Chapter 30 of the Laws of New York, 1792-1797, included a section calling for the erection of two state prisons, one in New York City and one in the County of Albany. These prisons were to be constructed under the supervision of two separate boards, one for each site. The members of the Albany County board, as directed by the law, were: Philip Schuyler, Abraham Ten Broeck, Jeremiah Van Rensselaer, and Teunis Van Vechten. The legislature appropriated up to twenty thousand pounds for the expenses of the board, to be paid by the State Treasurer.
