Miller was born in Pennsylvania and educated at the University of Virginia. Miller taught English at the University of Virginia and later at Temple University. Between 1970 and 1974 Miller served on the local council for the Borough of Lansdowne, Pa., and in 1974 Miller published "Benjamin Franklin's Philadelphia Printing."
