Professional papers, mainly 1932 to 1989, of Elizabeth Wickenden, a social welfare and Social Security policy consultant, analyst, and writer, and professor of public policy and urban studies. The papers document her professional positions as well as her activities as a consultant to national social welfare organizations, and her leading role in the Study Group on Social Security and the Save Our Security coalition. Also reflected are her activities as Professor of Urban Studies at the City University of New York (1966-1974) and at Fordham University (1979-1983). Transcripts of interviews with twenty-eight individuals involved with unemployment insurance programs at the state and federal levels from the 1930s to the 1980s. All interviews were conducted by Evangeline W. Cooper or Shirley Riordan for the United States Department of Labor, Employment and Training Administration under the auspices of an Arthur J. Altmeyer Fellowship. Interviewees discuss their roles with respect to the unemployment insurance program, historical objectives for the program, significant features, major changes since the program's inception, past and present problems, areas of greatest personal satisfaction and frustration, recommendations for changes in the program, and future outlook. Also included in the collection are photographs of some of the participants.

Papers of Arthur Joseph Altmeyer who as member and chairman of the Social Security Board and as Commissioner of Social Security guided the development of the federal social security program from 1935 to 1953. In addition he served as a member of the executive committee of the National Youth Administration (NYA), 1935; member of the Interdepartmental Committee to Coordinate Health and Welfare Activities, 1935-1940; member of the War Manpower Commission, 1942-1945; and United States delegate to several international conferences and organizations. With the exception of several early speeches and writings, the papers relate to Altmeyer's work in the federal government and his later consulting work, with the major portions pertaining to his administration of the Social Security Act. On Sunday, March 31, 1968, the President spent most of the day working on the speech he would deliver that night. In the evening on live television President Johnson announced steps to limit the war in Vietnam. He closed the speech by announcing to the American people that he would not seek another term in office, saying, "With America's sons in the fields far away, with America's future under challenge right here at home, with our hopes and the world's hopes for peace in the balance every day, I do not believe that I should devote an hour or a day of my time to any personal partisan causes or to any duties other than the awesome duties of this office--the Presidency of your country. Accordingly, I shall not seek, and I will not accept, the nomination of my party for another term as your President." After speaking, the President took numerous calls from friends. Late in the evening he held a press conference.
