The Wisconsin State Hospital for the Insane opened in 1860. It was built on a site near Madison purchased by commissioners of the Wisconsin State Lunatic Asylum (authorized in 1854 but never constructed). The Legislature established the Northern Hospital for the Insane (Chapter 175, Laws of 1872) as an institution for the mentally ill from the northern part of the state. The Wisconsin State Prison at Waupun was opened in July 1851. It was under the jurisdiction of the State Board of Supervisors (WIHV87-A1267) in 1881, then the State Board of Control (WIHV85-A2106) in 1891.
