The India Conference of the Evangelical Lutheran Joint Synod of Ohio and Other States (India Conference) was formed in 1920 by missionaries assembled at Tirupati, India. The title was changed to the India Conference of the American Lutheran Church in 1931. Beginning in 1948 the name Andhra Lutheran Conference was used interchangeably with that of India Conference.
Until the formation of the South Andhra Lutheran Church (SALC) in 1945, the India Conference was the chief governing body of the India mission work of the JSO (1920-1930) and the American Lutheran Church (ALC, 1930-1945). The India Conference dealt with missionary and Indian national placement, policy, and polity, heard reports from mission stations and institutions, acted on directives from the home boards, and administered finances on the field. Its membership was composed of all missionaries, including single women but not the wives of the male missionaries.
Following the formation of the SALC, the India Conference continued to meet to transact business involving the placement, policy, and polity of missionaries, but not of Indian nationals. As work and property were gradually handed over to the SALC, the India Conference became less of a governing body and more of an advisory one. In 1968 the missionaries petitioned the government to dissolve the India Conference, with the intent of forming a new missionary organization called the American Lutheran Church Missionary Fellowship in India. The new organization was to have only a president, who would preside at meetings, and an executive director, who would administer the work. In 1971, at the direction of the Division of World Missions of The American Lutheran Church, financial responsibility was handed over to the Inter Church Service Agency. However, since the minutes of the Andhra Lutheran Conference continue through 1973, it is unclear whether or not this new organization ever functioned.

William Siemers was born in St. Donatus, Iowa, in 1880. In 1922 he contacted the Foreign Mission Board of the Evangelical Lutheran Synod of Iowa and Other States and offered his services as a lay missionary to New Guinea. There he worked as a carpenter until 1942 when he was taken prisoner by the Japanese and held captive until April 1944. Upon his return to the United States in 1945, Siemers retired from the missionary field.

Title:
Program Files 1883-1960; 1944-1960.
This series contains a variety of printed material pertaining to the mission work of the American Lutheran Church (ALC) and its Board of Foreign Missions (BFM), as well as material pertaining to foreign mission work in general. These records are from 1883-1960 with the bulk of the material dating from 1944-1960. Types of records include printed reports, background papers, press releases, promotional and outreach material, minutes, business correspondence, annual reports, essays, articles, circular letters, and mission bulletins and publications. A small amount of correspondence relates to global literacy efforts and mission work in Tanzania and Ethiopia. There are copies of BFM policies as they relate to specific topics, for example, the church's relationship with affiliate churches, and rules and regulations for candidates. Most material in this series either is promotional in nature or was used by the BFM while pursuing its mission efforts. It comprises the bulk of pre-1930 material. These records include missionary circular letters, essays pertaining to mission work and life in the field, a sample packet of information detailing the church's Foreign Mission Reconstruction and Development Campaign after World War II, and copies of updates from Dr. Theodore Fricke's 1944 Latin America Mission Tour. In particular, there are background papers related to mission work and Communism; a press release regarding the Lutheran church in Brazil; annual reports of the Lutheran missions in Tanzania; and several copies of German-language mission publications from the late 19th and early 20th centuries that were originally in the possession of the Rev. Otto Proehl, an ALC pastor. This material, printed in German, includes publications related to the Gossner, Saxony, Basel, Berlin, Leipzig, and Neuendettelsau missions, as well as the Moravian Brethren Missions. Records are arranged alphabetically by subject.

Title:
Field Conference Minutes and Reports 1945-1976.
The records consist of minutes and reports of the field conferences of the LMNG and its Executive Committee. Conference reports include reports from stations, institutions, departments, and superintendents. The reports for 1974 and 1975 were listed as confidential missionary reports, but are in reality station reports, similar to prior station reports presented at field conferences and not listed as confidential. In 1976 the reports really are individual missionary reports and seem to have been requested by the bishop. It is unclear from these minutes and reports whether the LMNG continued holding field conferences separate from the ELCONG after 1974. Boxes 1 and 2 contain conference minutes. Box 2 also includes Executive Committee minutes. Boxes 3-7 contain conference reports. They are arranged chronologically within boxes. Conferences were numbered beginning with 1947 as number one. There are no reports for 1966 and 1970.

Evangelical Lutheran Synod of Iowa and Other States. Board of Foreign Missions. Minutes and Official Documents 1914-1935.
Title:
Minutes and Official Documents 1914-1935.
The records include what seems to be a complete set of minutes for the Board of Foreign Missions (Komites für Heidenmission) of the Evangelical Lutheran Synod of Iowa and Other States from 1919-1928. There are none available for 1929. There are also minutes for the Board of Foreign Missions of the United Evangelical Lutheran Church in Australia, with which the Iowa Synod cooperated in the administration of the New Guinea field, and of the Board of Trustees for the German property. The major portion of the records is minutes that have been labeled District and Conference Minutes by a prior processor. Because the records are in German, the makeup of the conferences is unclear. They seem to be primarily conferences held in the Finschhafen area. They are arranged chronologically. In addition to minutes, these records contain correspondence with the British and Australian governments and official documents related to the legal right of the two Boards of Foreign Mission noted above to administer the work in New Guinea. The majority of the records is in German. The later records represent the work of the American Lutheran Church, the successor body to the Iowa Synod (see ALC 29 and ALC 29/8).

American Lutheran Church (1930-1960). Board of Foreign Missions. Lutheran Mission Madang, and Lutheran Mission New Guinea Financial Records 1930-1961.
Title:
Lutheran Mission Madang, and Lutheran Mission New Guinea Financial Records 1930-1961.
The collection includes financial records for New Guinea mission work for the American Lutheran Church (ALC). After several files of general financial information on such things as cost studies and inventories, the rest of the records are divided into budgets, correspondence, and financial statements. Both the budgets and the financial statements are separated chronologically by mission name current at the time of the records, including New Guinea Section (1931-1944, but only 1931-1932 on the field), Lutheran Mission Madang (LMM, 1933-1942), and Lutheran Mission New Guinea (LMNG, 1945-1960). The earliest of the LMNG records indicate that immediately following World War II all monies had to be routed through an account in Brisbane, Australia. There are also separate files for Finschhafen, which related to the Lutheran World Federation as well as to the ALC. The correspondence files include account statements as well as correspondence. There are two separate series covering the same time period and correspondents. There may be some overlapping of these records, but it was not apparent whether the two series served different functions or were kept by two different offices. Main correspondents in both are Ann (also listed as Anne and Annie) Wenz, field treasurer; H.F. Schuh and George S. Schultz, directors of Stewardship and Finance of the Board of Foreign Missions (BFM), ; and Esther Barber, mission bookkeeper for the BFM. There are also two files of correspondence between Ann Wenz and Theodore Fricke, Executive Secretary of the Board of Foreign Missions.

Title:
Theology and Theological Education Committees 1953-1972; 1963-1972.
The records contain the proceedings of the three committees noted above. They are separated by committee, and records pertaining to each committee are arranged chronologically. The records of the Theological Committee contain minutes, correspondence, and doctrinal statements prepared for study. The CSTE files also contain a few minutes but are mostly composed of papers debating the issues of forms of theological education. The CSTE was disbanded in 1967. The CTICR papers include minutes, correspondence, several drafts of a confession of faith, and many doctrinal papers as well as the study documents used by the committee in preparing the papers. The papers are filed by the name of the doctrine unless written in Pidgin without translation. A new correspondence file was started at the close of each committee meeting. Hence the date on a file indicates it contains all correspondence from the time of the last meeting until the date on the folder. There is one additional file for the United Church of Melanesia Committee on Church Union, an ecumenical attempt to establish a united church.

Title:
Minutes 1932-1960.
The records contain the minutes of the Board of Foreign Missions (BFM) of the American Lutheran Church (initially called the Joint Board of Foreign Missions) and the Executive Committee (incomplete). There are also cover letters sent with the minutes, minutes of special meetings, and, in later years, exhibits from meetings. Until 1943 separate minutes were kept for the New Guinea Section and the India Section, which were sub-committees of the BFM. These section committee minutes are kept with records from each country, although reports are included from each field with the BFM minutes. The minutes are loose mimeographed copies. An index of the minutes from 1932-1949 is included at the beginning of the first box. These minutes were microfilmed in 1973. There are no minutes for 1930-1932, 1935, and 1937. Based upon the numbering system, there are a few missing from later years as well. The numbering of the meetings jumps from 15 for the July 1940 meeting to 5 for the July 1941 meeting, with no reason given for the change in numbering.

Minutes 1956-1985.
The collection consists of minutes of the biennial (later triennial) annual synod meetings and the more frequent Church Council meetings. The Church Council files include correspondence related to the minutes. They are arranged chronologically. There is an index to the Church Council minutes from 1959-1977. The early minutes are rather sketchy and may not be complete. Later minutes are more detailed. Early minutes are in both Pidgin and English, although later minutes are often only in Pidgin, the official language used by the synod. There is one file of minutes of the Bishop's Council. Although the records do not indicate the exact makeup of this committee, those in attendance included bishops, district presidents, the church secretary, and an advisor from among the missionaries. The records were collected by either the directors of the Division for World Mission and Inter-Church Cooperation or the area secretaries responsible for work in Papua New Guinea.

Title:
Lutheran Mission New Guinea Files 1924-1929; 1931-1934.
This series comprises material pertaining to the New Guinea mission field during the period of time in which the Evangelical Lutheran Synod of Iowa and Other States (Iowa Synod), and later the American Lutheran Church (ALC), worked with the United Evangelical Lutheran Church of Australia to administer orphaned German mission fields in New Guinea. The mission at this time was referred to as Lutheran Mission New Guinea (LMNG). Records are from 1924-1949 with the majority dating from 1931-1934. It is unclear if the records were kept by the LMNG itself and then later sent to the ALC's Board of Foreign Missions (BFM), or if the board itself generated the majority of the records. The series contains primarily reports, articles, newsletters, essays, and promotional materials pertaining to either the New Guinea mission field, or general work of the Neuendettelsau Mission, Germany. It does not contain business records for the mission field. Several of the reports are in German. One item that may provide further information as to the transfer of the Madang field to the ALC from Neuendettelsau is titled "Die Neuordnung in Newguinea," or "The Realignment in New Guinea." This series of reports contains information relating to the field from 1926-1932 and its eventual transfer to the ALC. The "unidentified" reports referred to in the container list pertain mostly to general New Guinea mission work and issues regarding foreign mission work in general. Records are arranged alphabetically by subject.

Most of the material pertaining to Indonesia was generated and retained as a result of the involvement of ALC missionary the Rev. Gerhard O. Reitz as the LWF Liaison Officer to Indonesia. The ALC had loaned his services to the LWF and he served in Indonesia from 1957-1961.

The records were collected by Morris A. Sorenson, Jr., and Mark W. Thomsen, directors of the Division for World Mission and Inter-Church Cooperation of The American Lutheran Church, and by Duane A. Olson and Jack F. Reents, the area secretaries who oversaw the administration of mission work in Papua New Guinea. The files are primarily subject files. Sometimes the only thing that distinguishes these files from the general subject files of the directors and area secretaries was the fact that the person responsible for maintaining the files had included the term ELC-PNG preceding the file title. The records contain an organization chart, constitution, correspondence of various departments, committees, and service agencies of the church, and reports of work and plans. There are several files in Box 2 that record the working relationship between the ELC-PNG and the LMNG.

Missionary Correspondence and Papers 1907-1960; 1930-1950.
The records contain correspondence, manuscripts, and the occasional autobiography written by missionaries. They are divided first into area (Box 1 Highlands, Boxes 2 and 3 Finschhafen). They are further divided in these two areas by missionary name and arranged alphabetically. The Finschhafen records have one small section with files containing multiple names. It is not apparent why this set was not separated into individual files in the same manner as the rest. If a file contained only one document and it is titled, the title is included in the file folder name. If a folder name contains no title, the documents were either untitled (including correspondence), or there were multiple titles. Dates in brackets indicate that there are also documents in the file that are undated. The final two boxes contain mimeographed circular letters titled "A Message from Your Missionary" (1946-1954) and "Missionary Mail" (1955-1959). These two boxes are arranged chronologically.

Title:
Correspondence 1919-1960; 1930-1960.
The records consist of correspondence to and from the members and staff of the Board of Foreign Missions (BFM) of the American Lutheran Church (ALC). Some pre-date the ALC from the time when its predecessor church body, the Evangelical Lutheran Synod of Iowa and Other States (Iowa Synod), was in charge of the New Guinea mission work. Most of the files are organized by the name of the person who created the file. Chief correspondent of Box 1 is F. Braun, who served both as the Chair of the New Guinea Section from 1931-1938 and as Finance Agent (later Financial Secretary) from 1940-1945. Box 2 contains correspondence of Braun as well as of Richard Taeuber, Executive Secretary of the New Guinea Section from 1931-1943 and of the BFM from 1944-1947. Box 4 and part of Box 5 are credited to Theodore Fricke, Commissioner from 1945-1947 and Executive Secretary of the Board of Foreign Missions from 1948-1960. Fricke's files include correspondence with the United Evangelical Lutheran Church in Australia, Department of World Missions. The files for Braun, Taeuber, and Fricke are further titled by the name of the chief correspondent, though the one named may not be the only correspondent. The correspondents include individuals such as F. Otto Thiele, long-time mission official of the United Evangelical Lutheran Church in Australia (UELCA) and director of the combined work of the Iowa Synod and the UELCA, and C.C. Hein, president of the American Lutheran Church. They also include the related mission groups, the Rheinische Missions Gesellschaft and the Neuendettelsau Mission Society, which founded and later handed over the fields in which the ALC was working. A large section of the Fricke records deal with the Commission on Younger Churches and Orphaned Missions of the National Lutheran Council and the Department of World Mission of the Lutheran World Federation. Box 4 also includes the New Guinea correspondence of Emmanuel Poppen, president of the ALC. Poppen's correspondence is arranged chronologically. Box 5 records, labeled internal, consist of correspondence among members of the Board of Foreign Missions. The remainder of Box 5 and all of Box 6 and Box 7 contain correspondence between the BFM and the New Guinea field superintendents (later called presidents) for the Lutheran Mission Madang (LMM) and the Lutheran Mission New Guinea (LMNG). These include J.F. Mager, 1932; F.E. Pietz, 1932-1938; Paul E. Fliehler, 1939-1942; and John Kuder, 1945-1960. Kuder's records contain letters to and from A.C. Frerichs, who acted as president in 1951-1952 and 1959-1960 when Kuder was on furlough. The Kuder records are further separated into letters from Kuder and letters to Kuder.

They are arranged alphabetically by missionary name. Boxes 5-6 contain reports and papers written by individual missionaries. When a file contains only one manuscript, the title is given. A folder with no title to accompany the name indicates that there are multiple items in the file or that a singular item has no title. Evangelical Lutheran Synod of Iowa and Other States : Board of Foreign Missions. Reports 1867-1937; 1920-1929.
The records consist of reports of the New Guinea mission work of the Neuendettelsau Mission Society of Germany, the Evangelical Lutheran Synod of Iowa and Other States (Iowa Synod), and the United Evangelical Lutheran Church in Australia (UELCA). They are separated into general reports, trip reports, field reports, school reports, station reports, and missionary reports. Most of the reports are in German. The general reports are records prepared by the administrative units and their directors. These include Richard Taeuber, secretary for the Board of Foreign Missions of the Iowa Synod; F. Otto Thiele, director of the combined Iowa Synod and UELCA work; and printed reports of mission workers (anstelt) and conferences of Neuendettelsau. Trip reports are arranged by the name of the executive making the trip. There are trip reports for Taeuber and Thiele as well as William Krausharr, first chairman of the Board of Foreign Missions of the Iowa Synod, and a Dr. Eppelein. Field reports are further divided into general, schools, stations, and missionaries. General reports cover the physical operations of the mission, such as building, business, medical, and plantations. Station reports are divided into districts. Finally, the missionary reports are individual reports that each missionary was supposed to do annually, although there are only random reports from each.

Title:
Financial Records 1932-1960.
This series comprises financial records from 1932-1960 pertaining to the American Lutheran Church (ALC) Board of Foreign Missions (BFM). The bulk of these records are copies of applications for appropriation submitted by the BFM to the ALC Board of Trustees, through the Department of Stewardship and Finance. Copies of applications exist for BFM budgets from 1942-1960. Prior to that time, applications were filed for the separate India and New Guinea missions. These applications provide an overall picture of the BFM budget situation from 1942-1960. Any original applications are assumed to be filed with Board of Trustees records. In addition to the individual applications, for each year there is also accompanying material providing further explanation for various aspects of the budget request. As stated previously, prior to 1942 applications were filed for the separate mission fields in India and New Guinea. This series does not have copies of applications for 1932-1939. For these years, there are only budget sheets for the New Guinea Mission. Also, there is no copy of an application for 1952, only typewritten copies of the budget request. There are two applications for 1957. One is for the original budget request and the other is an additional budget request for new work, a mission field in Ethiopia. Other material in this series includes balance sheets for the close of each year from 1955-1960. For a more complete picture of BFM year-end balance sheets, refer to the series ALC 16/3/3 Correspondence and Financial Records, Board of Foreign Missions, 1931-1960. It also has this budget information, but includes balance sheets for 1944-1954.

Title:
Financial Records 1926-1970; 1930-1960.
Box 1 contains audits, budgets, and bound financial statements for the Andhra Lutheran Conference (originally called the India Conference) and the Katharine Lehmann Hospital, as well as a file on beneficiary work. J.H. Schneider, formerly secretary of the Board of Foreign Missions of the Joint Synod of Ohio (see JSO 9/1), directed the beneficiary work, which was a system for providing scholarship and tuition help to Indian students. Boxes 2-4 contain financial statements, along with related correspondence, for the Andhra Lutheran Conference, called India Conference until 1948, with the two names used interchangeably thereafter. In the early days of the South Andhra Lutheran Church (SALC, see TALC 14/8/2/2), the treasurer of the SALC was the same as the treasurer of the Andhra Lutheran Conference. The statements for these early years (1945-1959), therefore, frequently contain SALC financial records as well. From 1947-1960, many times there are two sets of accounting statements and balance sheets. The apparent reason for this is that the ALC's Department of Stewardship and Finance was responsible for the Board of Foreign Missions financial matters pertaining to the different mission fields, and as such maintained copies of relevant records. The treasurer of the Andhra Lutheran Conference, the Rev. Joel Mayer would send Dr. Theodore Fricke, Executive Secretary, Board of Foreign Missions, two copies of the "Trial Balance of the Andhra Lutheran Conference." One of these copies would be earmarked for Dr. George Schultz, director, Department of Stewardship and Finance. In turn, Dr. Schulz would send Rev. Mayer a copy of the monthly "India Mission Accounting" statements showing that various charges and payments had been made. Many times Dr. Schulz would also send Dr. Fricke a copy. Only records from Box 1 were microfilmed.

American Lutheran Church (1930-1960). Board of Foreign Missions. Photographs 1930-1960.
Title:
Photographs 1930-1960.
This collection comprises approximately 2300 black and white photographs, several color photographs, and 283 negatives of missionary activities of the American Lutheran Church (ALC) in India during the 1930s-1960s. It is unknown through which activities or in what context these photographs were taken and retained. The photos are of various sizes. Most of the negatives are 2 1/2 x 3 1/2 inches. Subjects represented in this collection include: missionary communities, missionaries' families, missionary schools, hospital and leper communities, religious scenes, and scenes of everyday life in rural India. Most of the collection comprises candid photos, but there are some posed group photos of mission communities. The Education -- Adult Literacy folder contains 8 prints illustrations for use in instruction on not scratching and the use of the insecticide gamexane on clothing and beds. About half of the prints were labeled and organized in envelopes most likely by the donor. Those items were arranged by Archives staff according to the organizational scheme. Unorganized photos were either incorporated into the existing scheme or a new scheme was imposed on them. A few 8 1/2 x 11 inch color photographs have been interfiled with the bulk of the photos. The India - Missionary Portraits folder contains numbered half tones glued onto three-hole punched 8 1/2 x 11 inch paper. It is unclear what the numbers correspond to. Box 10 includes cloth addresses of welcome and loose photo album photos. A label on the album cover reads: "These general pic's give a general background for Indian missions. 1910. They were not taken by a missionary." A folder of cut proofs are also included in this box. Negatives are housed in folders with corresponding labels to the prints. Some negatives may have prints, but the prints are not stored with the negatives--they are incorporated into the subject folders. Many of the negatives and prints are numbered with a letter and number. These may have been assigned by the donor. There may be matches between the negatives and prints, but they are not foldered together. Box 9 contains 21 rolled 35mm film identified only as "Herb Schaefer negatives." Photos are arranged by subject.

Title:
Missionary Correspondence and Papers 1907-1960; 1930-1950 [microform].
Although the letters themselves were titled "Missionary Mail," they were published as a group under the name "Letters from Your Missionaries." These two boxes are arranged chronologically.

Title:
Lutheran Mission Finschhafen/Lutheran Mission Madang, Program Files 1922-1942.
This series comprises records pertaining to the Lutheran missions at the Finschhafen and Madang fields in the New Guinea territory. These records were generated as a record of work completed in these fields during the time they were jointly administered by the Iowa Synod, later the American Lutheran Church (ALC), and the United Evangelical Lutheran Church of Australia. The records also include the period in time after 1932 when the ALC assumed sole administrative control of the Madang field. The records are from 1922-1942 and comprise meeting minutes, and draft copies of legal and incorporation documents. Records for the Lutheran Mission Finschhafen field comprise a small number of minutes from executive council meetings, its industrial committee, a school commission, the local conference, and a field conference, but are by no means complete. All minutes for Finschhafen meetings are written in German. The records for the Lutheran Mission Madang (LMM) are more extensive. These include minutes as well as a copy of the constitution and bylaws for the LMM. This is a good source for a general explanation of the Madang mission field and its organizational structure. The other LMM material is primarily meeting minutes. There are minutes for the LMM executive council, field conferences, ministerial conferences, and special conferences and meetings called. Almost all minutes for the LMM are written in English. There are minutes from every field conference meeting except 1930-1931 and any meetings occurring after 1941. Other LMM minutes in this series are not complete sets. In addition to minutes, there are also cover letters that accompanied most field conference minutes and some special meeting minutes. Records are arranged by subject.

Subject Files 1922-1968; 1934-1958.
This series comprises records pertaining to the American Lutheran Church (ALC) mission field in New Guinea. It includes correspondence, articles, mission reports, financial reports, personnel lists, bibliographies, essays, and printed minutes from approximately 1922-1968 with the majority of material dating from 1934-1958. The records represent matters involving ALC work in New Guinea, in fields under its administration, and assistance provided to fields administered by the United Evangelical Lutheran Church of Australia (UELCA). Records created prior to 1930 are from when the New Guinea field was administered by the Evangelical Lutheran Synod of Iowa and Other States (IOWA), a predecessor of the ALC. They were kept with ALC New Guinea records for continuity purposes. There is also material pertaining to the United Evangelical Lutheran Church in Australia and the work it did in concert with the Iowa Synod and ALC to administer mission fields in New Guinea, of which the Germans had to relinquish control. Subject matter of these records includes the issue of administrative control of the Finschhafen Mission field after World War II, memorial tablets for New Guinea missionaries, the Foreign Mission Builder and Missionary Aviation Fellowship Programs, the ALC's Mission Auxiliary and aspects of its work supporting the New Guinea mission, ALC relationships with partner churches in former mission fields, the Rhenish and Neuendettelsau mission fields, financial reports for the ALC mission at Madang, and documents pertaining to transfer of the Madang field to the ALC from the Rhenish Mission Society. Of note, there are extensive missionary personnel lists providing information as to those who served in the New Guinea field. These lists are from approximately 1920-1968 and include personnel serving in ALC fields, Australian missionaries, and those serving with the Rhenish Mission Society.

Reents, area secretaries. The records include correspondence with missionaries and with Bishop Zurewe Zurenuoc of the Evangelical Lutheran Church of Papua New Guinea (ELC-PNG). There are files that deal with ecumenical relations between TALC or ELC-PNG and other church bodies or ecumenical groups, including the Melanesian Council of Churches. Several files deal with social and technical agencies related to the ELC-PNG, such as Lutheran Medical Service and Lutheran Technical Services. There are sections of files dealing with the Joint Committee on New Guinea (JCNG, comprised of all Lutheran groups working in Papua New Guinea) and with NAMASU (Native Marketing and Supply Services), an indigenous business company. There are also files of reports, consultations, and projects, and papers on local traditions such as cargo cult (a philosophy based upon the desire to acquire great wealth along with Christianity) and payback (a local tradition of revenge).
