Hermann Frederick Eilts was born in Weißenfels, Germany March 23, 1922. His family emigrated to the United States in 1926 and he grew up in Scranton, Pennsylvania. After graduating from Ursinus College in 1943 he served in the Military Intelligence Corps during World War II. After the war he attended the School of Advanced International Studies, receiving a masters degree in 1947, and subsequently joined the U.S. Foreign Service.
