Francis Beverley Biddle (1886-1968) was a graduate of Groton and Harvard. After Harvard Law School he served for one year as secretary to Supreme Court Justice Oliver Wendell Holmes. A practicing attorney in Philadelphia for twenty-five years, Biddle was named the first chairman of the National Labor Relations Board in 1934, filling the post for one year. In 1939, Franklin D. Roosevelt appointed him judge of the Third Circuit Court of Appeals. In 1940, he was appointed Solicitor General of the United States, and in September 1941, Attorney General of the United States. After leaving that post in May 1945, he was appointed the U.S. member of the International Military Tribunal that tried the Nazi war criminals at Nuremburg. From 1947 until his death in 1968, he was a speaker and writer, and was active in the Franklin D. Roosevelt Memorial Commission and the Americans for Democratic Action, the latter of which he headed as national chairman from 1950 to 1953.
Francis Beverley Biddle was born in Paris, France, on May 9, 1886. He attended Groton School and Harvard University, where he graduated A.B. in 1909 and LL. B. in 1911. The following year he became private secretary to Oliver Wendell Holmes, was admitted to the Pennsylvania bar and entered practice in Philadelphia with the firm of Biddle, Paul & Jayne. In 1915 Biddle moved to the firm of Barnes, Biddle & Myers, where he remained until 1939. In 1935, Biddle was appointed chairman of the National Labor Relations Board by Franklin D. Roosevelt, a position he held until the National Recovery Act was declared unconstitutional by the Supreme Court later that year. From 1938 to 1939 he acted as chief counsel for the joint congressional committee that conducted an investigation of the Tennessee Valley Authority. In 1939 he was appointed judge of the Circuit Court of Appeals for the Third Circuit. He left the bench the following year when Roosevelt appointed him solicitor general. Biddle became attorney general in 1941, serving until after Roosevelt's death in 1945. As attorney general he was chief prosecutor of eight German spies and saboteurs apprehended on the coasts of Florida and Long Island during the early part of the Second World War. He also administered the U.S. wartime internment of aliens, although he found the policy a violation of civil liberties. On Oct. 12, 1942, he was able to remove Italian-Americans from the status of enemy aliens. After the war, Biddle was appointed American member-judge of the International Military Tribunal at Nuremberg. In 1947 Biddle was invited by Harry Truman to be considered for nomination to the position of secretary general to the United Nations Educational, Scientific, and Cultural Organization. However, due to dissension among the other delegates regarding nominations, his name was not formally presented. Some weeks later, Truman nominated him as American representative to the United Nations Economic and Social Council. When the Republican-controlled U.S. Senate hesitated to approve the nomination, Biddle removed his name from consideration. In addition to his work with the federal government, Biddle served in official posts in many private organizations. He was national chairman of Americans for Democratic Action (1950-53); a member of the Permanent Court of Arbitration at The Hague (1951-61); chairman of the Franklin Delano Roosevelt Memorial Committee (1956-66); vice-chairman of the board of trustees of the Twentieth Century Fund (1951-67); and chairman of the National Committee of the American Civil Liberties Union (c.1964-68). Francis Biddle married the poet Katherine Garrison Chapin in 1918. He died in Hyannis, Mass., on Oct. 4, 1968.

Francis Biddle, lawyer, Attorney General of the United States under President Franklin D. Roosevelt, and member of the International Military Tribunal at Nuremberg, was born in Paris, France, on May 9, 1886, the son of Algernon Sydney and Frances (Robinson) Biddle, and was brought to America in infancy. He attended Haverford School from 1895 to 1899 and Groton School from 1899 to 1905. From Harvard College he received his B.A. cum laude in 1909.
After receiving his LL.B. cum laude from the Harvard Law School in 1911, Mr. Biddle served as private secretary to Supreme Court Justice Oliver Wendell Holmes from 1911 to 1912. He practiced law in Philadelphia, first with Biddle, Paul and Jayne, 1912-1915, and then with Barnes, Biddle and Myers, 1917-1939. Mr. Biddle was appointed special assistant to the United States Attorney for the Eastern District of Pennsylvania, 1922-1926, first chairman of the National Labor Relations Board, 1934, and chief counsel of the joint Congressional committee to investigate the Tennessee Valley Authority, 1938-1939. He was judge for the United States Circuit Court of Appeals, 3d Circuit, 1939-1940, Solicitor General of the United States, 1940-1941, and Attorney General from September 1941 to June 1945. He was appointed United States member of the International Military Tribunal in Nuremberg, to which service most of the papers in this collection refer. Mr. Biddle was also a member of the Permanent Court of Arbitration.
Among his writings are The Llanfear Pattern, a novel, 1927; Mr. Justice Holmes, 1942; Democratic Thinking and the War, 1944; The World's Best Hope, 1949; The Fear of Freedom, 1951; Justice Holmes, Natural Law and the Supreme Court, 1961; the memoirs A Casual Past, 1961, and In Brief Authority, 1962; and contributions to a number of legal publications. Mr. Biddle died at his home on Cape Cod on October 4, 1968.

The Henry W. Ehrmann papers, 1932-1988, are focused on two important aspects of Ehrmann's life: his scholarly career as a political scientist and a professor of law at the University of Colorado in Boulder and Dartmouth College in Hannover, New Hampshire, as well as his participation in the program of re-education of German prisoners-of-war in the 1940s. The material also documents Ehrmann's association with other universities and institutions in the United States and Europe. The papers do not provide much information on Ehrmann's private life and on his professional career before 1940. Letters from over a hundred former prisoners-of-war whom Ehrmann taught during the reeducation program developed by the War Department form a particularly valuable part of his correspondence. They provide insight into life in Germany during the period of transition from dictatorship to democracy after the Second World War and into German soldiers' adaptation to new circumstances. Letters in the general correspondence subseries are, for the most part, related to Ehrmann's contacts with his fellow scholars and with academic or political institutions. The reeducation program series contains an extensive historical monograph on the program (including reports, memoranda and instructions, copies of confidential correspondence between the Department of State and the War Department, samples of POW magazines "Der Ruf" and "Auslese," and a supplement on the reeducation of Japanese prisoners-of-war), educational materials (e.g. Ehrmann's lectures on the history of Germany "Deutsche Geschichte im neuem Licht"), and questionnaires used in selecting candidates for the program.

The Biddle family letters comprise the third part of the Biddle family papers. Included is the correspondence of Francis and Katherine Biddle exchanged between 1912 and 1968. Of particular interest are the very early "courtship" letters from Katherine to Francis Biddle and the correspondence (primarily from her) sent during late 1945 and 1946 when Francis Biddle served on the International Military Tribunal at Nuremberg. The correspondence of the artist George Biddle (primarily to his brother Francis) written between 1899 and 1972 is not only of biographical interest but also provides insight into the arts world of the period. Also included are miscellaneous family correspondence and material relating to other branches of the Biddle clan, including the families of Coxe, Chapin, McMurtrie, Randolph, and Robinson. Substantial files of historical interest include those of Clement Cornell Biddle (1784-1855), George Biddle (1843-1886), George Washington Biddle (1818-1897), his wife Maria Coxe McMurtrie Biddle, her sister Elizabeth McMurtrie McColl, and William McMurtrie. The collection is completed by several valuable files of genealogical nformation on the Biddle family, tracing its roots back to William Biddle (1630-1712), his wife Sarah Kemp, who arrived in America in 1681, as well as William Randolph Biddle (1650-1711).

David Weeks and family papers, 1782-1957 (bulk 1830-1957).
Papers of David Weeks and family consist of personal and business papers of the Weeks, Moore, Conrad, and Gibson families of New Iberia, La., and southern Louisiana. A sizable portion of the papers document the life and work of William Weeks Hall, David Weeks' great-grandson, an artist, preservationist, and horticulturist who restored Shadows on the Teche and its gardens. Early papers in the collection, largely consisting of business papers and personal correspondence of the Weeks and Conrad families dating from the 1820s and 1830s, concern the operation of sugar and cotton plantations, relations with merchants and cotton factors, the sale of slaves, and the education of the Weeks children, many of whose letters are included. The papers also include a number of letters written from Evergreen Plantation near St. Francisville by Rachel Weeks O'Connor, David Weeks' sister. They concern business and family affairs, local news, slave conditions, and difficulties with overseers. Among the other papers from this period are letters by U.S. Senator Charles M. Conrad and by John Merriman, overseer of Grand Côte Plantation; reports of New Orleans factors John Linton and Lambeth and Thompson; and the will of David Weeks, dated 1834, which indicates the disposition of his property among his children. Numerous letters and documents dating from the period following Mary Clara Conrad Weeks' marriage to John Moore trace Moore's political activities as a congressman in the 1840s and 1850s. Included are petitions, letters of introduction, congratulatory messages from friends and colleagues, and letters from A.B. Roman, Joseph Walker, Thomas Curry, W.B. Prescott, W.M. Prescott, John Ray, and others. Another set of personal letters documents the education of Mary Weeks' children in Washington, D.C., and Virginia schools. Among the commercial papers dating from the 1850s are reports of factors Hall and Rodd, Miles Adams and Co., and Darby and Tremoulet. Many of Moore's letters concern the organization and construction of the New Orleans, Opelousas, and Great Western Railroad in 1851, on whose board of directors Moore served. Papers dating from the Civil War, during which several members of the Moore and Weeks families relocated to Texas, include military exemptions of overseers William Lourd and Lewis Moore, petitions for compensation of slaves who were lost or died while serving in the army, and political correspondence of Moore, who served as a member of the Louisiana State Legislature during the period. Among the post-Civil War documents are labor contracts with freedman, letters relating to the destruction of various Louisiana estates, and letters that describe the tribulations and upheavals of the Reconstruction period in Louisiana. Papers of William Weeks Hall consist largely of correspondence with friends and relations in Louisiana and colleagues in the arts. A sizable group of letters are written by Hall's aunt Harriet Weeks Torian ("Aunt Pattie"), who describes social life and family affairs in New Orleans. Another large set of correspondence consists of notes of thanks from friends and relatives for gifts of flowers, paintings, and other items and for Hall's hospitality during their visits to Shadows on the Teche. Other letters concern Hall's finances and investments, inquiries from scholars and sightseers about visiting Shadows on the Teche, painting, the performing arts, and horticulture. Notable correspondents include Henry Miller and James Laughlin, whose letters concern a profile that Miller wrote about Hall; Francis Biddle, attorney general under President Franklin Delano Roosevelt; director D.W. Griffith, who filmed The white rose at Shadows on the Teche in 1923; author and playwright Julian Street; Emily Post; Paul Froelich; Joseph Grégoire de Roulhac Hamilton; and Franklin C. Watkins. Much of the later correspondence concerns Hall's efforts to induce a government agency to assume custodianship of Shadows on the Teche. Also included is a receipt for payment of a sum collected at the presidential election polls at New Iberia to aid in the construction of the Washington Monument. The papers additionally include bank statements, canceled checks, and receipts for purchases of building supplies, furniture, groceries, flowers, and other goods; magazines and advertising circulars; greeting cards; numerous photographs of family members, friends, and Shadows on the Teche and its gardens; daybooks, ledgers, and bankbooks; and letters of condolence following Harriet Weeks Torian's death in 1945.

This small scrapbook chronicles the seizing of the ocean liner, Normandie, owned by Companie Generale Transatlantique of France at the beginning of World War II. Seized by the United States Navy, the ship was renamed the U.S.S. Lafayette. President Roosevelt ordered that the ship be retrofitted into a troopship, during which the ship caught fire at the New York Passenger Terminal in New York. The United States Navy chose to salvage the ship. The scrapbook includes articles related to the seizure and fire, with newspaper images of the fire and the damaged ship after the fire was extinguished.

Microfilm copy of papers of the noted liberal author and lecturer on social and economic problems, and a founder of the Intercollegiate Socialist Society, the Women's Trade Union League, and the National Association for the Advancement of Colored People. Correspondence, 1871-1962, deals primarily with family affairs, but occasional letters discuss the breakdown of Czarist rule in Russia and the development of revolutionary spirit in Poland and Russia (1905-1906), race riots in Springfield, Illinois (1909), the Socialist Party and its problems prior to and during World War I, and the Negro and trade unions (1929). Some references to American Federation of Labor policies and conventions are also scattered in the correspondence. The collection also contains typewritten copies of a few of Walling's articles and speeches on labor, the national economy, racial problems, and foreign relations, as well as newspaper clippings and miscellaneous materials pertaining to his career. Among the writers of letters to Walling are Albert J. Beveridge, Francis Biddle, Bruce Bliven, Elizabeth Gurley Flynn, Glenn Frank, John P. Frey, William Green, Hamilton Holt, W.L. Mackenzie King, Raymond Moley, Edward A. Ross, Upton Sinclair, William Howard Taft, Woodrow Wilson, and Matthew Woll. Copies of a few letters written by Walling to Mrs. O.H.P. Belmont, Eugene V. Debs, H.M. Hyndman, Theodore Roosevelt, and President Woodrow Wilson are also among the papers. In the family letters written by Mr. and Mrs. Walling (Anna Strunsky) there are some scattered, and usually very brief, allusions to Clarence Darrow, Samuel Gompers, Herbert Hoover, Jack London, Henrik Shipstead, Rose Stokes, and others with whom they had associations.

Records of the ADA, founded in 1947 as a national, independent, liberal organization, and of its predecessor, the Union for Democratic Action, founded in 1941 to combat fascism at home and abroad. Included are correspondence, minutes, reports, membership and financial records, press releases, clippings, and mimeographed and printed materials documenting the organizations' activities. The UDA actively supported the war effort, supported a full post-war employment plan, and urged appointment of Henry A. Wallace as Secretary of Commerce. To avoid any taint of communism, UDA leaders proposed the formation of ADA as an organization explicitly democratic in purpose. Initially the ADA hoped to expand the social and economic legislation started by the New Deal. The support of civil liberties, concern for the domestic economy, backing for the United Nations and for international control of economic energy, and continued political and economic support of democratic governments throughout the world were among its aims. The collection concerns ADA's administration, legislative lobbying and political activities, its chapters throughout the country and on various campuses, conventions, and relations with other organizations. Administrative records include correspondence of leaders and Washington headquarters staff members such as Thomas Amlie, Francis Biddle, Evelyn Dubrow, Violet Gunther, Leon Henderson, Edward Hollander, Hubert Humphrey, Charles LaFollette, Richard Lambert, James Loeb, Jr., Robert Nathan, Reinhold Niebuhr, Natalie Panak, Sheldon Pollock, Joseph Rauh, Marvin Rosenberg, John F.P. Tucker, David C. Williams, Page Wilson, Wilson Wyatt, and Reginald Zalles. Mimeographed minutes, reports, and other records of the 1947 Organizing Committee are followed by similar records of the National Board and the Executive Committee. Records of the National Committee for Organization reflect the emphasis placed on organizing new chapters and assisting chapters' and members' programs. Contribution correspondence, audit reports, budget proposals and reports, and balance sheets document the group's often shaky finances. Organized labor's aid is documented as are various fundraising attempts. Chapter files vary considerably from chapter to chapter in quantity. They generally contain correspondence on local and national political action, internal organizational rivalries or personnel problems, and member activities; election campaign materials; and administrative and financial records of the chapter. Campus chapters were affiliated as Students for Democratic Action chapters, then after a 1959 revitalization effort as chapters of the Campus Division of ADA. Their files tend to concern civil rights issues and organizations, the draft, other youth organizations (both on the left and the right), and the U.S. National Student Association. ADA convention files concern both the practical aspects of a large meeting as well as policy issues and include correspondence with leading liberals. Legislative files document ADA's lobbying activities, principally at the federal level. They concern civil rights, cloture, small business issues, disarmament, electoral reform, aid to education, full employment, public housing, social security, foreign relations, and numerous other issues. Political files concern both presidential and congressional elections. They include correspondence, clippings, speeches, analyses of candidates and events, and other materials. Public relations files include both publicity materials and research files on topics and people of interest to the organization, e.g. right wing political groups, civil liberties, William O. Douglas, Dwight Eisenhower, Barry Goldwater, Joseph R. McCarthy, Leland Olds, Lillian Smith, Harold Stassen, and Harry Truman. Correspondence, 1871-1962, deals primarily with family affairs, but occasional letters discuss the breakdown of Czarist rule in Russia and the development of revolutionary spirit in Poland and Russia (1905-1906), race riots in Springfield, Illinois (1909), the Socialist Party and its problems prior to and during World War I, and the Negro and trade unions (1929). Some references to American Federation of Labor policies and conventions are also scattered in the correspondence. The collection also contains typewritten copies of a few of Walling's articles and speeches on labor, the national economy, racial problems, and foreign relations, as well as newspaper clippings and miscellaneous materials pertaining to his career. Among the writers of letters to Walling are Albert J. Beveridge, Francis Biddle, Bruce Bliven, Elizabeth Gurley Flynn, Glenn Frank, John P. Frey, William Green, Hamilton Holt, W. L. The manuscript material contains correspondence pertaining to various aspects of the immigration problem and quota correspondence with primarily Jewish institutions in cities throughout many of the states, as well as correspondence of several of the Divisions of the NRS. Of special interest is the correspondence dealing with the Shomre Hadath (employment service for religious immigrants), correspondence with President Truman, Secy. of State Dean Acheson, and Attorney General Francis B. Biddle. This latter correspondence deals with Ellis Island, the plan to resettle immigrants in Oswego, New York, and concerning the refugee ship, the St. Louis.
