The State Board of Control was created by Chapter 221, Laws of 1891, as the State Board of Control of Wisconsin Reformatory, Charitable and Penal Institutions. The Wisconsin State Legislature created the board in 1871 to coordinate operations at state institutions. The board had no powers except to inspect, visit, and make recommendations for changes; the institutions were governed by independent authorities. The board was eliminated in 1891, when it merged with the State Board of Supervision of Wisconsin Charitable, Reformatory, and Penal Institutions (WIHV87-A1267) to create the State Board of Control (WIHV85-A2106).
