Variant namesThe Division for Children and Youth was created under Chapter 376, Laws of 1949 as the Division of Child Welfare and Youth Service within the State Department of Public Welfare (WIHV85-A488). This new division assumed the duties of the former Youth Service Commission and the Division of Child Welfare (WIHV89-A80). Chapter 245, Laws of 1951, renamed it the Division for Children and Youth. With reorganization of state government in 1967, the functions of the Division were placed within the Division of Family Services (WIHV85-A358) of the new Department of Health and Social Services (WIHV85-A674). In Wisconsin State Archives' database entries, this form of the agency name is used for all appropriate records, 1949-1967.
The Division was responsible for the administration of child welfare programs. It provided care and services for dependent and neglected children including foster care and adoptions. Other responsibilities included licensing and supervision of child welfare agencies and day care centers; supervision and consultation to county welfare departments; approving adoptions or placement in foster homes; and providing consultative and guidance services in youth activities to local communities including youth participation, juvenile law enforcement, and recreation. The Division also operated the Wisconsin Child Center at Sparta (WIHV88-A42). The Division was terminated and its functions merged with The Division of Children ad Family Services (WIHV05-A10104) in 1997.
