The Texas Legislative Council was created by statute in 1949 as a nonpartisan legislative agencyto produce impartial research and information. The Council is responsible for providing research and information, bill drafting, computing, publishing,and document distribution services to the legislature and legislative agencies. Records primarily illustrate planning by the Texas Legislative Council forthe inaugurations of the governor and lieutenant governor of the State ofTexas, and consist of plans, time schedules, scripts, and a Joint Session order of business, dating from 1955 to 2003. The only inauguration within this datespan not included in these records is the 1971 re-election inauguration ofGovernor Preston Smith and Lieutenant Governor Ben Barnes. Also in these holdingsare a transcript of the October 28, 1981 meeting of the Legislative Redistricting Board of Texas; transcripts of two 1983 meetings of the Texas House of Representatives Committee on Regions, Compacts, and Districts; and Council research associate Chris Kuykendall's resource notebook for the March 3,1998 meeting of the Texas Legislative Council.

The Texas Secretary of State is named by the Texas Constitution as the custodian of all official acts and proceedings of the Governor. These records are the executive orders issued by Governors William P. Clements and Ann W. Richards, and George W. Bush, and filed with the Texas Secretary of State, dating 1987-1997. They are signed by both the governor and the secretary of state, and are affixed with the seal of the State of Texas. Subjects of these executive orders include: the creation and/or continuation of state commissions, committees, task forces, and councils within the Office of the Governor; prison overcrowding; ballot issues (overseas ballots, electronic voting, etc.); assisting Native Americans in accessing federal funds; the hiring and training of unemployed veterans; affordable housing; historically underutilized businesses (HUB); the emergency suspension of laws in natural disasters; bans on fireworks; etc. Only two executive orders are included for the year 1997, GWB 97-19 and 20; GWB 97-1 thru 18 are not yet at the State Archives. To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Bush, and filed with the secretary of state, plus some supporting documentation, dating 1984-1997. They are signed by both the governor and the secretary of state, and are affixed with the seal of the State of Texas. Subjects of the proclamations include the following: calling special sessions for the legislature, ordering general and special elections, vetoing legislation, appointing special judges, bestowing the honor of burial in the state cemetery, establishing speed limits on interstate highways in Texas, announcing animal health regulations, designating as disaster areas those portions of the state in need of emergency assistance, and declaring commemorative days/weeks/months.

The two individuals who figure prominently in these records are Thomas E. Anderson, Jr., who was Executive Secretary of the Governor's Advisory Committee on Education, and Joe Neeley, who was Staff Coordinator to the Committee. Although most of the correspondence is addressed to and signed by Governor Clements, these two individuals apparently drafted much of it. Most of the correspondence about distributing copies of the Report and Recommendations of the Committee is addressed to and signed by Neeley. Anderson managed the office of the Committee and prepared and distributed the agendas along with the minutes and supporting documents that went to each member of the Committee prior to each meeting. Dr. Willis Tate, President Emeritus of Southern Methodist University chaired the committee, but very little of the correspondence is addressed to or signed by him. Records include correspondence, memos, notes, press releases, newsletters, agendas, minutes, mailing lists, position papers, rules of procedure, maps, draft legislation, reports and other publications, cassette tape recordings of public hearings, summaries of hearings, witness affirmation forms, statements of issues and recommendations of witnesses, brochures, annual reports, issue prioritization forms, files on committee members, open meetings submission forms, lists of members of the committee and ad hoc committees, lists of members attending meetings, seating charts, lists of witnesses at public hearings, and court documents.

Ms. Yʹañez talks about her family history and genealogy and describes early childhood memories of race discrimination in the public schools and the community. She elaborates upon the reasons for her higher education pursuits including earning her law degree at Texas Southern University. Ms. Yʹañez tells about the events that led to her dismissal as a public schoolteacher in Texas following her decision to become politically active in Raza Unida activities. She credits then Governor Bill Clements for helping her get a fresh start as a schoolteacher in a different district. Ms. Yʹañez gives details about her early law career in Chicago as a staff attorney with the Legal Assistance Foundation where she gained her experience and reputation as an immigration attorney. She tells about her experiences working on President Clinton's transition team for immigration matters. Ms. Yʹañez relates the circumstances of her appointment to the Texas Court of Appeals by Governor Ann Richards and she details the duties, responsibilities, and procedures of appellate judges. She also gives details regarding how appellate judges finance and manage their elections. She concludes the interview by telling about her experiences that has resulted in a personal feud with the U.S. Border Patrol who she accuses of racial profiling of Mexican Americans.
