The two individuals who figure prominently in these records are Thomas E. Much of the work of this Committee was accomplished by the eleven ad hoc committees-- Changing Environment of Public Education in Texas Committee, Curriculum Committee, Operational Issues Committee, Role of the Educational Providers and Consumers Within Texas School Districts Committee, Special Populations Committee, State/Federal Relations Committee, Structural Issues Committee, Structure of Public Education in Texas Committee, Student Motivation and Discipline Committee, The Teacher--The Professional Committee, and Teacher Education, Certification and Recruitment Committee . Each of these ad hoc committees produced a report, and these reports were used in compiling the final report and recommendations of the Committee.

The Report and Recommendations of the Committee was widely distributed to members of the Legislature, educational organizations and groups, school administrators and teachers, and citizens. At least 8,000 copies were printed, most of which were distributed before the end of Governor Clements' first term. Many of the recommendations became part of Governor Clements' legislative program for the 67th Legislature, which met in 1981. The success of this Committee led to the creation of other committees and task forces to deal with other education issues.
