Burton Kendall Wheeler was born in Hudson, Mass., on 27 Feb. 1882 and moved to Montana shortly after his graduation from law school in 1905. He began his law career in Butte, serving as U.S. Attorney for Montana from 1913 to 1918 prior to his election to the U.S. Senate in 1922. In 1924 he ran unsuccessfully for vice-president on the Progressive Party presidential ticket. Wheeler is remembered as one of the most powerful senators in Washington, D.C., in the 1930s. Chairman of the Interstate Commerce Committee and of the Indian Affairs Committee, he personally influenced such key New Deal legislation as the Public Utilities Holding Company Act of 1935 and the Indian Reorganization Act of 1934 (the Wheeler-Howard Act). In 1937 he successfully led the opposition to Pres. Roosevelt's attempt to pack the Supreme Court with justices of his own political persuasion. Throughout his years in the Senate, Wheeler consistently opposed war. He supported neutrality legislation in the 1930s, spoke out against peacetime conscription in 1940, fought against the Lend-Lease aid to Britain in 1941, and took an active roll in the "America First" movement. He was strongly considered as a running mate with Roosevelt that year, but refused to accept the nomination. Wheeler again supported non-involvement in 1945-1946, when he opposed the United Nations and loans to our allies after the war.

Burton Kendall Wheeler was born in Hudson, Massachusetts, on February 27, 1882, a son of Asa L. and Mary Elizabeth Tyler Wheeler. Wheeler graduated from the Hudson High School in 1900, and worked in Boston. He received his law degree from the University of Michigan in 1905. Shortly thereafter he moved to Butte, Montana, and began practice there on January 15, 1906, in offices in the Pittsburg Block. Wheeler became active in the Democratic Party and was elected to the Montana House of Representatives during the Twelfth Legislative Assembly in 1911. He was a candidate for Montana attorney general in the Democrats' 1912 convention in Great Falls, but was defeated by Daniel M. Kelley. Wheeler was an advocate of the direct primary election of party candidates and other progressive policies. President Woodrow Wilson chose Wheeler for United States attorney for the District of Montana on October 30, 1913. During World War I, Wheeler was the official representative of the U.S. Department of Justice in the state.

The Patten Family Papers consists of correspondence; biographical materials; case files; printed materials; school notes and artwork; memorabilia; and photographs. The earlier documents, 1895-1900 primarily pertain to F.E.W. Patten and George Y. Patten. The documents between 1900 and the 1920s generally pertain to George Y. Patten and his first marriage to Eleanor Ferris and their daughter Margaret. The later documents from the 1920s to 1986 refer mainly to George and his second wife, Frances Smith Patten. Letters from Frances Patten while she was in the Middle East as an American Field Staff agent are extensive. George Y. Patten's professional correspondence pertain to such topics as the Montana Automobile Association, the West Gallatin Highway into Yellowstone National Park, and the establishment of a Lewis and Clark Memorial. Correspondents include Warren McGee, Bernice McGee, and Wilbur S. (Webb) Sullivan; individual and organized antimerger supporters including the Northern Pacific Stockholders' Protection Committee; the Montana Congressional delegation (at the time: Senator Mike Mansfield, Senator Lee Metcalf, Representative Arnold Olsen and Representative James Battin) and other national leaders; Montana legislators (including John Melcher); Montana agencies, in particular the Montana Board of Railroad Commissioners and their counsel, John C. Sheehy; railroad officials and railroad union members; Federal agencies including the Interstate Commerce Commission and the Securities and Exchange Commission; Valentine B. Deale, attorney for the Committee before the Federal courts; Burton K. Wheeler; and assorted national and local publications. Newspaper clippings and periodical articles trace the activities of the Committee, other opponents and supporters, and the railroad industry. Collected articles, newspaper clippings, reports and studies corroborating or disproving the arguments for consolidation of the railroads; materials on the Northern Pacific Stockholders and the Russell E. Collection contains the papers of Max Lowenthal, alumnus of the University of Minnesota. A successful attorney who devoted his life to public service, Lowenthal served as counsel to a series of government committees in the 1930s and 1940s. Lowenthal may be best known for his work with the National Committee on Law Observance and Enforcement (the Wickersham Commission), the Senate Committee on Banking, Housing and Urban Affairs, and the Interstate Commerce Commission. His second book, "The Federal Bureau of Investigation" (1950), was highly critical of the Bureau's covert political operations and director J. Edgar Hoover. Lowenthal was also a trusted friend and advisor to President Harry S. Truman and played a key role behind the Truman administration's recognition of Israel in 1948.

The papers consist of correspondence, legal papers, notes, and other materials documenting Weinberger's career as a lawyer who specialized in civil liberties cases and, later in his career, copyright law. The one hundred and sixteen (116) case files include legal briefs, writs, and memoranda prepared by Weinberger and his staff, and similar material prepared by opposing attorneys. Correspondence files include letters with clients and individuals interested in a specific case. Weinberger's clients included: Alexander Berkman, Grover Cleveland Bergdoll, Emma Goldman, and Eugene O'Neill. The papers also include a small number of Weinberg's short stories and plays and correspondence with his nephew, Warren Weinberger. The Harry Weinberger Papers cover Weinberger's professional career from around 1915 until the early 1940s. In that time, Weinberger handled many types of cases, but he took a special interest in people whom he believed had been deprived of their civil liberties. As a result, Weinberger defended many aliens, immigrants, anarchists, and radicals. Two of Weinberger's most celebrated clients were the anarchists Emma Goldman and Alexander Berkman. Another client of Weinberger was the wealthy draft dodger, Grover Cleveland Bergdoll. Most of Weinberger's clients were, however, neither famous nor wealthy. Many were referred to Weinberger by service agencies like the American Civil Liberties Union, the League for Amnesty of Political Prisoners, and the Worker's Defense Fund. In the later part of his career, Weinberger became an expert in copyright law, representing many writers, including Eugene O'Neill, in copyright and plagiarism suits. Weinberger corresponded with many prominent figures in connection with his legal work. His correspondents include Roger N. Baldwin, William A. Black, Alice Stone Blackwell, Harry M. Daugherty, Albert DeSilver, Elizabeth G. Flynn, Agnes Inglis, Daniel Kiefer, Robert M. LaFollette, Alvaro Obregon, Elmer Rice, Upton Sinclair, Lincoln Steffans, Norman Thomas, Frank P. Walsh, Thomas E. Watson and Stephen S. Wise. The papers provide information on United States policies toward aliens, anarchists, and radicals in America during and after the first World War. The papers also contain material on United States immigration and deportation policies and important materials on Emma Goldman, Alexander Berkman, Ricardo Flores Magon, and Tom Mooney. There is, however, very little personal material on Weinberger in the papers. Biographical information can be found in Weinberger's "A Rebel's Interrupted Autobiography" published in the American Journal of Economics and Sociology in 1 October 1942

As a public figure Wheeler appeared on many newsreel productions of the day, including those done by the Hearst Company. The images on these tapes represent gleanings from those films that were found by the UCLA Film and Television Archive by searching through their subject reference catalog for Wheeler, the America First Committee, and the Supreme Court debate of 1937. The films have been dubbed in random order, and there is duplication between the images found on cassettes 1, 2, and 3. Most of the clips on these cassettes are unedited and much extraneous material is included. Cassette 4 has been edited to include only the relevant Wheeler images.

The Burton K. Wheeler documents from the John T. Flynn papers consist of letters, newspaper clippings, and other materials either exchanged between the two men or letters sent to Wheeler by citizens interested in his activities in the U.S. Senate. Wheeler apparently forwarded these citizen letters, along with his carbon replies, to Flynn for the latter's use in his research. The bulk of these citizen letters pertain to Senator Wheeler's investigation of the book "Under Cover" written by John Roy Carlson (Avedis Arthur Derounian) which attempted to link the members of the America First Committee with the Nazi Party. Other letters exchanged between Wheeler and Flynn pertain to routine greetings, Wheeler's failed campaign for reelection in 1946, and other political matters. The materials have been placed in topically labeled folders, together with a copy of the finding aid for the University of Oregon Library's Collection 116, the John T. Flynn Papers, from which this material has been copied.

The 1990 donation materials, which are mainly originals, have been intermingled with the 1994 materials, which are primarily photocopies.

Papers of Herman L. Ekern, a Wisconsin attorney, progressive Republican, and state official, relating to progressive politics and campaigns, insurance practices and legislation, the St. Lawrence Seaway, Great Lakes water diversion, the University of Wisconsin, and programs such as social security and unemployment compensation. Primarily correspondence, the collection also includes speeches and writings of Ekern on insurance or related topics; records of the Lutheran Brotherhood, a large fraternal life insurance company which he helped found; materials collected during his studies of war-risk insurance and of social security; legal files; papers from his own political campaigns and from the La Follette-Wheeler 1924 campaign; and copies of minutes and reports of the Wisconsin Unemployment Commission, 1931-1932. The correspondence reflects Ekern's personal, political, and business interests. Early correspondence concerns family affairs and the beginning of his law practice at Whitehall, Wis. (1894-1911). With his election to the Assembly in 1902, politics and legislation become prominent topics. Ekern authored railroad retirement and teachers' retirement acts and was actively interested in other legislation involving taxation, redistricting, the county court system, and establishment of the state life insurance code. Ekern served as state insurance commissioner, 1910-1915, and letters from this period concern insurance as well as his interest in other progressive legislation and in the national progressive campaign in 1912. His 1924 files as finance chairman of the La Follette-Wheeler presidential ticket are present as are the files of Will R. McCord, a professional fund-raiser employed to direct solicitation of funds in other states. In 1926 there are letters concerning Ekern's unsuccessful bid for the Wisconsin governorship. Ekern later was in private law practice in Chicago and Madison, was an unsuccessful Progressive candidate for United States senate in 1938, and served on the University of Wisconsin Board of Regents, 1939-1943. Much of his correspondence relates to the regents, alumni activities, and University fund-raising projects. The Billings papers contains correspondence, speeches, research notes, and printed publications pertaining to the Republican far right, especially the John Birch Society in Montana during the 1960s. These papers are the resource material that explain the positions taken by The People's Voice and also document the tie between the Billings and the Montana AFL-CIO. Since the Billings were involved in many political issues, they corresponded with many high ranking government officials, including John F. Kennedy, who wrote to the Billings after a trip to Montana in 1959, and Vice-President Hubert H. Humphrey, and Jeannette Rankin, a personal friend of the Billings. They also worked closely with several Montana governors and senators. Included in the papers are letters written by Mike Mansfield, Lee Metcalf, John Melcher, James E. Murray, and Burton K. Wheeler as well as governors Sam C. Ford, John W. Bonner, Tom Judge, and Ted Schwinden. Billings also collected the papers of Col. Jerome G. Locke who was appointed General Surveyor of Montana by President Taft. Included in the Billings papers is Locke's certificate of his appointment signed by Taft.

Collection contains the papers of Max Lowenthal, alumnus of the University of Minnesota. A successful attorney who devoted his life to public service, Lowenthal served as counsel to a series of government committees in the 1930s and 1940s. Lowenthal may be best known for his work with the National Committee on Law Observance and Enforcement (the Wickersham Commission), the Senate Committee on Banking, Housing and Urban Affairs, and the Interstate Commerce Commission. His second book, (1950), was highly critical of the Bureau's covert political operations and director J. Edgar Hoover. Lowenthal was also a trusted friend and advisor to President Harry S. Florello La Guardia demands refusal of Hitler's peace feelers. Hitler promises Germans peace and prosperity in a campaign address in the early 1930's. Nazis occupy the Saar in 1935. In 1936 German troops march into the Rhineland. Reel 2, Nazi columns enter Vienna. Sudenten Germans vote in a 1938 plebescite. Prime Minister Chamberlain leaves Munich. Nazi armored columns roll through Prague. Hitler, in the Reichstag, pledges the sanctity of Poland. In September 1939, Nazi columns invade Poland. Allied troops are evacuated from Dunkirk in 1940. In the summer of 1941 German troops invade Russia. In the U.S., President Roosevelt and Wendell Willkie ask cooperation in the defense program and pledge aid to England. Senators Taft and Wheeler and Charles A. Lindbergh advocate a policy of isolationism. The America First organization pickets the White House.

Kerr, Hoey, Humphrey, Hennings, Wheeler, Symington, Kennedy, Douglas, Moody, Monroney, Brewster, Nye, Hendrickson, Duff, Carlson, Griswold, Byrd. Williams, McCarthy, and Lucas; Governors Dewey, Lodge, and Warren; Gens. Bradley, Marshall, Vandenberg, and J. Arranged in eight major categories: biographical materials, financial and legal records, correspondence, materials pertaining to Brownell's teaching career, conference and convention material, publications, research files, and miscellaneous notes. The correspondence, which is arranged chronologically, reflects all facets of Brownell's diverse career--his early studies and travel in Europe, his teaching, research and literary interests, his involvement in "small community" projects in Montana and at Southern Illinois University, and his interests and activities during his retirement years. The correspondence consists of 43 boxes of both incoming correspondence and copies of outgoing letters. Brownell was a prolific correspondent who regularly wrote to his family, friends, colleagues, publishers, and students. The most comprehensive body of course materials pertain to Brownell's Contemporary Thought course. They include class descriptions, notes by Brownell for Contemporary Thought lectures, and original drafts of his lectures. There are as well bound lecture syllabi and outlines, and one folder of programs which list speakers for each course session. The writings include 21 boxes of outlines and notes for articles and books; initial and subsequent drafts of articles and books; annotated carbon copies of transcripts; and copies of Brownell's published works.

The Family Records group is organized according to subject or function, therefore, some overlap in subjects has been unavoidable. The series of Correspondence has been divided into six subseries, generally titled according to subject. Related documentation and some printed materials have been organized within each subseries. For example, the meeting minutes for the State Board of Education have been placed with W.E. Cowan's letters regarding his work with the State Board. W.T. Cowan corresponded and worked with a number of noted persons in his professional careers, among those found in these documents are Pres. Harry S. Truman, Sen. Burton K. Wheeler, and governors Sam Ford and Roy E. Ayers. W.T. Cowan also kept a journal of his visit to the 1893 Chicago World's Fair and wrote a family history of which there are multiple drafts which have been placed in the Biographical Materials series. W.T. and W.E. Cowan's professional papers contain information concerning Montana and U.S. politics, Montana land, irrigation, and mining projects, and the State Board of Education. The Financial Records group consists of series designated according to the business. Within each series documents have been separated according to document type and then arranged chronologically. Copies of customer receipts, financial statements and other loose leaf materials are followed by notebooks containing daily tallies and then by inventories. Business ledgers and accountbooks are not comprehensive. Those years not documented in ledgers generally have loose leaf materials which can help supply information for the missing period. Cowan taxes have been arranged chronologically and file titles indicate whether the file contains federal or state tax returns, or both.
