Thomas Penn (1702-1775), son of William Penn (1644-1718), owned for thirty years most of the proprietary and family land in Pennsylvania and Delaware. He directly managed the colony of Pennsylvania on the scene from 1732 to 1741 and from England by correspondence until his death. During that time he increased significantly the proprietary income from sales of land to immigrants. Penn controlled the colony while living in London and Buckinghamshire through his correspondence with Richard Peters (c. 1704-1776), clergyman and provincial secretary and councilor. Peters was also rector of Christ Church in Philadelphia and was responsible as councilor for Indian negotiations. He retired as secretary in 1762 but remained provincial councilor until 1776.
