The papers document much of Brown's political career. He served at the national level as executive committeeman and as a delegate to conventions, of the Democratic Party and as a long time representative on the Council of State Governments. Among his major interests were education, educational television, mental health, industrial, highways and ports development, and state government reorganization. Many of the papers document his service to his constituents and Barnwell county. As a Life trustee of Clemson University, there is a variety of material related to the University's operations. Scrapbooks, 1911-1972, and boxes of newspaper clippings, 1920-1975 provide a good overview of Brown's life. Photographs include members of the various legislative committees, personal friends, and family members.

Also includes topical files re communism and civil rights; clippings and photographs of Congressman Ashmore. Audiovisual materials include an audio tape containing a June 1966 CBS radio broadcast, Capitol Cloakroom, in which Ashmore is joined by fellow House Administration Committee member Charles E. Goodell to discuss a proposal from the President concerning campaign finance reform. Photographs from throughout Ashmore's private and political career are present. Of note are two photographs believed to have been taken in Greenville, S.C., showing President Lyndon B. Johnson on a campaign whistle-stop with Ashmore and South Carolina's senior senator, Olin D. Johnston.

Chiefly letters relating to operations at University of South Carolina during the Great Depression, when the financial situation significantly affected university operations; Shealy corresponded with various USC presidents, writing in his capacity as a member of the Board of Trustees; letters, 1927-1931, of President Davison McDowell Douglas discuss budget issues and expansion and loss of various programs at the University; earliest items, written May 1908 shortly before Shealy's graduation, consist of letters of recommendation for a teaching position from USC professors, George A. Wauchope, Patterson Wardlaw, and G.B. Moore reveal a high opinion of his abilities as a student and a perspective teacher; these letters landed Shealy positions of principal at Camden Grammar School (1908-1911) and later as superintendent of Walterboro High School (1912-1914). Letter, 31 July 1924, written on letterhead stationery of the S.C. House Ways and Means Committee and addressed to Olin D. Johnston (1896-1965), a fellow member of the South Carolina House of Representatives living in Anderson, S.C. The letter responded to Johnston's questions "relative to the action of the University Board in discontinuing the services of Judge [Thomas H.] Spain, formerly of the Law Faculty." Shealy reminds Johnston that the Board had met in executive session and that it would therefore "be improper for any member... to recite the reasons prompting its action in matters of this kind.... As you know," the letter continues, "it is the exclusive right of the Board to elect professors and other employees and officials of the University, and it is, likewise, the right and duty of the Board to discontinue such services as it dee[m]s to be for the best interest of the University." Further stating that "there were no personal reasons for our action" and reminding Johnston that "Judge Spain failed for re-election as Circuit Judge at the hands of the General Assembly," Shealy concluded, "we wish to keep the University out of politics; and I hope that the confidence you had in me in helping to elect me a member of the Board will prompt you to trust me to do the right thing as I can understand it." Letter, 7 May 1925, from William D. Melton, president of USC, re plans to award honorary degrees to Rev. R.C. Granberry of Gaffney, S.C.; Dr. W.C. Coker, of Chapel Hill, N.C.; and Bernard Baruch, of New York, along with biographical sketches of each; letter, 7 May 1925, from W.D. Melton, proposing that graduation ceremonies include presentation to each graduate of a Bible, along with the diploma, "It is done at the University of North Carolina and at various other institutions.... I believe this will be a very fine thing for the University to do at this time, but I do not wish to do so unless there is unanimity of opinion on the part of the Board"; to which Shealy replied, 13 May 1925, "I have thought a good deal about this proposal, and the only question of doubt in my mind is the religious leanings of some of the graduates.... I am not sure that all of our graduates would appreciate such a gift from the University." Melton, re the University's promise to purchase their former home, located on the southeast corner of Pendleton at Pickens, at a future date when state finances allowed such an investment, "upon the death of Mr. Melton and the election of a new president, the state rented our home, 1602 Pendleton Street, for a 'President's Home' ...during the past six years... we have made no effort whatsoever to sell the house, as we felt that the State of South Carolina had an option.... Correspondence, legal papers, and clippings from around S.C. (ca. 1929-1939), re to Gov. Olin D. Johnston's election in 1934 and controversy over control of the S.C. State Highway Department, the military takeover of the Highway Dept. in 1935, and Johnston's efforts, ca. 1934-1936, to remove ten highway commissioners; case files, 1935-1936, involing Gov. Although the factions eventually reached an uneasy compromise, the affair earned Johnston the nickname of "Machine Gun Olin." Correspondence and legal documents, ca. 1930s, related to construction of a stadium for USC; and transcripts of testimony, 1933-1939, related to efforts to secure funding of construction of the Carolina Stadium at USC, Chiefly correspondence between Robinson and officials of the Reconstruction Finance Corporation re the building of the Carolina Stadium, and an historical essay, 1975, re history of construction of the Williams-Brice Football Stadium at USC, written by Robinson and an essay, [1975], in which Robinson discusses the process, the impact of the Depression on its funding, assistance from the Reconstruction Finance Corporation [the entity now known as the United States Small Business Administration], and the ultimately successful arrangement reached with the private organization that operates the S.C. State Fair and the owner of the land on which the stadium currently sits (Box II). While running for governor in 1930, Beverley Herbert received repeated death threats from the Ku Klux Klan, the first of which is dated 31 May 1930, and there are letters regarding Herbert's investigation into the origin of these threats. Legal materials constitute the majority of the R. Beverley Herbert papers. These files cover much of his legal career and represent several hundred cases and client matters. Correspondents of note include U.S. Senator Christie Benet, S.C. Governor Richard I. Manning, S.C. Chief Justice Eugene B. Gary, U.S. Senator Olin D. Johnston, IRS Commissioner David Burnet, and Strom Thurmond. Of interest is Olin Johnston's protestation of the 1930 gubernatorial election and several letters (beginning 18 August 1942) concerning a World War II conscientious objector case. One large oversize folder from Legal (General Cases subseries), contains two $1,000 mortgage bond certificates for the Wilmington Manchester Railroad Company, as well as several items relating to a case called Jesup v. On 6 Apr. 1944, McFee wrote, "It is my obsession that nobody has ever had the position as national poety that [Rudyard] Kipling had in the Empire. Nobody writes about America as he did about England. I don't suggest that he be imitated but that we need something between [Walt] Whitman ... and Eddie Guest." Letter, 17 Feb. 1948, Charleston, S.C., from William McFee, "I suppose you notice the political rumblings even in the New York papers. The Southern governors were planning secession from the Democratic Party and even the United States ... Sen. Olin Johns[t]on called [William Watts] Ball an effete reactionary, vindictive doting old man whom time has passed by. So I guess Mr. Ball is pretty conservative when Olin goes on like that. They say [President Harry] Truman's Civil Rights scheme is 'unamerican.' " After publication of the non-fiction history, Charleston: A Gracious Heritage in 1947, E. Milby Burton wrote to Molloy, "You have at last accomplished something that I have always wanted to see done, and that is to write a readable history of Charleston."
