their withdrawal of the Stamp Act with an no-nonsense Declaratory Act resserting their authority over all colonial affairs, including taxation. Still seeking ways of extracting additonal revenue from the colonies, in 1767 the Chancellor of the Exchequer Charles Townshend proposed a duty on all imports into the colonies of five key commodities -- lead, paint, glass, paper and tea -- reasoning that such indirect taxation would be less odious. Clearly a misjudgment of the mood in the colonies, the Townshend Duties produced results very similar to the Stamp Act: wide spread protests, sporadic violence, and increasing coordination between radical elements in all 13 colonies. The Non-Importation Agreements in 1768 and 1769 were the a series of boycotts of British imports organized in nearly port city in the 13 colonies, accompanied by, eventually led to repeal of four of five of the Townshend duties in 1770.
The sole Townshend Duty to remain in place after 1770 was the duty on tea, and American radicals continued their boycott of that commodity. With declining revenues for the East India Company, Prime Minister Frederick North was led to recraft the scheme of taxation on tea, the most important features of which were to impose the tax at the point of origin, and to sell the tea in America through consignees who were granted exclusive rights to its retail. The results followed the pattern set in the previous decade of agitation, culminating in the Tea Party in Boston, the impoundment of tea in Charleston, and the successful rejection of tea in Philadelphia and elsewhere. Local resistance, in short, made the Tea Act as much a dead letter as any of its predecessors.

An early settler and prominent citizen in the Moravian heartland near Bethlehem, Pennsylvania, Timothy Horsfield was named justice of the peace when Northampton County was formed out of Bucks in 1752, and was one of those given responsibility for the defence of the local white and Christian Indian populations during the French and Indian War. The Horsfield Papers offer a window onto the tumultuous history of northeastern Pennsylvania during the 1750s and 1760s. Comprised largely of correspondence and related documents between Horsfield, William Parsons, and provincial and military authorities, the collection includes important information on the Indian assaults on the region in 1756 and 1757 and the military and diplomatic response.

Two 18th century official documents relating to parcels of land in Cumberland County, Pennsylvania. The first is a warrant dated August 31, 1750, signed by James Hamilton, directing Nicholas Scull to survey a sixty acre plot of land on behalf of Joseph Slass. A handwritten note in the lowwer left corner of the document directs Thomas Cookson, Esq. to execute the warrant, and is signed by Nicholas Scull. The second document is a large vellum deed dated May 23, 1774 for an estate called Auchline in Tyrone township, to Harry Gordon, sealed and witnessed May 26, 1774. A large wax and paper seal with ribbon is attached to the deed; a smaller seal accompanies the witness' signature on the reverse.

In the back of one volume are the accounts of expenditures by an unknown person in Philadelphia (1780).

From the Sugar Act of 1764 through the Tea Act of 1773, the British Parliament imposed a variety of taxes upon their American colonies in an effort to raise revenue to offset the enormous debts incurred during the Seven Years' (French and Indian) War. Far more efficiently than raising revenue, these duties raised the indignation of the colonits, contributing more than their share to the alienation that fueled the independence movement The two volumes that comprise the Pennsylvania Stamp Act and Non-Importation Resolutions Collection contain 34 manuscript and printed items relating to the political crisis over taxation on goods imported into the American colonies between 1765 and 1773, with a focus on Philadelphia. The first volume is concerned exclusively with agitation over the Stamp Act of 1765 and its repeal, while the second volume relates more specifically to the Non-Importation agreements of the 1760s, the Townshend Duties, and the Tea Act of 1773. Among these are letters of Governor John Penn, correspondence between the Sons of Liberty at Philadelphia and those of New York, 1766, an address of the committee of Boston merchants to a committee of Philadelphia merchants, 11 August 1768. Among the more dramatic letters are those from John Hughes, the would-be Stamp Officer for Pennsylvania who resigned bis commission in the face of public protest, and a seies of threatening letters addressed to James and Drinker, consignees for the sale of tea in Pennsylvania in 1773.

This volume consists of copies of Thomas Penn's letters, 1752-1772, primarily written to Peters and copied by Thomas Balch (1821-1877), Pennsylvania historian, during the 1850s. The originals are in the possession of the Historical Society of Pennsylvania. The letters are replete with information on colonial history and government, including negotiations with the Indian Confederation, the collecting of quitrents, ejections for nonpayment, the organization and sale of lands, street planning, the arrival of German immigrants, provincial elections, Penn's disputes with the assembly, the drawing of the Mason-Dixon line, and Penn's frequent conflicts with Benjamin Franklin (1706-1790). Many letters refer to the French and Indian War, including the British government's preparations, Gen. Edward Braddock's (1695-1755) arrival in America and defeat at Fort Duquesne, the raising of colonial regiments and supplies for Braddock's troops, and the Indian menace. The letters also contain comments on the repeal of the Stamp Act, the demands for Penn's surrender of his proprietary government, the organization of Pennsylvania College, and Penn's politically troublesome nephew, Gov. John Penn (1729-1795).

The William Smith Papers primarily document the public and political activities of William Smith from 1753 to 1775. William Smith's staunch support and advocacy of the Penn family, the Proprietors of colonial Pennsylvania, is well documented in the collection. There is extensive correspondence between William Smith and Thomas Penn for the years 1754 to 1770 which provides detailed reports of, and observations on, the state of the Proprietor's political interest in Pennsylvania. William Smith's staunch support and advocacy of the Penn family, the Proprietors of colonial Pennsylvania, is well documented in the collection. In addition to the Penn correspondence, the collection contains the legal briefs, petitions, and supporting documentation used to defend Smith in the libel suit brought by the Pennsylvania Assembly for his pamphleteering against it. The role of William Smith as an educator and fundraiser looms large in the collection, particularly in his correspondence with Richard Peters, the head of the College's Board of Trustees. The Peters correspondence covers the period 1762 to 1764, during which Smith conducted his extensive tour of Great Britain raising money for the College. The fund raising trip is also documented in a diary covering the months of November and December 1762. In addition to the correspondence with Thomas Penn, William Smith's work as Provost is found in four notebooks of the commencement exercises of 1765 to 1768. Smith's interest in education, in general, is documented in the bound book of minutes and correspondence of the German Free School movement conducted in Pennsylvania from 1754 to 1756. The collection also contains a small number of letters between various members of William Smith's family. The largest of these are between of his wife, Rebecca Moore Smith, and Elizabeth Graeme Fergusson. Some very personal reflections on the passing of William Smith's wife can be found in his correspondence with Benjamin Rush. There is also some correspondence of Charles Smith, William's son. The family correspondence stretches into the first three decades of the nineteenth century. In addition to the family correspondence there are some literary writings, primarily poems, authored both by Smith himself and by other members of his family.

"An Act to enable the Keepers of Records in the Counties of Philadelphia and Chester to remove them to more safe and convenient Places." Anticipating the occupation of Philadelphia by British troops a year later the act allowed various officials "upon any Danger or just Apprehensions therof to remove ... Records, Books and Papers ... to some safe and convenient Place" after approval by an appropriate official. The act was passed by order of the Pennsylvania House on February 23 and was signed by Morton as speaker. The Act is also signed by Pennsylvania Governor John Penn underneath the title. Joseph Shippen, Jr., has certified the Governor's signature, and Will Sarr, Master of the Rolls has docketed its recording in the Book of Laws A.

Born in Boston and educated there and in France, Samuel Breck (1771-1862) was a major figure in the mercantile, philanthropic, and political life of Philadelphia during the first hald of the nineteenth century. With an interest in historical and literary affairs, Breck was an active member of the Library Company of Philadelphia, the Phialdelphia Athenaeum, the Historical Society of Pennsylvania, and the American Philosophical Society (elected 1838). The Breck Collection is comprised of two manuscripts written by Samuel Breck. The first, "Historical Sketch of the Continental Bills of Credit, from 1775 to 1781, with Specimens Thereof" (1840), includes an essay and 153 specimens of Continental Currency. The second essay, "Recollections of My Acquaintance and Association with Deceased Members of the American Philosophical Society" (1862) includes the 92 year-old Breck's reminiscences of his personal relationships with the nationally and internationally prominent membership of the APS.

William Temple Franklin Papers 1775-1819
The son of William Franklin, Royal Governor of New Jersey, William Temple Franklin worked as aide to his grandfather, Benjamin Franklin, when the latter served as minister to France during the American Revolution. A bonvivant, Temple received his highest public appointment as Secretary to the American delegation at the Treaty of Versailles in 1782-1783, largely through the influence of his famous grandfather, but never again attained a significant post. As Franklin's literary heir, he edited and published a three volume set of his grandfather's writings in 1817. He married his long time mistress a few months before his death in Paris in 1823. The William Temple Franklin Papers provides a richly detailed portrait of the life of the grandson of Benjamin Franklin, and consists largely of letters received during the years that Temple served as his grandfather's aide in France, 1776-1785. Although much of the correspondence is routine, during this period, Temple received regular reports from friends and diplomatic colleagues relaying information on the American Revolution, the course of diplomatic and peace negotiations, and French public opinion on Benjamin Franklin and the new United States. The collection is also a rich resource for information on the personal lives of the Franklins, including interesting correspondence from Temple's relatives William Franklin, Elizabeth Franklin, Sarah Franklin Bache, and Jonathan Williams, and his mistress Blanchette Caillot.

Report of John Penn and Richard Peters, Pennsylvania commissioners to the Albany Congress, to Lt. Gov. James Hamilton and the Council, 6 Aug. 1754, on their purchase of more land beyond the Susquehanna from the Six Nations. The report begins with accounts of other negotiations for the same or adjacent lands which were in progress or rumored on their arrival, especially with agents of Connecticut, and consultations with various tribal leaders. Following is an account of part of the proceedings of the Albany Congress on 30 June, when it was decided not to make the Pennsylvania sale part of the Congressional proceedings. Next are accounts of the commissioners' meetings on 5 and 6 July with representatives of the Six Nations, in which they reached an agreement for the purchase of land up to the western border of Penn's grant, and the text of the deed from the Six Nations to proprietors Thomas and Richard Penn. Next is an account of a meeting on 9 July at which the participants ratified the treaty of 1736 (full text and endorsement given) whereby the Six Nations agreed not to sell any land within the boundaries of Penn's grant to anyone but the proprietors. There follows a list of Indians present, by tribe and/or location, with their original and European names. The report concludes with a statement that the Connecticut agents were satisfied of Penn's claim and agreed to stop their negotiations for the same land. Persons prominently involved include commissioners John Penn, Richard Peters, Isaac Norris, and Benjamin Franklin; Hendrick, the Mohawk sachem and chief spokesman for the Six Nations; William Franklin; Thomas Pownall; and Conrad Weiser, interpreter.
