During the Civil War, the U.S. Army created the Department of the Gulf and the Army of the Gulf following the capture of New Orleans, Louisiana, by Admiral David G. Farragut in 1862. Major General Benjamin F. Butler took command of the Union occupation forces as well as the Department of the Gulf. The soldiers in the new department were then designated as the Army of the Gulf. Maj. Gen. Nathaniel P. Banks succeeded Butler on December 17, 1862. Under Banks, the army fought its first battles, including the Siege of Port Hudson, their first major battle and victory, in July 1863.
Next, the Army attempted to regain control of Texas and influence the French in Mexico, who the Union forces worried would assist the Confederate Army. Banks’s plan included sending Maj. Gen. William B. Franklin’s 4,000 troops on a march from Sabine Pass through Houston and finally to Galveston. Unfortunately, Franklin lost at the Battle of Sabine Pass in September 1863. However, in November, Banks gained control of Brownsville, stationed Fort Brown, and cut off cotton trade on the Rio Grande between Texas and Mexico. On November 30, 1863, the Army captured Fort Esperanza on Matagorda Island. During this time, constant supply shortages plagued the Union troops in Texas. Some provisioning problems were based on natural shortages in the South Texas location; others were due to the failure of the U.S. Army to send adequate supplies; and still others were because of the weather, which prevented ships from landing along the coast. The political and military situation in Mexico caused many problems as well for the Department of the Gulf during its Texas occupation. For example, in January 1864, fighting broke out in the streets of Matamoros between French sympathizers and those forces loyal to Juarez. The city’s U.S. Consul, Leonard Pierce, had to be escorted by the Army of the Gulf from the consulate into Texas. Unfortunately, Banks’s superiors insisted upon launching the Red River Campaign, an offensive into Louisiana and Alabama intended to capture Mobile. In the spring of 1864, several thousand soldiers were sent to Louisiana from Texas, allowing the Confederates to recapture Brownsville and reestablish trade with Mexico. Meanwhile, the Red River Campaign ended disastrously due to poor planning. Banks was removed from command, and Maj. Gen. Stephen A. Hulbut became commander in September 1864. The Army split to fight in both the Shenandoah Valley and the Battle of Mobile Bay.
After the war ended, Banks returned to command of the Army of the Gulf from April to June 1865, when Maj. Gen. Edward Canby replaced him until the department disbanded on June 27, 1865.

During the Civil War, the U.S. Army created the Department of the Gulf and the Army of the Gulf following the capture of New Orleans, Louisiana, by Admiral David G. Farragut in 1862.

Paine also served as a member of Benjamin Butler's staff. Account books, journals, and other record books, correspondence, certificates, and other papers of General S.B. Holabird, his wife Mary Grant Holabird, and earlier generations of their families, most relating to business and military matters. Holabird, an 1849 graduate of West Point, served in New Orleans as Chief Quartermaster of the army's Dept. of the Gulf (Dec. 1862-July 1865) and as Quartermaster General of the U.S. (July 1883-June 1890). The collection includes records of cotton, other commodities, and other things confiscated from specific plantations and other Confederate owners and sold under Holabird's direction during the Civil War. Also includes his writings on various military topics and operations of quartermaster offices, his commission certificates signed by presidents and secretaries of war, and a patent certificate for a tent he designed (22 July 1884). Also in the collection are materials (ca. 75 items, primarily 1770s) relating to Massachusetts during the American Revolution and activities of its Philadelphia-based purchasing agents, William Barrell and Jonathan Mifflin, in securing supplies; bills for tents produced for the Continental Army; and account book (1760-1770) of Col. Amos Bird, great grandfather of S.B. Holabird. Includes a letter (1776 Apr. 17) signed by John Hancock, Samuel Adams, John Adams, Robert Treat Paine, and Elbridge Gerry (delegates of Massachusetts Bay Colony), sent to the Council of Egg Harbor, New Jersey; and a receipt (1776 July 31) for 400.00 dollars (150 pounds) from William Barrell to the General Assembly of Massachusetts Bay Colony, signed by Samuel Adams, John Adams, and Robert Treat Paine.

Ozark, and U.S.S. Osage. Topics include the Red River Expedition of 1864 and the regulation of commerce on the Mississippi River.

The Moses A. Cleveland collection contains a copy of Cleveland's Civil War diary, a scrapbook of his postwar correspondence, and two drafts of his autobiography, which he composed in 1892 and copied in 1909. Cleveland, who worked primarily as a carpenter in New England and Ohio, served with the 7th Massachusetts Light Artillery Battery near the Gulf of Mexico during the war.

The diary describes troop movements; life at camp and training exercises; weather conditions; diseases, injuries, and deaths; fighting along the Red River and at Mansura, La.; action at Mobile, Ala., including the Battles of Spanish Fort and Fort Blakely; news of Robert E. Lee's surrender and Abraham Lincoln's assassination; the end of the war; the explosion of the Mobile magazine in May 1865; and the long passage home. Cleveland also describes New Orleans, La., Mobile, Ala., and Houston, Tx., and writes about correspondence with family and friends, slavery and freed blacks, his admiration for Abraham Lincoln, the condition of the Confederate army, punishments for fighting and insubordination at camp, and the sight of Union soldiers recently released from a Confederate prison. Included is a transcription of a letter from Cleveland to his wife, sermons by Cleveland, songs, and poems. Transcribed with an introduction by Dr. Olga Fairfax. The transcription was made from a copy in private hands written by Cleveland in 1899. The text differs from another copy given to the MHS by Cleveland in 1898 (Ms. N-2056 Tall; also on microfilm, P-376, reel 2). Both copies were probably made by Cleveland from an original diary or notes kept in 1864-1865.

Significant to the study of military medical history during the Civil War and Reconstruction as well as the history of the Spanish-American War, the scrapbook contains a rich collection of letters, circulars, parchment broadsides, black-and-white photographs, ephemera, reports, and other materials. The collection of papers documents Conner's service as a Union Army medical officer and a member of the commission to investigate the War Department following the Spanish-American War. Many of the papers date from the Civil War period and include Conner's presidential appointment as assistant surgeon, U.S. Army. The appointment is signed by Abraham Lincoln, with a counter signature by Edwin M. Stanton, secretary of war. Conner's commission as brevet captain in the U.S. Army, on parchment and signed by President Andrew Johnson, is also included. Other documents, particularly letters and circulars issued by order of the surgeon general, pertain to Conner's responsibilities at Columbian Hospital, Washington, D.C.; University Hospital in New Orleans (Union Department of the Gulf), and in Raleigh, N.C., where he served as medical director in the Department of North Carolina. Some of these items reflect Surgeon General William A. Hammond and Surgeon General Joseph K. Barnes' efforts to collect data and specimens from surgeons in the field. Of note are orders concerning the preservation of surgical and medical specimens for the Army Medical Museum. A circular from Hammond also directed medical officers to report on medical conditions in the field and troop morale. Other items related to the Civil War period include oaths by Confederate prisoners; railroad and steamer tickets; a list of Confederate patients at the Fort Columbus (N.Y.) hospital; an order by Gen. Thomas West Sherman concerning contrabands (presumably fugitive slaves) who were to report to Conner in New Orleans; a list of medical officers and their duty stations; and color sketches of University Hospital, New Orleans. Also includes Medical Department petitions to the House Military Committee concerning the rank and pay of medical officers as well as the printed charges against John H. Gee, keeper of the Confederate prison at Salisbury, N.C. Also includes orders to investigate an outbreak of smallpox and the condition of freedmen in Raleigh. To a lesser extent, the scrapbook reflects Conner's membership on the Commission to Investigate the Conduct of the War Department in the War with Spain. Members of the commission included Grenville M. Dodge, James A. Sexton, Charles Denby, Evan P. Howell, John M. Wilson, James A. Beaver, Alexander McCook, Richard Weightman, Francis B. Jones, Urban A. Woodbury, and Stephen C. Mills. An autograph copy of the report made by the commission is sewn into the binding. Other items relating to the commission include a telegraph from William McKinley, ephemera, a photograph of the commission, and portrait photographs of Grenville Dodge, John M. Wilson, and Francis B. Jones. Dodge's work, Transcontinental railways, is sewn in.

Papers of Daniel D. Slauson consist primarily of medical reports that he completed while serving at the hospital of the Corps d'Afrique in Port Hudson, La.; personal correspondence; and letters from cotton factors in New Orleans, La., concerning sales of cotton from Slauson's plantations. Largely compiled while Slauson was serving in the hospital for African American soldiers in the 4th Regiment of Colored Cavalry at Port Hudson, La., the medical reports list the type of illness suffered by patients, number of patients afflicted, and deaths. Accompanying the reports are orders to vaccinate soldiers, muster rolls from the hospital department, and requests for medical supplies sent to the medical director of the Department of the Gulf. Numerous letters from cotton factors J. Burnet & Co. describe shipments and sales of cotton grown on Slauson's cotton plantations. Other papers pertaining to Slauson's plantations include sharecropping agreements with tenants of Slauson's lands, work contracts with laborers, and receipts from dry goods merchants for purchases of food, clothing, and other supplies. A loose section of a ledger for Johnson Plantation records purchases of dry goods at the plantation store and shows the amount and nature of items purchased and the names of customers. The papers also include a number of letters from J.G. Slauson, Daniel Slauson's brother, and from other relatives about the health and activities of family members and the status of crops on the family farm. Also found among the papers is a volume recording medical visits paid by Slauson during the period when he resided at Morchy Plantation and later Ernst Place in East Feliciana Parish, La. The entries show the date, name of patient, purpose of charge, and the notation of payment. An additional small memorandum book records random information about purchases of dry goods and other household supplies.

Morning reports, inventories of medical supplies, reports of sick and wounded, circulars, general and special orders, receipts and inspection reports make up the bulk of the collection. Daily reports from Camp Butler and Baton Rouge. Material concerning the Siege at Port Hudson, La. and sanitary conditions in the Union Army. Journal gives the medical history of the 118th and includes Reece's monthly reports of the Unit's field activities. A copy book kept at Baton Rouge records Reece's duties as surgeon in chief for the Department of the Gulf. Small amount of post Civil War material deals mostly with medical societies and a daybook, 1874-1876 and ledger, 1872-1875 gives a picture of his patients and practice in Abingdon.

General orders of General Nathaniel Banks, issued by George B. Drake, Assistant Adjutant General, Headquarters of the Gulf, New Orleans, La. The order outlines measures taken to soften the effects of a recent strike of boiler makers and machinists in New Orleans. Stating that mechanics among enlisted men in the U.S. Army in New Orleans will be furloughed in order to perform needed boiler-making, carpentry, bricklaying, and other kinds of labor in the city, the order outlines wage schedules for white and African American workers and calls for commanding officers to draw up and submit lists of laborers in their ranks.

Writings include his novel "The First Age"; extracts from military general orders, most originating from the headquarters of the Dept. of the Gulf in New Orleans (1 v., 1862-1865); extracts from the New Orleans newspaper "Daily True Delta" (2 v., 1860-1864); extracts from the Shreveport newspaper "South-Western" (2 v., 1861-1866); manuscript of stories (2 v.); an annotated version of "New Orleans as I Found It" by H. Didimus; and a translation of P.C. Roux's essay on the history of France, including Durell's notes.

The order states that commanders of regiments batteries and companies of cavalry and surgeons must immediately expel "all negroes without their lines" except servants of officers, and that all African American women currently quartered in army camps or buildings must also be removed.
