Graves also served as the honorary chairman for the annual birthday ball in Roosevelt's honor. Information on this event is contained in this series. Also of interest was the banquet for Democratic National Committee Chairman, James Farley. This event was held in Montgomery on 1939 April 28. The records document the individuals who were invited to the banquet and their responses. Some of the more prominent correspondents in this series include: John Bankhead, W. B. The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of greetings, congratulations, recommendations, and other responses to consituents, public officials, dignitaries, and citizens of other states seeking information or offering observations. This series consists of the public relations files of Governor James E. Folsom. It contains correspondence, telegrams, clippings, photographs, reports, and publications that document the governor's relations with consituents and correspondents from other states. The records also document the governor's interaction with governors of other states, Congressmen, the President of United States, the vice-president, and other public officials and dignitaries. This series also contains correspondence pertaining to the governor's speeches and statements. The participation of Alabama's chief executive in the National Governors' Conference and the Southern Governors' Conference is also documented in this series. The files contain correspondence with govenrors from other states, programs for the meetings, and other general information regarding the conference. Some specific items of interest in the files of Governor Folsom include correspondence, newspaper clippings, programs and photographs of the governor's personal appearances at the 1947 National Air Carnival in Birminhgam, the world premiere of the movie "Louisiana" in Shreveport, and numerous college football games. Folsom also attended an air show in Texas in 1947 that generated a great deal of publicity and correspondence regarding a newspaper photograph of the Alabama governor kissing a University of Texas coed. The files also document the Governor's trip to Washington, D.C. in 1949 to testify before the U.S. House of Representatives Ways and Means Committee in support of extending th eold age and survivors insurance provisions of the Federal Social Security Act. Folsom attending the inauguration of President Harry S. Truman in 1950 Jan. Included in these files is correspondence with President Truman, Vice-President Allen W. Barkley, and Alabama Congressmen Sam Hobbs; George Andrews; Robert E. Jones, Jr.; George Grant; Albert Rains; and Frank W. Boykin. The majority of this correspondence was handled by Folsom's secretary, O.H. Finney, Jr. This series also contains speeches presented by Governor Folsom to the Alabama Education Association and other state organizations, farm organizations, and events at state universities and colleges. The Govenror made numerous radio addresses to the people of Alabama in addition to messages, statements, and speeches to the Alabama Legislature. These records were stored in filing cabinets at the Alabama Dept. of Archives and History (ADAH) until the summer of 1991 when the records were placed in acid-free storage containers. This series was referred to by the Governor's Office as "Personal Files." The ADAH staff felt this was a confusing title. Because the records deal with constitutent requests and comments, public events attended by the governor, and other aspects of the office of the chief executive, the title "Public relations files" was selected to better define the scope of the records. This series ceased to exist in this configuration after 1971. Many components of the series are now scheduled as separate series.

Engelhardt, Sam (Samuel Martin), 1912-1991. Papers 1888-1973.
Title:
Papers 1888-1973.
Papers, 1888-1973, containing personal, political, and Highway Department correspondence; financial records; legal documents; biographical materials; printed materials; newspaper clippings; speeches; reference files; photographs; works of art; and scrapbooks. The bulk of the collection contains materials dating from 1958 to 1963. The papers of Sam Engelhardt are a combination of personal and political papers and Highway Department records. Separation of the Highway Department records from the private papers is not feasible, as no distinction was made between public records and private papers in Engelhardt's filing system. His interests as a politician, as chairman of the State Democratic Executive Committee, and as highway director were so interwoven that any attempt to further separate the public records from the private materials would destroy the integrity of the collection. The records are arranged into four subgroups: 1. Private materials; 2. Political materials; 3. Highway Department records; and 4. General materials. The General Materials subgroup contains all of the files which fall into more than one category. Records from Engelhardt's chairmanship of the State Democratic Executive Committee have been incorporated with the State Democratic Executive Committee papers. The largest portion of the collection consists of correspondence, newspaper clippings, and scrapbooks. Primary correspondents include Robert P. Bradley, Walter H. Craig, Governor John Patterson, Congressman Frank W. Boykin, Senator Lister Hill, Senator John Sparkman, Representative George Huddleston, Respresentative George Andrews, and Representative Carl Elliott. The correspondence, clippings, and scrapbooks reflect Englehardt's position on numerous segregation and civil rights issues, state and national politics, and Highway Department matters. The financial records include receipts for personal expenses and Highway Department expense accounts and requisitions. The printed materials include political and highway-related publications, campaign materials, broadsides, and memorabilia. The speeches document Engelhardt's stand as a staunch segregationist and his work with the Highway Department. The photographs depict various people, events, and projects documenting Engelhardt's family, cotton interests, political career, and directorship of the Highway Department. All negatives have been removed from this collection and placed in the Negative collection. The remaining items in this collection further document the personal, political, and professional aspects of his life.

Alabama. Governor (1935-1939 : Graves). Administrative files, 1935-1939.
Title:
Administrative files, 1935-1939.
The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Bibb Graves' second term in office. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. In addition, there is considerable documentation of the relief and recovery programs established in the state in response to the massive unemployment brought on by the Great Depression. Well-known federal programs, such as the Public Works Administration (PWA), the Works Projects Administration (WPA), the Reconstruction Finance Corporation (RFC) that operated under the National Recovery Act (NRA), and the Tennessee Valley Authority (TVA), are documented in Governor Graves' records. Some of these programs were administered locally by the Alabama Relief Administration. Graves maintained an extensive correspondence file with Orville F. Rush, a member of Senator John Bankhead's staff in Washington, D.C., regarding Alabama projects that were likely to receive federal funding. Bankhead and Frank Boykin frequently corresponded with the Governor regarding issues and legislation that affected the state of Alabama. The records also contain information on strikes that occurred in Alabama, particularly at textile mills. There is a file on communism that contains correspondence protesting the arrest of strikers and other actions that violated citizens' rights. Reports of communist activity and communist propaganda are also contained in this file. The Scottsboro Boys case is also documented in the records of Governor Graves althought most of the material generated from the case is in the records of Governor Benjamin M. Miller. On the lighter side, Governor Graves was named the honorary chairman to coordinate the Alabama birthday balls for President Franklin D. Roosevelt in 1936 Jan. Graves also coordinated the Alabama invitations to hear Roosevelt speak at Grant Stadium in Atlanta, Ga., on 1935 Nov. 29. These activities are documented in these records.

Title:
Papers, 1938-1981.
The papers, 1938-1981, contain correspondence, letters, legal records, financial records, lists, photographs, printed matter, awards, greeting cards, certificates, invitations, postcards, appointment books, medical records, newspaper clippings, serials, books, electoral returns, and maps. The most important series in this collection is the one on political campaigns, 1942-1962. Particularly well documented are Folsom's successful campaigns for Governor of Ala. in 1946 and 1954. Extensive correspondence and letter files for both campaigns are present, as are subject files, photographs, campaign materials, lists, and primary returns. Citizens supporting and opposing his campaign wrote to Folsom. Campaign tactics and strategy for particular areas are discussed, as is political patronage and requests for help. Folsom's private papers series, spanning the years 1938-1981, contains interesting material also, including Ala. politics, Folsom's business ventures, Ala. economic development, family matters, the death of his first wife in 1944, and many other subjects. The photographs are very interesting, though not voluminous. Also of interest is the series entitled political correspondence and letters, 1951-1954. In many respects this series is a direct precursor to his 1954 gubernatorial campaign, and the primary subject discussed is Ala. politics.

Alabama. Governor (1943-1947 : Sparks). Administrative files, 1942-1947.
Title:
Administrative files, 1942-1947.
The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the administering of executive decisions and actions. This series consists of the administrative files of Governor Chauncey Sparks. It contains correspondence, reports, photographs, pamphlets, publications, and telegrams. The records consist of correspondence and other material regarding the activities of the numerous state departments and agencies. The bulk of the routine correspondence was handled by George Bliss Jones, secretary to the governor, and Mabel Amos, the governor's recording secretary. The files continue to document the programs established during the administration of Frank Dixon in response to the United States' entry in World War II. The Selective Service System files contain information on recruitment, draft boards, industry, defense programs, jobs, propaganda, rationing, and civilian defense. Among the groups and agencies represented in these files are: Office of Price Administration (OPA), Alabama Salvage Committee, and the State Defense Council. Race relations and labor strikes plagued the Sparks administration. These files contain correspondence and telegrams between Governor Sparks, Alabama congressional officers, and I.S. Rouzer, President of the Alabama Mining Institute. The coal miners' strikes of 1943 in Ozark and Birmingham, and the 1945 strike in Birmingham are documented along with a strike of Birmingham newspapers that also occurred in 1945. Race riots and segregation are well documented in the Sparks records. The files contain reports from investigators and law enforcement officers, correspondence from citizens across the nation, publications, and other material maintained by the governor and his staff regarding race relations in the state. The two incidents that aroused the greatest furor were the race riot at the Alabama Dry Dock and Shipbuilding Corporation in Mobile in 1943 May, and an order by the War Department to end segregation at Maxwell Field in Montgomery. Another incident of note was the investigation of Cleburne County Sheriff Ewell Norton regarding the arrest of two African American youths around Christmas 1944 and the extraordinarily high fines set for minor violations. The records of Governor Sparks also contain considerable information regarding the ongoing debate over freight rates. This issue continued to be the main topic of concern at the Southern Governors' Conference meetings. The administrative files also document the Alabama Department of Archives and History's acquisition in 1945 of a piece of oar that supposedly came from the C.S.S. Alabama. Notable correspondents with the governor in this series included: Senator John H. Bankhead, Frank Boykin, Henry S. Geismer (the Governor's representative in Washington, D.C.), George Grant, Senator Lister Hill, Sam Hobbs, Pete Jarman, Carter Manasco, and Joe Starnes.
