Schuyler served in the New York State Legislature and was a shareholder in the Northern and Western Inland Lock Navigation Companies. He helped to guide their incorporating legislation through the state legislature. In 1787 three commissioners appointed by the U.S. Congress met with representatives of the states of New York and Massachusetts at the "Northwest corner of the Oblong" to settle finally the boundary dispute between the two states. The Rev. John Ewing (1732-1802), David Rittenhouse (1732-1796), and Thomas Hutchins (1730-1789), "Geographer to the United States," served as mediators representing Congress; commissioners for Massachusetts were Timothy Edwards (1738-1813), Samuel Williams (1743-1817), professor of mathematics at Harvard College, and Theodore Sedgwick (1746-1813); "Agents" for the State of New York were Gerard Bancker (1749-1799), Simeon DeWitt (1756-1834), Surveyor General of New York, and Philip John Schuyler (1733-1804). Points of disagreement early in the meeting centered upon which kind of compass to use, whether or not earlier surveys taken in 1784 should be considered valid, and how to determine fairly such variables as the amount of change in magnetic field which had occurred since the 1773 meeting and survey.

Philip John Schuyler (1733-1804), a Revolutionary War general and statesman, was a prominent member of the landed aristocracy of upstate New York. He was elected to New York's colonial assembly in 1768, was a delegate to the second Continental Congress, served in the New York State Senate from 1780 to 1784 and 1786 to 1790, and became one of New York's first U.S. senators, 1797-1798. During the Revolutionary War he commanded the Continental Army forces of the Northern Dept. Schuyler was involved in the commercial development of New York and his navigation companies constructed the canals that formed the basis of the Erie Canal system.

After the loss of Fort Ticonderoga he was replaced by Horatio Gates in July 1777 amid rumors of incompetence and disloyalty. Schuyler insisted that Congress bring charges against him, and he was finally acquitted by a court martial in October 1778.
