Orders of General Nathaniel Banks, 1864 July.

Orders of Major General Nathaniel Banks, relayed by Colonel John P. Shertmore of the Office of the Chief of Calvary of the Department of the Gulf to Colonel Hawkes Fearing. In the order Banks instructs Fearing to inspect mounted pickets on duty around the city of New Orleans and correct irregularities that exist. Stating that pickets should not demand passes of commissioned officers and should refrain from using insulting language, Banks warns that commanding officers will be held strictly accountable for the conduct of their men.
