Born on August 9, 1913, on a farm near McRae, Georgia, to Eugene and Mattie Talmadge, Herman attended public schools until his senior year when his family moved to Atlanta. In the fall of 1931, he entered the University of Georgia. By 1936, he had received his law degree and joined his father's law practice. After serving in the United States Navy during World War II, Talmadge returned to his home in Lovejoy. While continuing to practice law and to farm, Talmadge took over publishing his father's weekly newspaper, The Statesman, and started a ham-curing business. Talmadge's first involvement in politics was as his father's campaign manager in 1946. Running for an unprecedented fourth term as governor of Georgia, Eugene Talmadge was elected in November 1946, but was in failing health. As a precaution, a small group of Talmadge supporters started a write-in campaign for Herman Talmadge during the general election. When the elder Talmadge died in December 1946, before being sworn in as governor, the Georgia General Assembly elected his son governor by a vote of 161 to 87. But outgoing Governor Ellis Arnall refused to surrender his office unless it was to elected-Lieutenant Governor Melvin E. Thompson. After a period of uncertainty, the Georgia Supreme Court ruled that the constitutional portion under which the General Assembly had elected Herman Talmadge did not apply. The court declared M. E. Thompson acting governor until a special election could be held. In September 1948, Talmadge was elected governor and re-elected in 1950, serving until January 1955. As governor, Herman Talmadge concentrated on improving educational opportunities for children of all races by establishing youth centers, increasing construction of rural roads, and building additional hospitals and health care centers. When Senator Walter George officially announced his decision not to run for United States Senate, Talmadge started campaigning to take his place. Once again he was opposed by M. E. Thompson, but defeated him in the Democratic primary. With no Republican opposition in the general election in November 1956, Talmadge was elected United States senator. Serving twenty-four years in the United States Senate, Talmadge ranked fifth in seniority among Senate Democrats and seventh overall by the time he left office. Herman Talmadge passed away on March 21, 2002. He is survived by his one son, grandchildren, and wife Linda.

The collection consists of the papers of William B. Hartsfield from circa 1860-1983. The bulk of the collection dates from the mid-1930s to the time of his death in 1971. The Hartsfield papers document Hartsfield's political, business, and personal life. Materials relating to his 23 years as mayor are extensive and can be found in every series. Particularly valuable are the election materials, which include notes about campaign tactics, correspondence, literature, and financial records for his seven mayoral elections. The personal papers, correspondence, subject files, and photograph series illustrate the importance politics played in his life. Other topics covered by the papers are the growth of commercial aviation in Atlanta; annexation of Buckhead and Sandy Springs; Chattahoochee River development and the building of the Buford Dam to assure the city's water supply; the 1939 Gone with The Wind premiere; race relations in the city in the 1940s, 1950s, and early 1960s (from hiring the first black policemen to integrating Atlanta schools); Hartsfield's fight to prevent the fluoridation of Atlanta's water; the growth of performing arts in Atlanta; and, in general, the evolution of Atlanta into a major metropolitan area. This collection consists of his papers spanning his lifetime. There are few that relate to his family, but rather most relate to his careers in education and politics. Included are correspondence, personal research notes, newspaper clippings, and original printed programs and documents relating to both education and politics. Of special interest are his papers regarding the search and verification of Button Gwinnett's grave. Also included are Mr. Funk's original commissions to the Georgia General Assembly and the 1953 edition of the Ship of Commerce, the Commercial High School yearbook that was dedicated to Mr. Funk. The collection also contains photographs, slides and x-rays spanning Mr. Funk's lifetime. There are several photographs of him as a child as well as those of him during his education and political careers. Also included are photographs of Mr. Funk engaged in other interests such as camellia culture, travel, and fishing. There are several photographs of Mr. Funk's Commercial High School students and of the school building. Also included are photographs of Mr. Funk with Georgia politicians Senator Herman Talmadge and Governor Lester Maddox. There are also a variety of camellia photographs in this collection. Of special interest are photographs of the excavation of Button Gwinnett's burial place and of various bones, teeth, and hair samples of Button Gwinnett. The farm papers deal with a house and land in Meriwether County that had been in the Caldwell family for many years. Caldwell took it over in 1940, made many improvements, and considered it his legal residence. Boxes 48-50 contain Caldwell's personal financial papers. Of special interest are the Board of Regents papers; Walter Cocking controversy, Ty Cobb and the Cobb Educational Foundation; Berry College papers; the Wallace Butts football scandal; and the papers of the colleges and universities in the University System of Georgia with their various achievements or problems. The most important series in this collection is the one on political campaigns, 1942-1962. Particularly well documented are Folsom's successful campaigns for Governor of Ala. in 1946 and 1954. Extensive correspondence and letter files for both campaigns are present, as are subject files, photographs, campaign materials, lists, and primary returns. Citizens supporting and opposing his campaign wrote to Folsom. Campaign tactics and strategy for particular areas are discussed, as is political patronage and requests for help. Folsom's private papers series, spanning the years 1938-1981, contains interesting material also, including Ala. politics, Folsom's business ventures, Ala. economic development, family matters, the death of his first wife in 1944, and many other subjects. The photographs are very interesting, though not voluminous. Also of interest is the series entitled political correspondence and letters, 1951-1954. In many respects this series is a direct precursor to his 1954 gubernatorial campaign, and the primary subject discussed is Ala. politics.

Talmadge's office staff had to coordinate the organization of constituent correspondence records. The tracking system began with attaching the actual letter (incoming and outgoing), along with copies of approved response paragraphs. These materials were then organized under a subject access point. With the adoption of the on-line correspondence management system (CMS) in the 1970s, computer databases became a key component of the correspondence records, and access became more flexible, but dependent on the CMS. This system provided word processing; the capability of inserting selected, approved paragraphs; personalized salutations and closings; personalized text; the ability to create targeted mailing lists; correspondence records; mail count on issues; automatic filing; and correspondence tracking. The bulk of the collection increased with the on-line system. Currently, efforts are underway to make these records available electronically. However, hardcopies are available in this series. Topics of interest include tax reform, Vietnam, school desegregation, busing, gun control, social services and the Panama Canal Treaty.

From 1957 until 1971, the Administration and Press offices shared the same secretary and files. After 1971, the two offices were separated, as were their filing systems. Therefore some of the subseries are identical to those in the Press Office files series. This series consists of those activities that are not directly associated with "legislating" or providing constituent services but are nevertheless part of the routine of every officeholder. Also included are visitor cards, guest books, the Senator's appointment books, telephone records, and White House tour requests. Topics include the desegregation of the University of Mississippi in 1962; the civil action suit between Ivan Allen, Jr., Mayor of Atlanta, and Rev. Robert Hunter, leader of the Southern Christian Leadership Conference in 1967; Vietnam; reaction to the Gulf of Tonkin and Mansfield Resolutions in 1967; the Pueblo incident; and the Whitten Amendment of 1969 which proposed the freedom of choice as an acceptable desegregation plan.

The New York Times Research Materials contain news clippings, press releases, campaign ephemera, speeches, photocopies of public records, and reporters' notes, drafts and correspondence that document the political and social climate of Georgia, the South and, to a lesser extent, the nation as a whole from the early 1960s to the 1990s, with particular attention given to the political career of former President and Georgia Governor Jimmy Carter. Coverage of Georgia elections, whether for the U.S. Congress or the Georgia General Assembly, are particularly well-represented, highlighting figures such as Wyche Fowler, Newt Gingrich, Herman Talmadge and Andrew Young. News clippings comprise the bulk of the collection and are taken primarily from The New York Times but also the Atlanta Journal, the Atlanta Constitution and other regional newspapers. As materials compiled by reporters at the Atlanta News Bureau of The New York Times, the files would have provided a valuable resource. With the inclusion of the reporters' notes, correspondence and drafts of articles later published in The New York Times, the collection documents, to some degree, the reporters' newsgathering process. The state of the collection prior to processing suggests that the files may have been extracted from a larger group of files or most likely cobbled together from the files of various reporters.

The official organ of the Communist Party, USA, the Daily Worker's editorial positions reflected the policies of the Communist Party. At the same time the paper also attempted to speak to the broad left-wing community in the United States that included labor, civil rights, and peace activists, with stories covering a wide range of events, organizations and individuals in the United States and around the world. As a daily newspaper, it covered the major stories of the twentieth century. However, the paper always placed an emphasis on radical social movements, social and economic conditions particularly in working class and minority communities, poverty, labor struggles, racial discrimination, right wing extremism with an emphasis on fascist and Nazi movements, and of course the Soviet Union and the world-wide Communist movement. The paper has had a succession of names and has been published in varying frequences between daily to weekly over the course of its existence. In 2010 it ceased print publication and became an electronic, online-only, weekly publication titled the People's World. The bulk of the collection consists of printed photographic images produced through a variety of processes, collected by the photography editors of the Daily Worker and its successor newspapers as a means of maintaining an organized collection of images for use in publication. Images of many important people, groups and events associated with the CPUSA and the American Left are present in the collection, as well as images of a wide variety of people, subjects and events not explicitly linked with the CPUSA or Left politics.

The majority of the collection is a series of twenty-five scrapbooks compiled by Burson, containing multiple artifacts, photographs, programs, speeches, correspondence, and clippings. The scrapbooks are arranged in chronological order and detail Burson's background and the many positions he held throughout his lifetime. The volumes contain information regarding his education, various fraternal and academic organizations to which he belonged, appointments to various positions including Director of the State Department of Family and Children Services, his election to the position of State Treasurer and 1972 senatorial campaign, and his years spent as a special assistant to Governor Zell Miller. Topics include the Korean War, taxes, education, welfare and food programs, Medicaid, Planned Parenthood, birth control, sex education, financial reform, National Federation of Independent Business, Governor Jimmy Carter's government reorganization plan, Herman Talmadge, Carl Sanders, Lester Maddox and Zell Miller. Additional materials include one hundred and fifty-eight photographs of Bill Burson at various events at the University of Georgia and the Post Office Department. There is also a photo of Burson as a small child and one photograph of his marriage to Laverne Womble. Certificates, commissions, diplomas, and plaques document Burson's many achievements at the University of Georgia, State Department of Family and Children Services, and as State Treasurer. Seven original editorial cartoons by Clifford (Baldy) Baldowski, Bill Daniels, David Boyd, and Eric Devericks depict the difficulties Burson faced at the State Department of Family and Children Services and his 1972 senatorial campaign. There are eight yearbooks from Burson's time at Robert E. Lee Grammar School, Robert E. Lee Institute (1942-1945), and the University of Georgia (1946-1948).

Iris F. Blitch Papers document her two terms representing Georgia's Eighth District in the United States Congress from 1955 to 1963, and, to a lesser extent, her campaigns and personal life. The majority of the collection consists of correspondence, newspaper clippings, legislative bills, research and campaign materials, scrapbooks and photographs. Well-documented throughout the entire collection, particularly in the Legislative and Subject series, are the issues that were important to Blitch and to the twenty counties that composed the Eighth District, including agriculture and environmental issues. Bills sponsored or supported by Blitch include: Okefenokee conservation bill (secured funding for water conservation and fire protection in and around the swamp); Small-watershed bill (allowed the building of small watershed projects with government grants and loans to conserve water for farmers, municipalities, industry, recreation and the conservation of fish and wildlife); Water pollution bill; forestry development; anti-subversive activities; improved drug laws; livestock sales; and benefits to beekeepers, among others. Additionally, the papers provide insight into the political climate for women in the second half of the 1950s and the early 1960s as well as into social mores regarding their participation. Blitch's personal beliefs and opinions regarding women's roles and responsibilities in government and politics are evident in the speeches and interviews she gave throughout her career. To a lesser extent, and primarily through correspondence found in the Personal series, is information relating to her immediate and extended family as well as her fragile health, which ultimately forced her retirement in 1963. Subjects concerning domestic affairs pertain to actions of the U.S. Federal and state governments, including those of former U.S. Presidents Woodrow Wilson, Herbert Hoover, Franklin D. Roosevelt, Harry S. Truman, Dwight D. Eisenhower, John F. Kennedy, Lyndon B. Johnson, and Richard M.
