Hugh S. Cumming joined the Marine Hospital Service as a physician in 1895. After serving in various U.S. Public Health Service quarantine stations, Cumming was promoted to Surgeon General of the Public Health Service in 1920. During the same year, he was appointed director of the Pan American Sanitary Bureau. Cumming retired from the Public Health Service in 1936, but remained director of the Pan American Sanitary Bureau until his death in 1948.
