Alabama. Governor (1931-1935 : Miller). Administrative files, 1930-1935.
Title:
Administrative files, 1930-1935.
The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Benjamin Meek Miller. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. Among the state agencies and organizations that reflect significant attention in the Governor's records are the Board of Administration and its subagency, the Convict Department; the Child Welfare Department; the Highway Department; the Public Service Commission; and the Tax Commission. Governor Miller's administrative files contain records regarding legislation and legislativ eissues, appointments, public relations activities, and state institutions that were later maintained in a separate filing system by his successors. Among the issues documented in these files are education, taxation and the income tax amendment, social welfare programs, pensions, highways, coal miners strikes, cotton acreage control, the repeal of the 18th Amendment (ending prohibition), and litigation regarding the salaries of public officials. In addition, there is considerable documentation of the relief and recovery programs establishe din the state after the inauguration of Franklin D. Roosevelt in 1933 March. These programs were in response to the massive unemployment brought on by the Great Depression. The records document the National Recovery Administration, the Federal Emergency Relief Administration, and the Alabama Relief Administration. The files contain correspondence with Harry L. Hopkins, head of the Federal Emergency Relief Administration, and Jugh S. Johnson, the administrator of the National Recovery Administration. There is also correspondence with Alabama Senatro John H. Bankhead. This series also contains correspondence from Alabamians requesting jobs, money, or any type of assistance available. Miller's trip to Washington, D.C. to attend Roosevelt's inauguration is also documented in these records. Some of the files reflect incidents or issues that began during the first administration of Governor Bibb Graves.

Underwood, Oscar W. (Oscar Wilder), 1862-1929. Papers, 1876-1962.
Title:
Papers, 1876-1962.
NOTE: Unfortunately Underwood did not save copies of his letters until he was elected to the U.S. Senate; thus the papers in the House of Representatives series consist almost entirely of letters addressed to him. The first series, Personal Life, 1876-1962, includes biographical and genealogical material. The second series, which is mostly letters written to Underwood while he was in the U.S. House of Representatives (1895-1914), are extensive, and reflect a meticulous attention to his constituents' requests. A major topic of concern is the postal service. Other topics include Ala. banks and banking, the oleomargarine bill, the Philippine Islands, Ala. politics, labor legislation, railroad legislation, immigration and alien labor, the sale of public lands, patronage, good roads legislation, federal aid for agricultural schools in Ala. colleges, and the Panama Canal. Additional topics include the 1904 Democratic National Convention and presidential election, freight rates, the 1906 Senate election, the rivers and harbors bill, cotton trade, Negro disfranchisement, dams on Ala. rivers, the Louisville and Nashville Railroad Company, and prohibition, as well as the tariff issue and free trade listings, the Interstate Commerce Commission, the Esch-White Phosphorus Match Act, the Canadian reciprocity treaty, customs collection, pure food and drug legislation, the merchant marine, and currency issues. Correspondents prominent in this series include lawyers, bankers, politicans, businessmen, editors, and journalists, as well as corporate entities. Specifically, they are listed as added entries. The third series includes the correspondence and letters that document Underwood's years in the U.S. Senate, 1915-1927. NOTE: There is, however, a gap between 1915 Nov. and 1918 Apr. where there are no papers. Among the topics discussed are immigration and alien labor, prohibition, equal suffrage, good roads, Ala. banking, the Panama Canal, Lycurgus Breckinridge Musgrove, judgeships, labor legislation, the merchant marine, Ala. politics, the League of Nations, political campaigns, the Muscle Shoals dam, Woodrow Wilson, the Ku Klux Klan, tariff issues, railroad regulation, the federal income tax bill, Ala. Power Company, the Interestate Commerce Commission, and the 1928 presidential election. The final group of records in this series concerns the Muscle Shoals Project, 1921-1928, which was an unsuccessful attempt by the government to dispose of the Muscle Shoals hydroelectric power plant on the Tenn. River to private interests. Prominent correspondents in this series are listed in the added entries below. The fourth series, Speeches, 1907-1925, is a collection of Underwood's speeches, most of which are in pamphlet form. The fifth series, Political Campaigns, 1894-1924, contains correspondence, letters, photographs, financial records, scrapbooks, clippings, and, in the case of the 1924 presidential nomination campaign, lists of delegates, county chairpersons, and state Democratic Executive Committees. The material for the 1924 campaign is copious, and reflects the Underwood campaign throughout the country. Prominent correspondents are listed in the added entries below. Both presidential nomination campaigns have substantial publicity material. The sixth series is Retirement, 1927-1929, and it includes correspondence and letters, the Drifting Sands of Party Politics manuscript, clippings, scrapbooks, and printed ephemera. There are letters, reports, printed material and photographs documenting the Sixth International Conference of American States in Havana, 1928, to which Underwood was a delegate. The seventh and final series is a book entitled The Story of the Democratic Party (1928) by Henry Minor who inscribed it to Underwood.

Wheeler family. Papers, 1809-1943.
Title:
Papers, 1809-1943.
Papers, 1809-1943, that belonged to General Joseph Wheeler consist of genealogical and biographical material, letters and correspondence, financial and business records, legal notes, military reports, speeches, printed material, maps, scrapbooks, and photographs. Additionally, the family subgroups contain a wide variety of papers, including letters, invoices, receipts, account books, legal instruments, real property documents, work contracts, and other material that testify to the family's business and legal activities. The collection documents primarily the public service career of Joseph Wheeler (1836-1906) as a Confederate and, later, as a U.S. general, and, more fully, his almost-two decades as a U.S. Representative from Ala. The bulk of political papers are letters, telegrams, and postcards sent to him in Washington. Unfortunately, Wheeler did not regularly keep records of his responses until the late 1890s, and then only during the months he was on active duty. Within the Political/Post-political series of the Joseph Wheeler subgroup, the letters and correspondence cover such topics as patronage, a variety of U.S. Postal Service issues, military appropriations, claims and pension settlements, the development of Muscle Shoals on the Tennessee River, Alabama politics, the free silver issue, and the Spanish-American and Civil wars, on which he wrote extensively. Other topics include tariff issues, elections, education, and African American soldiers' claims. The Joseph Wheeler papers also include letters and correspondence on personal and family matters as well as financial, business, and legal topics, the latter being generated by the extensive and complicated Wheeler real property lawsuits.

Title:
Appointment files, 1943-1950.
The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the appointing of individuals to various state and local offices and the signing of grants and commissions. This series consists of correspondence, telegrams, and applications relating to appointments, resignations and commissions for state and local government positions during the administration of Governor James E. Folsom. The series contains letters of recommendation and notices to the governor that a certain position is vacant. Most of the vacancies are due to the death or resignation of the officeholder. This series also contains the commission from the governor appointing the individual to a particular office. Of special interest is the file containing correspondence and telegrams regarding the death of Senator John Hollis Bankhead. Governor Sparks issued a proclamation calling for a special election on 1946 Nov. 7 to fill Bankhead's seat in Congress. The files of Governor Folsom contain correspondence regarding the resignation of Representative John Sparkman from his seat in Congress so he could run for Bankhead's vacant seat in the U.S. Senate. Several of the files documenting appointments during the Sparks' administration are mixed in with Folsom's records.

Title:
Administrative files, 1935-1939.
The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Bibb Graves' second term in office. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. In addition, there is considerable documentation of the relief and recovery programs established in the state in response to the massive unemployment brought on by the Great Depression. Well-known federal programs, such as the Public Works Administration (PWA), the Works Projects Administration (WPA), the Reconstruction Finance Corporation (RFC) that operated under the National Recovery Act (NRA), and the Tennessee Valley Authority (TVA), are documented in Governor Graves' records. Some of these programs were administered locally by the Alabama Relief Administration. Graves maintained an extensive correspondence file with Orville F. Rush, a member of Senator John Bankhead's staff in Washington, D.C., regarding Alabama projects that were likely to receive federal funding. Bankhead and Frank Boykin frequently corresponded with the Governor regarding issues and legislation that affected the state of Alabama. The records also contain information on strikes that occurred in Alabama, particularly at textile mills. There is a file on communism that contains correspondence protesting the arrest of strikers and other actions that violated citizens' rights. Reports of communist activity and communist propaganda are also contained in this file. The Scottsboro Boys case is also documented in the records of Governor Graves althought most of the material generated from the case is in the records of Governor Benjamin M. Miller. On the lighter side, Governor Graves was named the honorary chairman to coordinate the Alabama birthday balls for President Franklin D. Roosevelt in 1936 Jan. Graves also coordinated the Alabama invitations to hear Roosevelt speak at Grant Stadium in Atlanta, Ga., on 1935 Nov. 29. These activities are documented in these records.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Chauncey Sparks. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. The bulk of the routine correspondence was handled by George Bliss Jones, secretary to the governor, and Mabel Amos, the governor's recording secretary. The files continue to document the programs established during the administration of Frank Dixon in response to the United States' entry in World War II. The Selective Service System files contain information on recruitment, draft boards, industry, defense programs, jobs, propaganda, rationing, and civilian defense. Among the groups and agencies represented in these files are: Office of Price Administration (OPA), Alabama Salvage Committee, and the State Defense Council. Race relations and labor strikes plagued the Sparks administration. These files contain correspondence and telegrams between Governor Sparks, Alabama congressional officers, and I.S. Rouzer, President of the Alabama Mining Institute. The coal miners' strikes of 1943 in Ozark and Birmingham, and the 1945 strike in Birmingham are documented along with a strike of Birmingham newspapers that also occurred in 1945. Race riots and segregation are well documented in the Sparks records. The files contain reports from investigators and law enforcement officers, correspondence from citizens across the nation, publications, and other material maintained by the governor and his staff regarding race relations in the state. The two incidents that aroused the greatest furor were the race riot at the Alabama Dry Dock and Shipbuilding Corporation in Mobile in 1943 May, and an order by the War Department to end segregation at Maxwell Field in Montgomery. Another incident of note was the investigation of Cleburne County Sheriff Ewell Norton regarding the arrest of two African American youths around Christmas 1944 and the extraordinarily high fines set for minor violations. The records of Governor Sparks also contain considerable information regarding the ongoing debate over freight rates. This issue continued to be the main topic of concern at the Southern Governors' Conference meetings. The administrative files also document the Alabama Department of Archives and History's acquisition in 1945 of a piece of oar that supposedly came from the C.S.S. Alabama. Notable correspondents with the governor in this series included: Senator John H. Bankhead, Frank Boykin, Henry S. Geismer (the Governor's representative in Washington, D.C.), George Grant, Senator Lister Hill, Sam Hobbs, Pete Jarman, Carter Manasco, and Joe Starnes.

Records 1875-1986.
The State Democratic Executive Committee records, 1875-1986, document over a century of virtual single party politics in Alabama. The records provide detailed information concerning election practices, political campaigns, party solidarity/dissension and race relations. The records not only reflect on politics within the state, but provide information relating to Alabama's role in national politics. The records, primarily the correspondence, minutes and printed materials, provide valuable information on many topics such as white supremacy, state's rights, civil rights, election manipulations and the many schisms within the party. The primary correspondents include committee officers and various state, local and national committee members and political figures. The records also provide detailed information about the more routine areas of the committee's responsibilities. A substantial portion of the collection consists of candidate files, election records, campaign materials, and records of contested elections. These records illustrate the manner in which the committee assisted and qualified candidates, supported political campaigns, and executed special and primary elections. The records of each administration were generally maintained independently from the records of previous administrations, except in instances. Where the chairman served more than one term. Several of the administrations were poorly documented. The bulk of the materials date from 1919 to 1951 and from 1959 to 1963.
