Benjamin Sumner Welles (1892-1961) graduated from Harvard University in 1914 and began his diplomatic career in 1915 as Secretary of the United States Embassy in Tokyo. From 1917 to 1919 he served in a similar post in Buenos Aires, Argentina. He was Assistant Chief of the Latin American Affairs Division of the Department of State from 1920 to 1921, and Chief of the Division from 1921 to 1922. From 1922 to 1925, he was Minister Plenipotentiary and Envoy Extraordinary to the Dominican Republic, and also in 1922, a delegate to the Congress on Latin American Affairs in Washington, D.C. He served as personal representative of President Calvin Coolidge to offer mediation in the Honduras revolution in 1924, and as a delegate to the Central American Conference in Amapala, Honduras, in 1924. In 1929, he was a member of the Dawes Financial Mission to the Dominican Republic. Welles, whose area of expertise was Latin American affairs, was named Assistant Secretary of State in 1933, a post he held until 1937, with a brief tenure as Ambassador to Cuba. From 1937 to 1943 he served as Under Secretary of State. He was President Franklin D. Roosevelt's personal envoy on a fact-finding mission to Europe early in 1940, and accompanied Roosevelt to his meeting at sea with Prime Minister Winston S. Churchill of Great Britain in August 1941.

Camille Chautemps papers 1885-2005
Chautemps was a French politician and radical socialist leader. He was premier in 1930 and in 1933-34. A member of the first Popular Front cabinet of Socialists and Communists (1936-37) under Leon Blum, he headed the second, less radical, Popular Front cabinet (1937-38). Vice premier of the Vichy government, Chautemps came to the United States in 1940 on a mission and did not return to France. In 1947 he was tried and convicted in absentia for collaborating with the Vichy regime; in 1954 his sentence was voided by the statute of limitations.

When the Party was reconstituted as the Communist Political Association later that year, Browder was chosen as its President, however he was expelled in 1946 following a debate over Party leadership. Manuscripts and typescripts of a press release and messages relating to it, prepared for radio transmission from the ship. The first two items are collectively marked "White Twenty-Two, in three parts" (the parts are all marked in the second item). The first is a letter (1 p.) in the hand of Undersecretary of State Sumner Welles and initialed by Roosevelt, to Secretary Cordell Hull, directing the ambassador to the Soviet Union to arrange with the British ambassador to present a message together to Stalin, and directing Hull to present it to the papers. The second is the carbon typescript of the message (2 p.) headed "Confidential message to be sent to Stalin by Roosevelt and Churchill", signed by Roosevelt for both, with corrections in his hand. It concerns impending shipments of supplies and the need to make long-range plans, and suggests a high-level meeting in Moscow. The third item is a one-page typescript headed "White Twenty-three in three parts part one for Steve Early" advising Roosevelt's secretary that he will be receiving a statement to be read to the secretary of state and released to the press the next morning. The statement itself is the fourth item: a carbon typescript (5 p.) with typewritten additions headed "For delivery to press and radio at 0900 EST on Thursday August 14". It states that Roosevelt and Churchill have met to discuss supplies and that further talks are planned to include the topic of Soviet cooperation. It also presents a joint declaration of common principles for the conduct of the war and the design of a postwar world of just, prosperous, and lasting peace. Other persons named in the documents are Lord Beaverbrook, Sir Stafford Cripps, and Laurence A. Steinhardt.

Childs' writings are represented by free-lance articles; book reviews; speeches and addresses; drafts and notes of "Eisenhower, Captive Hero" (1958), "Ethics in Business Society" (1954, with S. Douglass Cater), "The Peacemaker" (1961), and "Taint of Innocence" (1967); reviews of these and other volumes; and manuscripts of several unpublished books. There are also scripts for several ABC radio news programs. Documentation of his research methodology includes notes and memoranda; interviews with Winston S. Churchill, John F. Kennedy, Alfred M. Landon, and Franklin D. Roosevelt; and news dispatches from Poland and Russia. Also included are miscellaneous business papers and biographical material.
