The State Board of Control was created by Chapter 221, Laws of 1891, as the State Board of Control of Wisconsin Reformatory, Charitable and Penal Institutions. It assumed the duties of the former State Board of Charities and Reform (WIHV88-A416) and the State Board of Supervision of Wisconsin Charitable, Reformatory, and Penal Institutions (WIHV87-A1267). The State Board of Control was abolished as an independent agency in 1939 and its functions were assumed by divisions of the newly created State Department of Public Welfare (WIHV85-A488). This form of agency name is used for all appropriate records in the Wisconsin State Archives' database, 1891-1939.
The State Board of Control supervised the operations of all state reform, penal, and charitable institutions, including their finanacial management and the establishment of rules and regulations for their governance. The Board was responsible also for the selection of key personnel in the institutions, and for supervision of the overall treatment of patients and inmates.

The bulk of the collection comprises correspondence, speeches, and letter books, and deals with state political affairs for the years 1906-1910, including relations between Davidson and Robert M. La Follette in 1905-1906 and the campaign of 1906, the John Deitz "battle" at Cameron Dam in 1906 and reverberations in years following, patronage, campaign funds raised by game wardens in 1908, routine matters of state administration, complaints, pardon and parole matters, and civil service policies. Material for years preceding 1906 relates to Davidson's campaign for state treasurer, patronage, and routine matters connected with administration of the state treasury. Among the correspondents for this period are Joseph W. Babcock, Albert R. Hall, Samuel Harper, William D. Hoard, and Atley Peterson. Letters after 1910 relate to efforts of Davidson to obtain a federal appointment, pardon and parole matters, and an investigation of the Wisconsin School for the Deaf. Correspondence on a number of Davidson's small-scale business operations is scattered throughout the collection.

Papers of Charles Kading, a Watertown, Wisconsin lawyer and Progressive Republican Congressman; of his wife, Elizabeth, a lawyer and president of the Wisconsin State Board of Control; and of their son, Charles E., a lawyer and county court judge; including correspondence, speeches, financial records, newspaper clippings, and other papers. The senior Kading's congressional career is documented in correspondence demonstrating his constituents' concerns and his contacts with the Fox River Improvement Association, the Portage Deep Waterway Committee, and the United States Federal Radio Commission. Prominent correspondents include Charles Goff, Charles E. Broughton, Herman L. Ekern, William Theodore Evjue, Carlisle V. Hibbard, Halbert L. Hoard, Philip Fox La Follette, Robert M. La Follette, Jr., O.J.G. Peters, and Edward Voigt. Other correspondence concerns Mrs. Kading's work for the State Board of Control, 1923-1924. Also present are speeches and other material related to the elder Kadings' employment as educators with the Theresa, Wis., school system, which ended in 1900. The Charles E. Kading papers pertain to his Naval training in World War II, his years as a member of the Watertown City Council, and his fight as a Jefferson County court judge against a rule requiring complete financial disclosure by judges.
