Title:
Financial Records by Country 1980-1988; 1985-1987.
The records consist of correspondence, financial statements, and copies of ledger entries. The files were kept and the bulk created by Virene Luthi, assistant finance officer of the Division for World Mission and Inter-Church Cooperation (DWMIC) of The American Lutheran Church (TALC). Other correspondents whose names appear frequently are Philip A. Jacobson, DWMIC business administrator, and Pat Ose, DWMIC accountant, as well as DWMIC area secretaries James L. Knutson, Jack F. Reents, M. Douglas Swendseid, and John C. Westby. The records are arranged by country, with most countries further divided into church, mission, and special project files. The exact names of the local church body and of the missionary association were added to the file title when easily discernible. A few countries also have files of financial records for individual missionaries. India, Papua New Guinea, and Tanzania have files for the cooperative Lutheran agencies (Inter Church Service Agency, New Guinea Coordinating Committee, and Lutheran Coordination Service) that administered funds for TALC and several other Lutheran church bodies within those countries. There are also files for the Lutheran World Federation, which managed cooperative projects in many countries.

American Lutheran Church (1961-1987). Division for World Mission and Inter-Church Cooperation. Financial Records 1961-1986.
Title:
Financial Records 1961-1986.
The collection contains the financial records of the Division of World Missions (DWM, 1960- 1972) and the Division for World Mission and Inter-Church Cooperation (DWMIC, 1973-1987) of The American Lutheran Church (TALC). They are arranged chronologically. Within years the records are separated into budgets, general ledger and program accounts, financial statements, and evaluations. This arrangement is also a chronological one. Budgets were first prepared, then accounts established and recorded, followed by a summary financial statement at the close of the year and evaluations of the year completed. The files for 1961-1971 contain only budgets and financial statements. The budget files contain proposed budgets as well as finalized budgets. Those of the DWMIC also contain correspondence between the DWMIC and the field, with detailed proposals, rationale, and measurement criteria presented for each project or country. They are divided within files by general area (such as evangelism, research, scholarships) or by country. Tabbed indices were left in place although tabs are frequently missing. The general ledger and program accounts files give lists of account numbers. They provide a quick visual summary of the projects undertaken in a given year. The financial statements give year-end accounts of receipts and disbursements. The financial year ended on January 31. The records are filed under the year prior to the closing date. Thus a year closing on January 31, 1972, is labeled 1971. The evaluations summarize progress and indicate whether the measurement criteria of the budget had been met. The 1975 files include a printed booklet of information about the projects. The chronological files are followed by three general files on devaluation of the dollar, notes receivable, and restricted accounts. Some of the folders of financial statements include information on restricted accounts as well. There is nothing to indicate who collected the records prior to 1971. Beginning in 1971 they were collected by Philip A. Jacobson, business administrator (called Director of Finance and Planning after 1982) of the DWMIC from 1971-1987. The correspondence is primarily between the area secretaries (James L. Knutson, Duane A. Olson, M. Douglas Swendseid, and John C. Westby, see TALC 14) and mission and church leaders on the field, with copies sent to Jacobson.

Title:
Joint Christian Ministry in West Africa Records 1979-2002; 1984-1998
This series comprises records created or retained by persons responsible for coordinating ELCA Division for Global Mission (DGM) participation in the Joint Christian Ministry in West Africa (JCMWA). These records were generated during the course of documenting and monitoring the work of West African churches and overseas mission agencies to coordinate efforts to minister to the Fulbe people of West Africa through the JCMWA, also known as the Ministere Chretien Commun en Afrique Occidentale. Records are from 1979-2002 with the bulk dating from 1984-1998. Record types include assembly proceedings, meeting minutes, agenda, typewritten business correspondence, audits, budgets, financial reports, annual reports, trip reports, topical papers, and work agreements. This series comprises several accessions received into the ELCA Archives and as such includes records of program directors responsible for ELCA participation in JCMWA: the Rev. James L. Knutson, the Rev. Daniel W. Olson and the Rev. Benyam A. Kassahun. Subject matter includes periodic updates on JCMWA coordination efforts in various West African countries, literature publishing efforts, Fulfulde language cassette ministry, Fulfulde/Pulaar language workshops, and general business matters pertaining to DGM's involvement in the JCMWA. Most of the records comprise meeting minutes of the JCMWA standing committee, proceeding from JCMWA assemblies, updates on the financial situation of the JCMWA, and correspondence related to ministry efforts, staffing, and meeting arrangements. While this series includes records related to the JCMWA and its work, in many cases, there are gaps in the records. It appears that whatever was sent to DGM or retained by the program directors is what comprised the files. It cannot be ascertained if consistent efforts were made to fill in any gaps in the records.

American Lutheran Church (1961-1987). Division for World Mission and Inter-Church Cooperation. Minutes 1961-1979.
Title:
Minutes 1961-1979.
The records contain minutes of the Danish Sudan Mission; the Sudan United Mission (SUM), Danish Branch; the Lutheran Church of Christ in the Sudan (LCCS); and the Lutheran Church of Christ in Nigeria (LCCN). The LCCS and LCCN minutes are primarily of the Executive Council. The SUM, Danish Branch minutes detail the mission conferences, the Liaison Committee, and several smaller committees. Although the Liaison Committee consisted of both church and mission members (see TALC 16/7/5), the mission members on the Liaison Committee also met separately from the larger committee and called themselves the Liaison Committee as well. Some of the Liaison Committee minutes, therefore, are for the whole group, but the majority are for the smaller mission group. There is some overlapping of committees between the church and SUM, especially in the 1960s and early 1970s. The files were placed in the group in which the larger number of items seemed to belong. Many of the files of minutes also contain agendas and correspondence related to the minutes. The records were collected by Executive Directors Rolf A. Syrdal, Theodore P. Fricke, Morris A. Sorenson, Jr., and Mark Thomsen, and Secretaries for Africa and Madagascar Lowell Hesterman and James L. Knutson.

Title:
Scholarships 1966-1978.
The records consist of individual files for scholarship recipients, arranged alphabetically. The files contain applications, correspondence, notations from the minutes of the Scholarship Committee (see TALC 16/2/3/2), and financial records. The correspondence is primarily that of the area secretaries of the Division for World Mission and Inter-Church Cooperation (DWMIC) of The American Lutheran Church: Lowell L. Hesterman, James L. Knutson, Duane A. Olson, M. Douglas Swendseid, and John C. Westby. Their correspondence is with DWMIC Treasurer Philip A. Jacobson, the scholarship recipients, church officials of the sponsoring countries, and school officials of the institutions that accepted the scholarship students. Scholarship recipients are from Australia, Brazil, Cameroon (Cameroun), Central African Republic (Central African Empire), Colombia, Ethiopia, Fiji, Hong Kong, India, Japan, Madagascar, Nigeria, Papua New Guinea (New Guinea), South Africa, Taiwan, and Tanzania. With one exception, all studied in the USA. There are sometimes questions about which part of a student's name is actually the surname, especially in the case of students from Ethiopia and Madagascar. To be consistent, the files were maintained under the name and in the order in which they were filed when received in the archives. Countries were recorded as listed by the recipients, including the two spellings of Cameroon and the country name changes of New Guinea and Central African Republic.

Title:
Madagascar Records 1979-2005; 1988-2002
This series comprises records created or retained by persons responsible for coordinating ELCA mission activities in Madagascar. These records were generated during the course of documenting, monitoring, and publicizing projects, programs, and general updates pertaining to the efforts to practice the accompaniment model of mission whereby the ELCA's Division for Global Mission (DGM) walks with the Fiangonana Loterana Malagasy (FLM) [Malagasy Lutheran Church] in mission efforts. The records also represent efforts on the part of DGM to provide funding for various projects coordinated by the FLM and its synods. The records are from 1979-2005, but the bulk date from 1988-2002. The date range precedes the existence of the ELCA because certain records were retained permanently, such as job descriptions, by the area program director and as such were kept in this series for continuity purposes. This series comprises several accessions received into the ELCA Archives and as such includes records of the program directors mentioned in this series' background: the Rev. James L. Knutson, the Rev. Olin K. Sletto, and Mr. Gaylord M. Thomas. Record types include correspondence, meeting minutes, project proposals, progress reports, audit reports, financial statements, budget proposals, project reports, agenda, exhibits, memoranda, and topical papers and resource materials. The series includes records related to the structure of the FLM, including correspondence and reports from its president, general secretary, and treasurer, and financial reports, audits, and budgets for the FLM. There are also records related to synods that comprise the FLM. Records also include work related to the FLM's development department, education department, evangelism department, health department, agriculture department, literature department, women's department, and a center for communication. In addition to records that document DGM's direct relationship with the FLM, there are also records in this series for the association ELCA missionaries working in Madagascar. First referred to as the American Lutheran Missionary Fellowship (ALMF), in 1993 the named changed to Missionaries of the Evangelical Lutheran Church in America in Madagascar (MELCAM). Subjects include a tuberculosis project and dental program administered by the FLM's health department, disaster relief efforts, companion synod programs with synods of the ELCA, maritime ministries, the political situation in Madagascar in 2002, leadership development, building projects, outreach to Muslims, and production of films to be used in outreach and educational efforts of the FLM. Records are arranged by subseries and are written in English, French, or Malagasy.

Title:
Mozambique Records 1987-2001
This series comprises records created or retained by persons responsible for coordinating ELCA mission assistance relating to Mozambique. These records were generated during the course of documenting, monitoring, and publicizing projects, programs, and general updates pertaining to the efforts to practice the accompaniment model of mission whereby the ELCA's Division for Global Mission (DGM) walked with the Evangelical Lutheran Church in Mozambique (ELCM) in mission support. The records date from 1987-2001. This series comprises two accessions received into the ELCA Archives and as such includes records of the program directors mentioned in this series' background: the Rev. James L. Knutson, the Rev. Daniel W. Olson, and the Rev. Benyam A. Kassahun. Record types include typewritten business correspondence and memoranda, financial correspondence, reports, financial statements, audit reports, meeting minutes, and a consultation report. Subject matter includes relating to the church in Mozambique; possibility of companion synod arrangement with the ELCA's Arkansas-Oklahoma synod; conflict within Mozambique church; terms of employment for missionaries; a well project, and scholarships for students to study theology at seminaries in United States. While this series includes records related to the ELCM and its work, in many cases, there are gaps in the records. It appears that whatever was sent to DGM is what comprised the files. It cannot be ascertained if consistent efforts were made to fill in any gaps in the records. Of note, the series only has minutes for the Joint Mission Board from 1988-2000.

Senegal Records 1977-2002; 1988-2002
This series comprises records created or retained by persons responsible for coordinating ELCA mission activities in Senegal. These records were generated during the course of documenting, monitoring, and publicizing projects, programs, and general updates pertaining to the efforts to practice the accompaniment model of mission whereby the ELCA's Division for Global Mission (DGM) walks with the Eglise Evangelique Lutherienne du Senegal (EELS) in mission efforts. The records are from 1977-2002, but the bulk date from 1988-2002. The date range precedes the existence of the ELCA because certain records were retained permanently by the area program director and as such were kept in this series for continuity purposes. Record types include meeting reports, architectural proposals, project progress reports, typewritten business correspondence, email correspondence, architectural drawings, project proposals, annual reports, job descriptions, a school yearbook, handbooks, brochures, financial statements, budgets, expense reports, balance sheets, audit reports, newsletters, trip reports, and activity reports. Subject matter includes health care, literacy, education, agricultural development, evangelism, drought relief, and Christian-Muslim relations. The bulk of the records pertain to the work of ELCA missionaries in Senegal and the administration of their missionary association. Almost all business records pertain to the association and not the EELS. Other records in the series pertain directly to programs and project in specific subject areas such as primary health care for women or literacy. There are also records relating to the working relationship between the ELCA missionaries and the Finnish Evangelical Lutheran Mission in Senegal. While this series includes records related to specific assemblies and committees, it does not have complete sets of meeting minutes and in most cases, there are many gaps in the records. This caveat also holds true for serial publications, audit reports, financial statements, and project reports. It appears that whatever was sent to DGM is what comprised the files. It cannot be ascertained if consistent efforts were made to fill in any gaps in the records. Many of the records are written in French.

The series includes minutes, correspondence and financial reports related to the EELRCA and its president and treasurer and include records that pertain to specific departments or specific ministries of the EELRCA such as rural development, building projects, literacy, women's work, youth work, Fulani evangelism, and health care. In addition to folders related to specific mission work, trip reports also contain summaries of what work was occurring in those areas each year. This series also includes records related to the ELCA missionary association in Cameroon, known as ELCAMACAR. Arrangement of the records is by subseries: EELRCA, ELCAMACAR, and general subjects. The EELRCA subseries is further arranged into the following sub-subseries: education and evangelism, literacy, medical work, rural development, projects, and general. Many of the records are written in French. While this series includes records related to specific governing councils and committees, it does not have complete sets of these minutes and in most cases, there are many gaps in the records. This caveat also holds true for church publications, audit reports, financial statements, and project reports. It appears that whatever was sent to DGM is what comprised the files. It cannot be ascertained if consistent efforts were made to fill in any gaps in the records.
