The collection consists of the gubernatorial papers of Governor Herman E. Talmadge from 1946-1955. The Pre-gubernatorial files (1946-1954) include correspondence, newspaper clippings, printed materials, and photographs pertaining to religion, taxes, communism, and Afro-Americans. The gubernatorial files (1948-1955) consist of personal correspondence, subject files, and guest registers. The personal correspondence includes correspondence, reports, and speeches mainly containing information on segregation. The subject files consist of correspondence, newspaper clippings, reports, printed materials, and photographs relating to hospitals and health care, budgets, education, elections, highways, schools, taxes, and welfare. The guest registers list visitors to Talmadge's office at the Georgia State Capital.

Herman Talmadge, son of Eugene Talmadge, served as governor of Georgia for a brief time in early 1947 and again from 1948 to 1954. In 1956 Talmadge was elected to the U.S. Senate, where he served until his defeat in 1980.
