The Wisconsin State Prison at Waupun was opened in July 1851. It was under the jurisdiction of the State Board of Supervisors (WIHV87-A1267) in 1881, then the State Board of Control (WIHV85-A2106) in 1891. Until the opening of the Women's Prison at Taycheedah (see WIHV88-A50) in 1933, it served as a maximum security facility for both men and women and since then for men only. The Wisconsin Institute for the Education of the Deaf and Dumb opened in Delavan in 1852, administered by a board of trustees.
