William Hayward Pickering was born in Wellington, New Zealand, on December 24, 1910. After one year at the University of New Zealand, he entered California Institute of Technology (Caltech) in 1929. He received his Bachelor of Science degree in Electrical Engineering in 1932, his Master of Science degree in Physics in 1933, and his Doctorate in Physics in 1936, all from Caltech. After graduation, he joined the Caltech faculty, becoming a full professor of electrical engineering in 1946. During World War II, Pickering conducted research on the absorption properties of cosmic rays with Dr. Robert A. Millikan, and investigated Japanese balloon warfare techniques for the Army Air Corps.
Pickering was invited to join the Jet Propulsion Laboratory (JPL) in 1944, on the basis of his experience in the design and use of telemetring devices. He was named chief of the Remote Control Section at JPL. Beginning in 1949, Pickering headed the Corporal and Sergeant missile programs, and in 1954 he succeeded Louis Dunn as Laboratory Director.
In November 1957 JPL and the Army Ballistic Missile Agency were directed to prepare and orbit an artificial satellite, in the wake of the launching of Sputnik by the Soviet Union, and the failure of the American Vanguard satellite. Explorer 1, the first U.S. artificial satellite, was launched on January 31, 1958.
In December 1958 JPL was transferred to the newly created National Aeronautics and Space Administration (NASA). In January 1959 JPL was assigned the responsibility for the robotic exploration of the moon and planets. Under Pickering's direction, JPL supervised the Ranger missions returning the first close-up, high-resolution pictures of the lunar surface; he also supervised the Surveyor soft-landers on the Moon; the Mariner missions to Mars and Venus; and the first gravity assist mission to Mercury, via Venus. JPL also designed the Viking Orbiters to Mars and designed and built the Voyager spacecraft for their mission to the outer planets.
After Pickering's retirement from JPL in 1976, he directed the Research Institutes of Saudi Arabia's University of Petroleum and Minerals. In 1978 he returned to California and established the Pickering Research Corporation for space related projects. In 1983, he formed Lignetics, Inc., to manufacture wood pellets from wood waste for use in home heating.
Pickering has received numerous national and international honors, which include NASA's Distinguished Service Medal, the Prix Galabert of France, Italy's Order of Merit. Pickering was also awarded the Robert H. Goddard Trophy from the National Space Club, the British Interplanetary Society's Special Award, the 1957 James Wyld Award of the American Rocket Society, the 1959 U.S. Army Distinguished Civilian Service Medal, the 1969 Louis B. Hill Award from the American Institute of Aeronautics and Astronautics, the 1968 Arthur Noble Award from the City of Pasadena and in 1993 the inaugural Francois-Xavier Bagnoud Aerospace Prize. Pickering was featured on the cover of Time magazine in 1963 and 1965, and was Grand Marshall of the Tournament of Roses Parade in 1963.
Pickering has also been honored by national leaders. In 1975, he was awarded the National Medal of Science from President Gerald Ford. In 1976, Pickering was made an "Honorary Knight Commander of the Civil Division of the Most Excellent Order of the British Empire" by Queen Elizabeth, and in 1994 he was awarded the Japan Prize by Emperor Akihito.

Victoria L. ("Vicki") Melikan was born in Highland Park, Michigan, in 1928. She received her bachelor of science and master of science degrees from Wayne State University, and continued her education in mechanical engineering at the Massachusetts Institute of Technology. Prior to joining JPL as Special Assistant to the Director in 1964, she was a member of the Defense Systems Division of General Motors Corporation. Her responsibilities at JPL included protocol, Congressional liaison, and public information.
After Pickering's retirement from JPL in 1976, Melikan became JPL's Legislative Affairs and Protocol Officer, Section 184, a position she held until 1985. She then left JPL and became Pickering's assistant at Lignetics. She married Glenn E. Lairmore, manager of Division 310 Data Systems. Lairmore died at the age of 71 on February 8, 1992.

The collection is composed of documents created by or sent to the Office of the Director of Jet Propulsion Laboratory (JPL). The three names most mentioned are William H. Pickering, Director, 1954-1976; Charles H. Terhune, Deputy Director, 1971-1983; and Bruce C. Murray, Director, 1976-1982. The diverse collection includes materials originating at JPL, NASA and California Institute of Technology (Caltech), and also contains congressional records, such as witness testimonies and Congressional voting records. The bulk of the collection is dated from 1975 to 1980. The collection is arranged by subject. It consists primarily of correspondence, plus memoranda, published and unpublished reports, drawings, charts, presentations, handwritten notes and photographs. The collection documents nearly every project that JPL was involved with during the late 1970s. It includes every flight project JPL was involved with at the time, including Voyager, Viking, Venus Orbital Imaging Radar, International Solar Polar Mission, Galileo, Seasat, Infrared Astronomical Satellite, Lunar Polar Orbiter and Halley's Comet missions. Various energy projects, such as the study of higher fuel efficient vehicles and the uses of solar power, and military projects, such as the MX-RES Project, are also represented in the collection. The retirement celebrations of William Pickering and institutional briefings of Bruce Murray are documented in the collection. The interactions among Caltech, JPL, NASA and Congress are documented. Various NASA memoranda concerning JPL procedures, planning, budgets and projects are included.

The collection is comprised of the contents of two binders of Reference Papers documenting the Arroyo Center, and publications of the Arroyo Center written during the time it was operated by JPL. There were twenty-seven titled Arroyo Center reports, published and planned. Twenty of the twenty-one published reports are represented in the collection. Missing are two General Reports, listed as being not distributed; one Planning Report and three Systems and Technology Reports listed as being in press; and one Economics and Cost Growth Report. The Compendium of Reference Papers (folders 2-4) is divided into twelve segments, with a table of contents at the front. It contains valuable information on the formation of the Arroyo Center, the 1982 Task Plan, numerous proposal reports, information on the Pickering Committee, and communications with the Caltech faculty, up to December 1983, when the binder was put together. The Arroyo Center reports are organized by subject, in the order that they were listed in the publication listing. They are organized as follows: I. General, II. Planning, III. Economics and Growth, IIIa. General, IIIb. Case Studies; IV. Systems Technology, V. Training. The various case study reports deal with the development and cost history of the Black Hawk Helicopter, M1 Abrams Tank, M2/M3 Bradley Fighting Vehicle System, AH-64 Apache Helicopter, and Patriot Missile System. Of special note is "The Jet Propulsion Laboratory Arroyo Center 1982-84: Summary Report," (folder 5), dated January 31, 1985. It includes background information on the Arroyo Center and a recruiting brochure originally located in a pocket on the inside front cover. The brochure has been placed in a separate folder immediately following the report (folder 6). Also of historical significance is a short report "Project Vista and Nuclear Weapons in Europe," (folder 9), written by Caltech History Professor David C. Elliott. Project Vista was a study of the defense of Western Europe conducted mainly in the summer of 1951. The project was proposed by the U.S. Army and undertaken by Caltech. In June 2002, three missing reports not present in the collection were added to the JPL History Collection.

Included in the collection are correspondence, memoranda, handwritten notes, and manuscript drafts. The latter half of the collection is a rough draft of a management study conducted by the National Academy of Public Administration (NAPA) of the Surveyor and Lunar Orbiter projects. There is one folder with documents pertaining to the Surveyor Review Board at Hughes Aircraft Company, held in May 1966. The review board recommended that Hughes should act promptly in making any key personnel changes, and increase top management attention to Surveyor. The Surveyor program at Hughes was ultimately realigned, with operations consolidated and responsibilities clarified. Included in the folder are memoranda and correspondence, as well as handwritten notes written by Gordon Neiswanger, who at the time of the review board was Assistant to the JPL Deputy Director, Alvin R. Luedecke. One folder documenting the activities of Apollo 12 that photographed and retrieved parts from the Surveyor 3 spacecraft is represented in the collection. Represented in the folder is correspondence pertaining to the disposal of the parts recovered from Surveyor 3. Included are correspondence from NASA Administrator Thomas O. Paine, Manned Spacecraft Center Director Robert L. Gilruth, Apollo Program Director Rocco A. Petrone, and Surveyor Returned Materials Program Coordinator Milt Goldfine. Also included is an interoffice memorandum from James D. Burke to Goldfine requesting loan of parts from Surveyor 3 for an exhibit at the International Astronomical Union meeting at Newcastle-upon-Tyne, England, in April 1971. In the early 1970s, the National Academy of Public Administration (NAPA) funded a study to identify and categorize the major management experiences gained through the Surveyor and Lunar Orbiter programs. The study was written by Erasmus H. Kloman, Senior Research Associate at NAPA. Draft copies of Kloman's study proved to be extremely controversial at JPL. In JPL's estimation, the drafts were filled with factual and interpretive errors; Kloman lacked an objective approach that would make the study meaningful. The study was published as NASA SP-4901, Unmanned Space Project Management: Surveyor and Lunar Orbiter, in 1972. Represented in the collection are revised drafts of Kloman's studies on Surveyor and Lunar Orbiter. Included in the drafts are comments by Charles W. Craven, Executive Assistant to the Director, at the beginning of the draft, and by James W. McGarrity, Advanced Planetary Missions, Section 201, throughout both of the draft manuscripts. More than one person may have left comments in the text.

The 1958 Western Space Age Conference was held at the Shrine Auditorium in Los Angeles March 20-22, less than two months after the successful launch of Explorer I. JPL quickly assembled this display, with the help of Public Relations, Reports, the Photo Lab, carpenters, electricians, painters, transportation, and others. It highlighted not only the Explorer satellite, but JPL's work for the Army in the 40s and 50s - propellants, rocket motors, missiles, and wind tunnels - with photographs, artwork, and full size models. Dr. William Pickering, Director of JPL, stopped by to take a look at the exhibit and answered questions for the press. Caltech President Lee Dubridge spoke at the conference, and the film X Minus 80 Days was shown. Part of the exhibit was later moved to Washington, D.C., and JPL received several other requests to borrow the exhibit. The collection consists of oral history transcripts, scanned images, an article reprint, two compact discs and two VHS videotapes, documenting the Bumper Veterans Oral History Project, occurring at the fiftieth anniversary celebrations of the first rocket launch from Cape Canaveral. The Group Oral History Project consisted of a group interview with eight participants and individual interviews with seven participants, all relating to the Bumper Project and the early days of rocket launchings at Cape Canaveral. The group oral history was conducted on July 24, 2000, at Kennedy Space Center. The interviewers for the group interview were Roger Launius, NASA Historian; and Lori Walters, Florida State University. Participants were William H. Pickering, Robert Droz, Herman Bank, Norris Gray, Elizabeth M. Bain, Robert Alley, Richard Jones, and Konrad Dannenberg. The transcript of the group interview is 63 pages in length. The two VHS tapes documenting the interview are 120 minutes and 32 minutes in length. The individual oral histories were conducted between July 24 and September 25, 2000. The interviewers were Launius, Walters, Stanley Starr of Dynacs, Inc., Elaine Liston of InDyne Corp. Participants were Robert Droz and Herman Bank (interviewed together), Konrad Dannenberg, Edward G. Belcher, Elizabeth M. Bain, Norris Gray, and Richard Jones. The interviews range from 22 to 42 pages in length. The master copies of the oral histories were made part of the permanent record in the historical reference collection at NASA Headquarters, at the Oral History Collection of Florida State University, and at the National Archives.

Alane Hine was crowned "Miss Guided Missile" by Dr. William Pickering, Director of the Jet Propulsion Laboratory, at the JPL Spring Dance in 1955. Dan Stewer and his Society Orchestra can be seen in the background. Hine, an employee in JPL's Solid Rockets section, was chosen by a vote of employees to preside over JPL dances and the annual picnic sponsored by the Employees Recreation Club (ERC). In 1959, the title changed to "Queen of Outer Space", reflecting JPL's transition from missiles to spacecraft, and the contest continued to be a popular annual event. Each candidate was sponsored by a manager and took part in a one week campaign, a parade around the Lab in decorated convertibles, a luncheon, and the coronation ceremony at the annual Spring Dance.

A majority of the collection consists of secondary reference materials such as journal and magazine articles, press releases, reports, and speeches, presumably gathered for and used by Pickering in his preparation of speeches and articles. Perhaps forty percent of the collection as a whole is correspondence, primarily referring to Pickering's activities in the American Institute of Aeronautics and Astronautics and the National Academy of Engineers. The collection's original organization alphebetically by subject has been retained. The collection was originally composed of a cubic foot of foldered material with subject headings, and two cubic feet of unfoldered items, primarily AIAA and NAE materials, grouped together with rubber bands. All were dated from 1959 to 1974, with bulk dates of 1965 to 1972. The files on the American Institute of Aeronautics and Astronautics (AIAA) document Pickering's activities on the AIAA's Committee for Long-Range Planning, chaired by Edgar M. Cortright, at the time the Director of NASA's Langley Research Center. Pickering was also invloved with the AIAA's Working Group on Philosophy, Science and Technology, with correspondence from James J. Harford, Executive Secretary of AIAA, and Leo Steg, Manager of the Space Sciences Laboratory at General Electric's Space Division. Represented in the collection are a number of folders about the California Museum Foundation. Pickering was on the Board of Trustees of the Foundation, but rarely, if ever, attended Board meetings. He did make a speech, entitled "The Cult of Anti-Science," at the California Museum of Science and Industry in December 1971, which is represented in the collection. Several speeches and papers written by others are represented in the collection, such as a Lee DuBridge article entitled "Policy and the Scientists," written for Foreign Affairs, present in the "Government, Science" folder. Also included in the same folder is an article by Al Hibbs entitled "The Scientific Advisor in Washington." The "Grand Tour" folder includes the JPL Technical Report "The Determination and Characteristics of Ballistic Interplanetary Technology Trajectories Under the Influence of Multiple Planetary Attractions," written by Michael A. Minovitch, dated October 31, 1963. Also included are other reports involving the early concept of what would later become the Voyager missions to the Outer Planets. Pickering also served on the Caltech Institute Administrative Council (IAC), whose duties included determining the hiring and granting of tenure to professors. Three folders of correspondence are devoted to this, along with general correspondence files and reports generated by the IAC. Many of the articles in the collection are from such publications as Science or Scientific American. One example is the 1966 article from Science titled "A Comparison of U.S. and Soviet Efforts to Explore Mars," written by Bruce Murray and Merton E. Davies. Many folders document Pickering's activities in the National Academy of Engineering (NAE), where he was a member of its Committee on Telecommunications. Included is correspondence with Peter C. Goldmark, President and Director of Research at CBS Laboratories. The NAE was also concerned with urban issues, such as environment, transportation, and crime deterrence. Many of the NAE files in the collection are related to such issues. Of note in the files involving the National Academy of Sciences is a series of correspondence and articles involving Nobel laureate William Shockley of Stanford Electronics Laboratories. Shockley postulated a theory that intelligence and mental health were determined more by heredity than environment. He urged for research along the same lines within inner-city slums. Needless to say, this proved to be very controversial. Represented in the folder is a letter from Shockley to members of the National Academy of Sciences attempting to gain support for a resolution he was proposing to urge further study. Included are several attachments to the letter, including parts of journal articles, other correspondence and copies of newspaper articles. Also included are various articles that were entered into the Congressional Record by Representative Charles S. Gubser, Shockley's representative in Congress. The folder titled "Progress in Space" contains several interesting items. There is a report titled "Why Can't the U.S. Match Russian Achievements in Space," dated November 10, 1959, written by Jack N. James. There are several other newspaper articles and entries in the Congressional Record, as well as a speech given by MIT professor H. Guyford Stever entitled "The Future of Aeronautics in the United States," dated January 27, 1965. There are also speeches by NASA Administrator James E. Webb and Edward C. Welsh, Executive Secretary of the National Aeronautics and Space Council, both in 1964. There is also a short reprint from Leonardo, written by Frank J. Malina, dated 1969. The file labeled "Russian Space Programs" includes a translation from an article in Pravda in 1960 that gave a Russian gain of 240-1 against the United States in the weight of the "artificial planets" that had been launched. Also in the file are copies of newspaper articles reporting Pickering's remarks regarding the Russian space program at the World Newspaper Forum in October 1960. The "Space Shuttle" folder includes a fact sheet and a statement from NASA Administrator James C. Fletcher involving the Shuttle program. The documents are undated but probably were created in 1972, soon after when the Shuttle gained Presidential endorsement and Congressional approval.

The items in the collection were collected by Forest S. Gibson as part of his duties as Manager of the Executive Secretariat. Represented in the collection are interoffice memoranda, correspondence, and draft copies of manuscripts. Two folders document negligible JPL activities as a sub-contractor on non-JPL flight projects that included Nimbus E and F, OGO-E, Apollo program, and Orbiting Frog Otolith (OFO). The Nimbus satellites were early meteorological satellites. The six Orbiting Geophysical Observatory (OGO) missions conducted geophysical experiments in Earth orbit between 1964 and 1969. OGO-5 was launched on March 4, 1968, and carried 25 experiments. JPL developed the search coil magnetometer as well as four independent plasma probes aboard OGO-5. JPL also assisted NASA's Manned Spacecraft Center (MSC; named the Johnson Space Center in 1972) with Apollo-related tasks. MSC asked JPL to assist them in creating a gravitational model of the Moon, and to assist in a Lunar Ephemeris Development task. Represented are correspondence between JPL Director William H. Pickering and MSC Director Robert R. Gilruth. One document in the collection deals with the launching of an engineering model of a near-infrared multidetector spectrometer and filter spectrometer on a 10 million cubic foot high altitude balloon from Palestine, Texas. The data gathered by the balloon experiments were to be used to demonstrate the feasibility of the newly developed sounding technique. All instrumentation was recovered intact and returned to JPL. The balloon launch and recovery operations were provided by the National Center for Atmospheric Research. The flight was carried out as part of the Apollo Applications Program. Also in the folder is an outline of the Deep Space Network (DSN) support plan for Apollo 8, circumnavigating the Moon in December 1968. The Orbiting Frog Otolith (OFO) Project was designed to investigate the effect of microgravity on the otolith of a frog, a sensory organ that responds to changes in an animal's orientation within the Earth's gravitational field. The OFO was launched with two frogs using a Scout B launch vehicle at Wallops Field on November 9, 1970. The experiment lasted for seven days, until the on-board battery failed. The frogs remained in good health during the entire flight until the flight ended. The OFO was part of NASA's vestibular research program and was conducted under the Office of Advanced Research Technology. Project management responsibility was at Wallops Station. JPL assisted the OFO project in allowing the use of the 10-ft. space simulator and vibration facilities for testing requirements. One folder describes JPL flight experiments aboard Biosatellite D and F. The experiment was to analyze primate urine in flight. The JPL Urine Analysis Unit was delivered behind schedule and did not function properly in tests conducted in November 1967. Complaints caused JPL to strengthen the staffing, organization and priorities regarding the Primate Urinalysis Experiment. Biosatellite D was evidently launched as Biosatellite 3 in June 29, 1969. A Macaque monkey was launched aboard a Delta N rocket for a planned thirty-day mission. The mission was terminated after only 8.8 days due to the subject's deteriorating health. Represented in the collection are reports and correspondence regarding the Biosatellite experiment. There is one folder with materials pertaining to the Advanced Systems Technology (AST) Project. The AST project was an advanced exploration project. Sketched out are missions for a Mars entry capsule/lander/biological station, Venus capsule/lander, Jupiter spacecraft and Outer Planet ballistic spacecraft. The use of radioisotope thermoelectric generators (RTG) and solar electric propulsion for a Jupiter and beyond destination were sketched out. The Outer Planet Ballistic Spacecraft was approved for study by Dr. Pickering in June 1968. There are six folders of drafts for the history of the Ranger Project, Lunar Impact, written by R. Cargill Hall. Hall was hired in 1967 as the JPL Historian to write histories of the Ranger, Surveyor and Mariner projects. In 1971, Hall completed Project Ranger: A Chronology (JPL-CIT and NASA, 1971; JPL HR-2), which led to his completion of Lunar Impact: A History of Project Ranger (Washington, D.C.; NASA, 1977; SP-4210 in NASA History Series). In the research for these publications, Hall created the JPL History Collection of historical documents. Represented in the collection are various comment drafts of selected chapters. The original title of the Ranger history was "Man and the Moon: A History of Project Ranger," which was used for a time in 1971. The history was also referred to as "Ranger Narrative History." Also in the collection is a rough draft of the Ranger chronology for the year 1964.

Most of the significant event reports from Brooks T. Morris, Manager of Quality Assurance and Reliability, Section 150; Dwain F. Spencer, Manager, Space Technology Applications, Section 511; and Fred H. Felberg, Assistant Laboratory Director for Plans and Programs, Section 130, were marked as Discreet. Between September 1969 and August 1970 nearly every report by the three were marked as Discreet.

In October 1958, the Jet Propulsion Laboratory (JPL) was being operated by the California Institute of Technology (Caltech) for the Army. JPL worked on projects such as the Corporal and Sergeant missiles and had already built the first U.S. Earth-orbiting satellite, Explorer I. Shortly after T. Keith Glennan was appointed head of the newly created National Aeronautics and Space Administration (NASA), he met with Lee DuBridge, President of Caltech, to discuss the transfer of JPL from the Army to NASA. In the photo above are: (L to R) DuBridge; Glennan; Clark Millikan, Director of Caltech's Guggenheim Aeronautical Laboratory; Hugh Dryden, Glennen's Deputy Administrator; and William Pickering, Director of JPL. In The Birth of NASA: The Diary of T. Keith Glennan, he conceded the "technical competance" of JPL's personnel, but despite its past successes, he had a low opinion of its management. JPL, Caltech, and Army reactions to the transfer ranged from little enthusiasm to strong opposition.

The 36 boxes in this collection were assembled from Archives accession 91-123 which originally consisted of five separate records shipments gathered together by Leo Lunine in 1982 from the Ranger History Office to be sent to Lee Saegesser archivist in the NASA History Division. In 1991 Lee Saegesser returned the files to JPL. Archives accession 91-123 included portions of five original collections named Lunar Program Director's files (4 cubic feet), W. H. Pickering Director's office correspondence on Ranger Mariner and Surveyor (2 cubic feet), Deputy Director A. R. Luedecke correspondence on Surveyor, Mariner and Voyager (1 cubic foot), Dan Schneiderman, Mariner Project Manager files (5 cubic feet), and Ranger project files (24 cubic feet). The Ranger files included 6 boxes of Ranger Microfilm, which were duplicate negative copies of the photos taken by the Rangers and two of the special presentation books made of high quality reproductions that were reprinted inexpensively to create NASA SP 61, 62 and 63 and 111 and 112. The original 36 boxes were repacked into 27 boxes and were retained by the Archives as the present collection. This collection consists of both permanent and temporary records. The collection includes items marked JPL discreet, IOM's, correspondence, film, photographs, handwritten notes, drawings, reviews, reports, and recommendations. Folders are described in the attached finding aid.

The collection is comprised of alphabetical subject files and reports, and a Chronological File of Gaylord "Nick" Nichols, all pertaining to the Arroyo Center. The collection was divided into two series: Nick Nichols Chron. File, and Alphabetical Subject Files. Nick Nichols Chron. Files (Folders 1-2). The Chron. Files are primarily focused on the efforts and logistics of divestiture and transfer of the Arroyo Center from JPL to RAND. A majority of the correspondence in the series was written by Nichols, although there are instances of correspondence from others. One example is a draft interoffice memorandum from Lew Allen to the Senior Staff concerning JPL's obligations to individuals who accepted employment or assignments with the Arroyo Center, expecting it to continue as part of JPL. Allen wanted to assure those employees remaining at JPL that they would not face employment insecurity or other significant career penalties as a result of their Arroyo Center service. Alphabetical Subject Files (Folders 3-76). A major part of the alphabetical files also deal with the impending transfer of the Arroyo Center. The "Alternate Organizations" folder (folder 5) examines other possible organizations that had experience operating Federally Funded Research and Development Centers (FFRDCs), or would be interested at acquiring the Arroyo Center. These included SRI International and the New Mexico State University Physical Science Laboratory. There also are files for the Aerospace Corporation and RAND Corporation, as well as background materials present elsewhere in the collection. There are several folders devoted to the time when the Arroyo Center was initially called the Army Analysis Program (AAP). Included is the "Pickering Report" (folder 10), the Chairman's final report of the AAP Committee, dated January 15, 1983, written by former Lab Director William H. Pickering. The "Caltech-JPL Relations" folder (folder 22), includes a July 10, 1980 report "Reflections on the Formation of a Separate Defense Organization" written by Nichols, and a November 13, 1984 report "A Proposal for Separating the Jet Propulsion Laboratory from the Campus of the California Institute of Technology" written by Martin Goldsmith. Both short reports deal with potential constraints imposed on JPL by Caltech, especially in areas of classified defense work. The "Faculty Discussions-Media Coverage" (folder 29) is a good documentation of the overall mood of the Caltech faculty, as expressed in the minutes of faculty meetings. There also is a sampling of articles printed in local newspapers dealing with the Arroyo Center. Also included is an interview with Richard Montgomery and Robert Mackin for Universe, printed on March 9, 1984. There are several examples of different kinds of Memoranda of Understanding that involved JPL and NASA, including various MOUs between JPL and NASA, between U.S. Air Force Space Division and JPL, and between the Army and JPL. There is also a file with documentation of MOUs between NASA and other organizations, such as the U.S. Department of Energy. The "Program Planning" folder (folder 61) includes a copy of the Proposed Fiscal Year 1984 Program, presented to the Arroyo Center Policy Committee on November 14, 1983. This can be compared to the issued FY 1984 Program (folder 60), revised in July 1984. There are three different progress reports that are represented in the collection. The Monthly Activity Reports (folder 62), were issued by Richard A. Montgomery to Joann H. Langston of the Army Study Program Management Office (SPMO). These are represented in the collection for September/October 1983 to September/October 1984, although they are not inclusive. The Financial Status Reports (folder 63), were issued by the Senior Contract Administrator of the JPL Contracts Management Office. They were M. Marquess, C. Harrell, and S. M. Cargill. They were also sent to Joann Langston of SPMO. These are represented in the collection for July 1984 through February 1987, although they are not inclusive. Also in the collection is a folder of four status reports (folder 64) sent by Robert Mackin to JPL Director Lew Allen in 1984. These were titled "Weekly Status Reports" but only four are present in the collection. Of the above materials, 21 folders are stamped or marked "JPL Discreet." These have been moved to three boxes at the end of the collection. Their original positions in the collection have been marked with separation sheets. Whole files that are discreet are noted in the file folder list. There are 16 folders of Personnel Files of people working for the Arroyo Center. While these files are not stamped "JPL Discreet" they have been treated as such due to documentation of salary and personal issues.

These files show how Dr. Pickering peers honored his status in the Aerospace Industry and considered his opinion and judgement in determining the Annual Astronautics Engineer Award. 3) The remainder constitutes Pickering's work on atomic energy, cosmic rays, missiles, rockets and space flight. Also, it includes his California Institute of Technology doctoral thesis A Geiger Counter Study of the Cosmic Radiation, 1936. As a Coffin Foundation Research Fellow he co-wrote with Brian O. Sparks A Study of the Scattering of Cosmic Rays. 1933, (see folder 39). A few black and white photographic prints are included in the collection.

The collection is comprised of interoffice memoranda from the Office of the Director, Office of the Deputy Director, and Office of Business Administration and Office of Personnel Administration and Supporting Services, all acting organizationally as part of the JPL Divisions responsible for Laboratory administration. The uniting factor of the collection is the commonality of document type. The Office of the Director Interoffice Memorandum was an essential method of communication at JPL between the Office of the Director and the Senior Staff, as well as with the employees of the Laboratory as a whole. The interoffice memoranda are addressed primarily to the Senior Staff, individuals comprising the upper management functions of the Laboratory. The Senior Staff originally included the Director, Deputy Director, and their immediate staffs, as well as the Assistant Laboratory Directors and their Deputies, Project Managers, and Managers of Technical and Business Administration Divisions. The exact number and composition of the Senior Staff varied. The collection is divided into six series: Office of the Director Announcements, Office of the Director Interoffice Memoranda, Director's Letters, Office of the Deputy Director Interoffice Memoranda, Office of Business Administration Interoffice Memoranda, and Office of Personnel Administration and Supporting Services Interoffice Memoranda. Each series is arranged chronologically. The collection as a whole is indexed throughout, primarily by year. The first file in the collection is a general index of all memoranda issued by the Office of the Director. The index included announcements and memoranda issued by Laboratory Director William H. Pickering, Deputy Directors Brian O. Sparks and Arnold R. Luedecke, Assistant Laboratory Director for Business Administration Val C. Larsen and ALD for Personnel and Administration and Supporting Services Walter H. Padgham. Additionally, beginning in 1964, the Offices of Director and Deputy Director have yearly indexes of memoranda, located at the beginning of each year. These indexes include the memoranda number, subject and date. Office of the Director Announcements (Box 1; folder 2). During the early 1960s, a differentiation between an announcement and a memorandum was made. An announcement had to do with organizational changes and material of major importance such as policy. A memorandum had to do with more routine information. Announcement No. 1 was dated July 14, 1959. Announcements were issued until September 1964, when the practice was discontinued. This coincided with the arrival of General Arnold R. Luedecke as Deputy Director. Memoranda issued by the Office of Deputy Director were now used to convey information that the Director's Announcements once did. Office of the Director Interoffice Memoranda (Boxes 1-4; folders 3-26). The Office of the Director Interoffice Memoranda dealt more with routine information than the Director's Announcements. The Interoffice Memoranda were addressed primarily to the Senior Staff, and were numbered in a straight numerical order until 1964, when the numbering was started over at the beginning of each calendar year. Some memoranda were addressed to all personnel, although the majority of the memoranda were addressed just to the Senior Staff. In most cases, the Office of the Director memoranda were issued and signed by the Laboratory Director. However, when the Director was not present, the Deputy Director issued memoranda from the Office of the Director, either as "Acting Director," used by General Luedecke, or as Deputy Director. During the three-and-a-half month interregnum between Bruce Murray and Lew Allen, Deputy Director Charles H. Terhune was formally named Acting Director, and signed memoranda using this title. In the collection are numerous Office of the Director memoranda referring to various Source Evaluation Boards (SEB), all stamped or marked "JPL Discreet." The SEB memoranda start by 1962, but stop by the mid-1970s. In 1966, out of 85 interoffice memoranda issued by the Office of the Director, 52 were "JPL Discreet," with the vast majority relating to some aspect of a Source Evaluation Board. The last Source Evaluation Board memorandum in the collection is dated 1972. By the early 1970s, the Office of the Director interoffice memorandum was replaced as a form of information dissemination by other methods. A good illustration of this is the decrease of the total number of IOMs issued to the Senior Staff each year. The most were in 1966, with 85 memoranda issued; by 1974, only 21 memoranda were issued. During the last three years in the collection, 1983-1985, the Office of the Director issued only 34 memoranda to the Senior Staff. Interoffice Memoranda 165, dated February 14, 1963, established the JPL Executive Council as an executive forum concerned with any matter that may significantly affect the welfare of the Laboratory and its activities. Also in 1963, Interoffice Memoranda 218, dated December 24, 1963, established the Deep Space Network (DSN), by combining the Deep Space Instrumentation Facility (DSIF), Interstation Communications, and mission-independent portion of the Space Flight Operations Facility. The Assistant Laboratory Director for Tracking and Data Acquisition was given responsibility for the DSN. The repeated failures of the Ranger spacecraft missions to the Moon were of supreme importance to the Lab during the early 1960s. This is illustrated in IOM 13-64, dated February 5, 1964, which was basically a pep talk from Pickering to all Ranger personnel after the failure of Ranger 6 on February 2, 1964. IOM 14-64, dated February 13, 1964, from Pickering includes attached correspondence from NASA Administrator James E. Webb to Pickering, pledging NASA support to JPL, as well as a statement from Caltech President Lee A. DuBridge. After the success of Ranger 7, attention at JPL turned to the future projects, a lunar soft lander named Surveyor and a Mars lander and rover named "Voyager." Voyager was large-scale, using a Saturn rocket as a launch vehicle. There was a Voyager office at JPL from 1965 to 1968, when the project was cancelled. IOM 12-67, dated March 17, 1967 was titled "JPL's Voyager Role." JPL was assigned the project support task, and the Surface Laboratory System, as well as the Tracking and Data Acquisition through the Deep Space Network. In IOM 45-67, dated September 7, 1967, Pickering announced a new bulletin called "This Week," with its first issue as an attachment. "This Week" would cluster announcements from the Office of the Director, the Assistant Laboratory Directors and the Division Managers, notices relating to Facilities and Services, and Personnel Appointments. This cut down the amount of printed material distributed to individuals. Much of the information now announced in "This Week" bulletins had been previously announced in interoffice memoranda. IOM 46-68, dated July 12, 1968, "Emergency Plans," included a Department of Defense pamphlet, "In Time of Emergency" a citizen's handbook on nuclear attack and natural disasters. IOM 12-82, dated April 16, 1982, Acting Director Terhune announced the formation of a search committee for Lab Director, instigated by Caltech President Goldberger. Chairman of the Committee was John Braun, President of Bronco, Ltd., and a Caltech Trustee. Various Office of the Director interoffice memoranda also announced the deaths of people who were instrumental at one time or another with the business of the Lab, such as Clark B. Millikan, head of the Caltech Graduate Aeronautical Laboratory, in January 1966; longtime JPL Division Manager Gordon Meikle on April 12, 1978; and Thomas A. Mutch, NASA's Associate Administrator for Space Science, in October 1980. The death in 1979 of former JPL Director Louis G. Dunn was announced in a Director's Letter. There are two folders in the collection with unnumbered interoffice memoranda from the Office of the Director addressed to the Lab as a whole. They are arranged by date. The earliest unnumbered memo dates to 1969, although the bulk of the memos are between 1974 to 1985. The unnumbered memoranda primarily dealt with routine matters such as parking, presentation announcements, announcements of visits by important people, and charity fundraising drives. Additionally, congratulatory letters regarding Viking and Voyager were included as unnumbered memos. Director's Letters (Box 4; folder 27). The Director's Letter was instituted by Bruce Murray when he became Laboratory Director in April 1976, as a method to establish a more effective way to communicate with as broad a cross-section of the Laboratory staff as possible. Murray also used the Director's Letter to explain why certain actions were taken, and to better explain Laboratory policies and procedures. One example of this was a major Laboratory reorganization, initially announced in Director's Letter No. 12, dated July 10, 1976. Murray used the Director's Letter to announce top-level personnel moves and Laboratory reorganizations, as well as new flight projects, such as the Infrared Astronomical Satellite (IRAS), Seasat, Venus Orbiting Infrared Radar (VOIR), which eventually became Magellan, and the Jupiter Orbital Probe, later named Galileo. The Director's Letter existed throughout Murray's tenure as Laboratory Director, but seems to have been largely discontinued after he left. The only known Director's Latter in the post-Murray era is dated September 26, 1984. Office of the Deputy Director Interoffice Memoranda (boxes 4-5; folders 28-36). The memoranda issued by the Office of Deputy Director was similar to that of the previous Director's Announcements, which were discontinued at the time the Office of the Deputy Director was instituted. IOM 134, dated March 13, 1964, shows the JPL Lunar and Planetary Launch Schedule, with Ranger Block III, Mariner C 1964, Mariner Block 3 1966, Surveyor Block 1, and upgrades to the Deep Space Network, from 1964 through 1966. This memorandum was initially stamped "confidential," a federal security classification, but downgraded to unclassified in 1966. The interoffice memoranda 158, dated July 7, 1964, notes changes in time card reporting with eight different examples included as attachments. IOMs 299 and 300, dated February 17-18, 1966 are memoranda establishing a security classification guide, defining what information should be deemed unclassified, classified or confidential. There was a further addendum to the classification guide promulgated in IOM 317, dated April 22, 1966. After the resignation of General Luedecke in 1967, the Office of Deputy Director was reduced in its authority, and placed directly under the Laboratory Director in Division 10. Beginning in 1968 with Admiral John E. Clark, the memoranda issued by the Deputy Director were numbered and filed with the memoranda issued by William H. Pickering. Office of Business Administration Interoffice Memoranda, and Office of Personnel Administration and Supporting Services Interoffice Memoranda. (Box 5; folders 37-41). The memoranda issued by the Office of Business Administration, and later the Office of Personnel Administration and Supporting Services have mainly to do with personnel issues, such as employee benefits, announcement of holidays, accrued vacation time, blood drives, and personnel changes. The memoranda are addressed to all personnel more often than not, although some are issued to the Senior Staff. The memoranda issued by Padgham as Manager of Personnel Administration and Supporting Services was essentially identical to that issued by Larsen as Assistant Laboratory Director for Business Administration. The bulk of the memoranda stop after 1966, when the Office of Personnel Administration and Supporting Services was moved administratively from Section 120 to Division 70. JPL Discreet materials (Box 6). Of the above materials, 23 folders have documents stamped or marked "JPL Discreet," "Executive Council Discreet," or "SEB Discreet." These have been moved to a box at the end of the collection. Their original positions have been marked with separation sheets. This material includes documents stamped "JPL Official Use Only," whose use was superseded by the "JPL Discreet" category, instituted in Office of the Director Interoffice Memorandum 84, dated January 9, 1961. A large number of memoranda stamped "JPL Discreet" pertained to the Source Evaluation Boards of various projects. These memos were handled through the Office of the Director beginning in 1962.

The items in the collection were collected by Robert J. Parks. Parks' career at the Jet Propulsion Laboratory (JPL) lasted from 1947 to 1987. During the span dates of the collection, Parks served as an Engineer in the Guidance and Control Section (1947-50), Chief of the Guidance Section and its various incarnations (1950-60), Project Director of the Sergeant Missile Program (1957-60), and Flight Projects Director (1961-84). Represented in the collection are correspondence, reports, journal reprints, handwritten notes, brochures, and photographs. The collection is divided into six series: Contract JPL-15, JPL Reports, Journal Reprints, Flight Projects, Deep Space Network, and Miscellaneous. The bulk of the collection is between 1948-1961. Each series is filed chronologically unless otherwise noted. At a conference held at Wright Field, Ohio in May 1948, the U.S. Air Force Air Materiel Command assigned JPL a project to evaluate and assess the guidance and control of guided missile projects underway at eight different contractors. This project, Contract W33-038-AC-18709, was known as JPL-15. The eight contractors (and their missiles) that were evaluated were: Bell Aircraft Company (MX-776 Shrike/Rascal), Boeing Aircraft Company (MX-606 Ground-to-Air Pilotless Aircraft [GAPA]), Ryan Aeronautical Company (MX-799 Firebird), Hughes Aircraft Company (MX-904 Tiamat), University of Michigan (MX-794 Wizard), North American Aviation Company (MX-770 NATIV), Glenn L. Martin Company (MX-771A Matador) and Northrop Aircraft Company (MX-775B Snark). The first evaluation, Bell Aircraft Company, began in June 1948. Robert Parks was one of the engineers who traveled to the contractor sites to consult with engineers on the various projects. In December 1948 he traveled to Seattle to visit Boeing. In April 1949 he traveled to Ann Arbor, Michigan to evaluate the University of Michigan. Immediately after this he went to Baltimore to the Glenn L. Martin Company. The majority of the series is comprised of handwritten notes. Also included in the series are memoranda, correspondence and travel forms. A majority of the memoranda in the series were originally marked as "Secret," but have all been declassified. Also prominent in the series are three documents that are key in the formation of the Deep Space Network. The "Radio Astronomy Handbook," dated February 1958 and written by William D. Merrick, is a working handbook in the development of the Deep Space Network. Included in the handbook is a complete list of all existing observatories and their locations, along with short profiles of companies that could be contracted in assisting JPL personnel to construct radio astronomy antennas. "A Study of On-Site Computing and Data Processing for a World Tracking Network," JPL Publication 155, was dated February 9, 1959 and written by Clarence R. Gates and Marshall S. Johnson. It is a study formulating the requirements for operations to be performed on tracking or antenna-acquisition data at the individual sites of what was then called a World Tracking Network. The "South African Trip Report" is a travel report by Jack N. James and Phil A. Tardini on their trip to the Union of South Africa as a potential site for a NASA Deep Space Station. James, Tardini, and two other NASA personnel were in South Africa from September 26 to October 5, 1959. The group met with officials from the National Institute for Telecommunications Research (NITR), a unit of the South African government's Council for Scientific and Industrial Research (CSIR). The objectives were to narrow potential sites based on geographical, topological and logistical considerations; a discussion of a possible agreement with South African officials; and to gather general information on South Africa. Each of the three objectives is given adequate discussion in the report. Also in the report are summaries of briefings and topographical maps of possible site locations. DSS 51, a 26-meter L and S-band antenna, located at Hartbeesthoek, outside of Johannesburg, became operational in June 1961. The station ceased operations for the DSN in June 1974, due officially to changing requirements for planetary flight programs. The antenna was transferred to NITR, which configured it for radio astronomy research that continues to the present day.

The collection consists of rough drafts and transcripts of speeches delivered by Pickering, along with related correspondence, and speeches and articles written by others that were of interest to Pickering. The collection is arranged in its original order: chronologically by date of speech or published article. The items include correspondence, memoranda, photographs, journal articles, newspaper clippings, transcripts of press conferences, rough drafts of speeches and transcripts of speeches. Speeches Delivered by Pickering (Boxes 1-11, folders 1-253). The folders include correspondence pertaining to the speech, any rough drafts, including hand-written drafts, any drafts of the speech that were different from previous drafts, a transcript of the speech as given, and in many cases, an "official" version of the speech. If the speech were published in a journal, copies of the journal article are also included. The date span of Pickering's speeches in the collection is 1955-1975, with bulk dates of 1958-1970. At the beginning of the collection is an index of Pickering's speech appearances from 1955 to 1968. The list is useful as a locating aid, although in some places the dates of speeches are incorrect. Not every speech is represented with a transcript or draft. A few were repeats of speeches that Pickering had made earlier, and some had no written script. The titles of the speeches represented in the collection are noted in the folder list. Pickering did repeat a few of his speeches to different groups. One example of this was Pickering's speech on the "Grand Tour" mission that eventually resulted in the Voyager project. The materials with the November 1969 Grand Tour speech that Pickering made for the Society of Sigma Xi included transparencies, a 1966 journal article by Gary Flandro, and several preliminary drafts of the speech. The speech was repeated at the University of Tennessee Space Institute in January 1970, and the Harvard Society of California in April 1970. Also included in the series are transcripts of press conferences and television and radio interviews of Pickering. Two press conferences are represented, regarding Pioneer 3 in 1958 and Mariner 5 in 1967. Pickering did several interviews for American and British television, and they are represented in the series. Several of the files contain photographs, either representing Pickering's talk or copies of slides that Pickering showed. One example is the speech "From Nebula to Man: Seeking the Ultimate Answers," given by Pickering in 1970, which includes 20 lithographs of slides used in the presentation. Pickering did a fair amount of world travel publicizing the Lab and space exploration. On at least two occasions he traveled back to his native land of New Zealand; correspondence and documentation relating to these trips are represented in the series. Pickering also made a few speeches in conjunction with the Apollo 11 Spacecraft and Lunar Rock Mobile Exhibit. The exhibit traveled to all the State Capitols of the continental U.S. from April 1970 to March 1971, as well as Hawaii and Alaska in April and May 1971. Exhibits on display included the Apollo 11 Command Module, a Moon rock, Apollo 11 space suits, and various art depicting the Apollo 11 mission. The NASA-sponsored display started and finished in Glendale, California. Pickering delivered speeches at Carson City, Nevada and Boise, Idaho, at the same time the exhibit was on display. In some cases, newspaper clippings publicizing an event that Pickering spoke at are in the collection. One example of this is Pickering's speech at the American Association for the Advancement of Science, held in Chicago in December 1970. The person introducing Pickering was interrupted by hecklers, although the situation was quickly diffused. The Los Angeles Times later reported, "Youths Boo Pickering's Talk on Mars," which was a double mistake, as Pickering himself was not interrupted, and his talk was not on Mars. Pickering wrote to a USC professor that he had stayed and answered questions from dissenters for twenty minutes after the initial question period, and that apart from the initial few hecklers, the demonstrators were well behaved. Speeches Delivered by Others (Boxes 12-15; folders 254-390). Pickering collected articles written by others and transcripts of speeches delivered by others. The span dates of the series are from 1958-1975, with a bulk date of 1963-1970. While the bulk of the series consists of articles written by JPL personnel, Pickering also collected speeches by other people. Also included are speeches and articles written by key NASA personnel such as NASA Administrators James E. Webb, Thomas O. Paine and James C. Fletcher and NASA Deputy Administrators Robert C. Seamans and George M. Low. Caltech president Lee A. DuBridge is also represented in the series with several speeches and articles. DuBridge's successor at Caltech, Harold Brown, is also represented in the collection with a speech. Additionally, there are several speeches regarding the space program delivered by members of Congress. These individuals include: George P. Miller, (D-CA), U.S. House 1945-73; Member, Committee on Science and Astronautics, 1959-73; Chair, 1961-73; Joseph E. Karth, (D-MN), U.S. House 1959-77; Member, Committee on Science and Astronautics, 1959-71; Chair, Subcommittee on Space Science and Applications, 1959-71; Emilio Q. Daddario (D- CT), U.S. House 1959-71; Member, Committee on Science and Astronautics; Margaret Chase Smith (R-ME), U.S. Senate 1949-73, ranking Republican on Aeronautical and Space Sciences Committee 1967-73; Walter F. Mondale (D-MN) U.S. Senate 1965-76, Vice President 1977-81; Frank E. Moss (D- UT) U.S. Senate 1959-77, Chair, Committee on Aeronautical and Space Sciences 1973-77; John V. Tunney (R-CA) U.S. House 1965-71; U.S. Senate 1971-77; Hubert H. Humphrey (D-MN), U.S. Senate 1949-64, 71-78; Vice President 1965-69. Several of these speeches are in the form of testimony in the Congressional Record. One example from 1970 is testimony from James A. Van Allen of the State University of Iowa, Thomas Gold of Cornell University, and U.S. Senator Walter F. Mondale, regarding the proposed Space Shuttle.

A majority of the collection consists of secondary reference materials such as journal and magazine articles, press releases, reports, and speeches, presumably gathered for and used by Pickering in his preparation of speeches and articles. Perhaps forty percent of the collection as a whole is correspondence, primarily referring to Pickering's activities in the American Institute of Aeronautics and Astronautics and the National Academy of Engineers. The collection's original organization alphebetically by subject has been retained. The collection was originally composed of a cubic foot of foldered material with subject headings, and two cubic feet of unfoldered items, primarily AIAA and NAE materials, grouped together with rubber bands. All were dated from 1959 to 1974, with bulk dates of 1965 to 1972. The files on the American Institute of Aeronautics and Astronautics (AIAA) document Pickering's activities on the AIAA's Committee for Long-Range Planning, chaired by Edgar M. Cortright, at the time the Director of NASA's Langley Research Center. Pickering was also invloved with the AIAA's Working Group on Philosophy, Science and Technology, with correspondence from James J. Harford, Executive Secretary of AIAA, and Leo Steg, Manager of the Space Sciences Laboratory at General Electric's Space Division. Represented in the collection are a number of folders about the California Museum Foundation. Pickering was on the Board of Trustees of the Foundation, but rarely, if ever, attended Board meetings. He did make a speech, entitled "The Cult of Anti-Science," at the California Museum of Science and Industry in December 1971, which is represented in the collection. Several speeches and papers written by others are represented in the collection, such as a Lee DuBridge article entitled "Policy and the Scientists," written for Foreign Affairs, present in the "Government, Science" folder. Also included in the same folder is an article by Al Hibbs entitled "The Scientific Advisor in Washington." The "Grand Tour" folder includes the JPL Technical Report "The Determination and Characteristics of Ballistic Interplanetary Technology Trajectories Under the Influence of Multiple Planetary Attractions," written by Michael A. Minovitch, dated October 31, 1963. Also included are other reports involving the early concept of what would later become the Voyager missions to the Outer Planets. Pickering also served on the Caltech Institute Administrative Council (IAC), whose duties included determining the hiring and granting of tenure to professors. Three folders of correspondence are devoted to this, along with general correspondence files and reports generated by the IAC. Many of the articles in the collection are from such publications as Science or Scientific American. One example is the 1966 article from Science titled "A Comparison of U.S. and Soviet Efforts to Explore Mars," written by Bruce Murray and Merton E. Davies. Many folders document Pickering's activities in the National Academy of Engineering (NAE), where he was a member of its Committee on Telecommunications. Included is correspondence with Peter C. Goldmark, President and Director of Research at CBS Laboratories. The NAE was also concerned with urban issues, such as environment, transportation, and crime deterrence. Many of the NAE files in the collection are related to such issues. Of note in the files involving the National Academy of Sciences is a series of correspondence and articles involving Nobel laureate William Shockley of Stanford Electronics Laboratories. Shockley postulated a theory that intelligence and mental health were determined more by heredity than environment. He urged for research along the same lines within inner-city slums. Needless to say, this proved to be very controversial. Represented in the folder is a letter from Shockley to members of the National Academy of Sciences attempting to gain support for a resolution he was proposing to urge further study. Included are several attachments to the letter, including parts of journal articles, other correspondence and copies of newspaper articles. Also included are various articles that were entered into the Congressional Record by Representative Charles S. Gubser, Shockley's representative in Congress. The folder titled "Progress in Space" contains several interesting items. There is a report titled "Why Can't the U.S. Match Russian Achievements in Space," dated November 10, 1959, written by Jack N. James. There are several other newspaper articles and entries in the Congressional Record, as well as a speech given by MIT professor H. Guyford Stever entitled "The Future of Aeronautics in the United States," dated January 27, 1965. There are also speeches by NASA Administrator James E. Webb and Edward C. Welsh, Executive Secretary of the National Aeronautics and Space Council, both in 1964. There is also a short reprint from Leonardo, written by Frank J. Malina, dated 1969. The file labeled "Russian Space Programs" includes a translation from an article in Pravda in 1960 that gave a Russian gain of 240-1 against the United States in the weight of the "artificial planets" that had been launched. Also in the file are copies of newspaper articles reporting Pickering's remarks regarding the Russian space program at the World Newspaper Forum in October 1960. The "Space Shuttle" folder includes a fact sheet and a statement from NASA Administrator James C. Fletcher involving the Shuttle program. The documents are undated but probably were created in 1972, soon after when the Shuttle gained Presidential endorsement and Congressional approval.

The collection consists primarily of correspondence, although memoranda, notes, pamphlets, copies of newspaper, magazine and journal articles, transcripts of speeches, press releases and photographs are also present. The collection is arranged in its original order, organized by numerical filing number. Each category can be considered a series or sub-series. These are: Lab Visits, including Congressional visits; Special Events; General Correspondence, including invitations and requests; Awards and Commendations; JPL Correspondence, including biographies, history, minority affairs and annual reports; Foreign Travel Logs; and Outgoing Correspondence Files. Each series or sub-series has been arranged in chronological order unless otherwise noted. The date span of the collection is 1955 to 1976, with bulk dates of 1964 to 1975. The earliest document in the collection is biographical information of Pickering dated 1955. Lab Visits (boxes 1-4, folders 1-95). This series documents visits to the Lab by VIPs and others. Included in most files is a schedule of events as well as correspondence prior and subsequent to the visit or tour. In several cases photographs documenting the visit are in the collection. This is true in the case of the visits of Princess Margaret, Vice President Spiro T. Agnew, the royal family of Thailand, and Gemini and Apollo astronaut Frank Borman, among others. In some cases, a thumbnail biography is present as well. In the case of the royal family of Thailand, there is a brief sketch of each member of the royal retinue, along with a pronunciation guide of names and the correct way to address each person. In the case of Princess Margaret, a script with Pickering's remarks, along with a guide to protocol, is represented in the collection. In a few cases, there is documentation of a possible visit that was ultimately cancelled. President Lyndon B. Johnson was scheduled to visit the Lab in 1966 but ultimately cancelled, and writer Arthur C. Clarke had wanted to visit the Lab in 1973 but he could not work it out in his schedule. Congressman Ken Hechler, ranking Republican on the House Committee on Science and Astronautics, was scheduled to make a visit on January 30, 1967, but the visit was cancelled, undoubtedly due to the Apollo 1 fire on January 27, 1967. The series is divided into a sub-series of Congressional visits. The visits of members of Congress were primarily those serving on the House Committee on Science and Astronautics, chaired during the time period by George P. Miller (D-CA) from 1961 to 1973, and Olin E. Teague (D-TX) from 1973 to 1979. Making frequent visits to JPL were Miller, Teague, Ken Hechler (R-WV), Charles A. Mosher (R-OH, ranking Republican from 1971 to 1977), George E. Brown, Jr. (D-CA), Joseph E. Karth (D-MN), and Emilio Q. Daddario (D-CT). Other Congressmen making visits to the lab were Donald E. Lukens (R-OH) and H. Allen Smith (D-CA). Also making periodic visits were staff members from the Senate Committee on Aeronautical and Space Sciences, chaired by Clinton P. Anderson (D-NM). Special Events (Boxes 4-7, folders 96-175). Represented in the series are memoranda and correspondence pertaining to events of a special occasion that occurred on-lab or involved key Laboratory personnel. The series is organized chronologically by the event date, although in most cases the date span of the file begins prior to the date of the event and ends after the event. The series is primarily composed of correspondence, but also include schedules, attendance lists, press releases and photographs. Included are two folders involving the Presidential Inauguration of Lyndon B. Johnson on January 20, 1965. Vicki Melikan was Chair of the Inaugural Parade Distinguished Visitors Committee. Included in one folder is a list of State Governors and State Democratic Party Chairmen, along with a list of staff on the Inaugural Parade Committee. A second folder contains a badge and ribbon commemorating the occasion. Professional meetings, held at JPL and elsewhere are represented in the series. Most of items are comprised of correspondence and events programs. Some files have photographs included, such as the 1966 Goddard Memorial Award Dinner. Pickering, the recipient of the 1965 Goddard Award, was present to present the 1966 award to President Lyndon B. Johnson. The dedication of the 210-foot antenna at Goldstone, CA ("Mars Station") is represented in the collection in three files. Planning for the dedication began seven months before the event. Included are suggested topics for the dedication, preliminary guest lists, invitation lists, background information on Goldstone and the Deep Space Network, and correspondence. One file is comprised of speeches delivered by Pickering and Congressman George P. Miller at the dedication. Spacecraft launchings, as well as planetary and lunar encounters are also represented in the collection. The first encounters in the collection, Surveyor 1 in 1966, Surveyor 5 in 1967, and Mariner 5 in 1967, were relatively low-key affairs, with representatives from JPL, Caltech, NASA and Congress, as well as various subcontractors being invited. The invitation list to celebrate a planetary encounter at JPL was extended beyond JPL-Caltech-NASA with Mariner 10. People unconnected to the mission such as Harold Urey, Ray Bradbury and Danny Kaye were invited and attended one or more of the planetary encounters of Mariner 10. Others, such as Ford Motor's President Lee Iacocca and California Lieutenant Governor Ed Reinecke were invited but sent their regrets. Mariner 10 was also honored by the U.S. Postal Service with a commemorative stamp, unveiled at JPL on April 4, 1975. Also represented are correspondence relating to retirements of people and gifts presented to or from JPL. Ansel Adams presented a signed photograph of Half Dome at Yosemite with the full moon behind it to JPL. The correspondence series includes a postcard written and signed by Adams. The photograph was displayed in Building 183. After the mission of Mariner 9, a 16-inch globe of Mars was manufactured and distributed to select individuals. Select JPL personnel as well as scientists were sent globes, as well as Congressmen and other VIPs, such as Arthur C. Clarke and Ray Bradbury. Included in the series is a file comprised of lists of individuals sent the globe and thank you letters that were received. Among the retirements represented in the collection are Robert D. Fletcher, Chief Scientist of the USAF Air Weather Service; Eberhardt Rees, Director of NASA's Marshall Space Flight Center; and John D. Phillips, Pasadena City Manager. Notice of the death of Viking scientist Wolf D. Vishniac in Antarctica is also represented in the series. Correspondence (Boxes 7-11, folders 176-211). This is a general correspondence series. It is split into several sub-series, including miscellaneous correspondence, autograph and biography requests, requests for articles and speeches, and miscellaneous invitations and requests. There were many letters of unsolicited requests from people claiming to have breakthroughs in new propulsion systems or a new theory explaining the formation of the solar system or a new type of airplane. Very often the people inquired about possible job opportunities. Pickering courteously answered most of these letters, often referring them to people at NASA headquarters. Another common type of request was from people who collected autographed covers of Time requesting Dr. Pickering's autograph. Dr. Pickering was a popular speaker, and gave many speeches. Some of the correspondence associated with speeches and reprints of articles are also in the series. 3.4 - Awards and Commendations (Boxes 11-12; folders 212-248). The series is predominantly composed of correspondence, either notifications of honors or letters of congratulations. The series is arranged chronologically, with one folder of miscellaneous awards and commendations at the beginning for single pieces of correspondence. Also included in the series are two folders of biographies of Pickering that could be used whenever requested. Also in the series is a folder of entries of Pickering's biography from various "Who's Who" editions. 4 - JPL Activities and Correspondence (Boxes 12-16; folders 249-295). This series is predominantly composed of correspondence. Also included are pamphlets, brochures, and memoranda. The series is sub-divided into various sub-series: correspondence, biographies, community relations, history, and miscellaneous. All sub-divisions are illustrative of the original order of the collection. There are several files documenting alternate fuel issues during the early 1970s. A "clean air" car race was held in 1970, with entries from JPL, MIT, and several other colleges. Forty-eight entries participated in the race, starting at MIT and ending at Caltech. Cars were judged on emission performance and thermal efficiency, among other factors. The race team for Caltech/JPL included mainly undergraduate and graduate students, along with JPL'er Mahlon Easterling, acting as a Caltech visiting professor of applied science. Also included in the series is a sub-series of short biographies of selected management personnel written by the Public Information Office for use in press releases. The file is organized alphabetically by last name. The Von Kármán Seminar was held on May 12, 1965, what would have been the 83rd birthday of Theodore von Kármán, who had died in 1963. Making addresses at the seminar included Wernher von Braun, Andrew G. Haley, Congressman George P. Miller and United States Air Force General Bernard A. Schriever. Included in the file are alternate schedules, seating charts for the banquet, transcripts of Pickering's introduction of von Braun and transcripts of von Braun's and Miller's speeches. There also is a file devoted to a biography and bibliography of Chinese rocketry pioneer and Caltech professor H. S. Tsien, as well as two other Chinese scientists with connections to Caltech, Chao Chung-yao and Chien Wei-chang, known at Caltech as Jimmy Chien. The file also includes copies of secondary sources about Tsien, including a chapter from von Kármán's autobiography The Wind and Beyond, and "The Bitter Tea of Dr. Tsien," by Milton Viorst, published in Esquire in 1967. The sub-series identified as "JPL History" is composed primarily of historian's activities reports, filed by R. Cargill Hall during his research of the Ranger Program, ultimately published as Lunar Impact: A History of Project Ranger (NASA SP-4210, 1977). The monthly reports document the Ranger history, as well as the JPL history written by Clayton R. Koppes under supervision of Caltech Professor Daniel J. Kevles, as well as other historical activity, and visitors. The reports are from October 1973 to February 1976. Also included in the sub-series is a file regarding a pre-emptive name change of the Lab to the "H. Allen Smith Jet Propulsion Laboratory" in October 1972. Smith was an eight-term Congressman who was not seeking reelection. Section 11 of H.R. 16645, amending the Public Buildings Act of 1959, officially renamed JPL after Congressman Smith. Neither Caltech, JPL nor NASA were notified of the name change until a press release was issued by Smith's office. Reactions to the name change at JPL were highly negative, as most heard of it for the first time as a new sign was put into place. The situation was ultimately resolved when the Caltech Board of Trustees formally designated JPL as the "Jet Propulsion Laboratory, a division of the California Institute of Technology." Smith officially dropped his approval of the name change, the sign was taken down and the whole matter was apparently forgotten. Also of note in the collection is correspondence from Carl Sagan to William H. Pickering, dated July 12, 1973, where Sagan suggests Professor Von R. Eshleman of Stanford University as a potential successor for Pickering as JPL Director. There is another sub-series entitled "Miscellaneous" that includes items that did not fit easily into any other place. Included are four files dealing with the Caltech Management Club, which include photographs from a dinner banquet in honor of Caltech President Lee A. DuBridge, and an address by Air Force General Bernard A. Schriever. Also included in the series is a file relating to research scientist Robert T. Brinkmann, who had delivered a report of his research at a foreign conference without proper clearance. The clearance was, through administrative error, neither granted nor approved. Brinkmann submitted for clearance a manuscript of his talk in preparation for publishing in a French journal. The clearance was not given, and Brinkmann, no longer an employee, wrote to NASA Administrator Thomas O. Paine about the whole matter. Also of note is a curious file about Pickering being wooed by Yuni, a counter-culture organization who attempted to recruit ten prominent individuals to come together to solve America's most pressing problems. Among the individuals named were Walter Cronkite, Bill Cosby, Buckminster Fuller, Simon Ramo, and William H. Pickering. The organization paid for a full-page ad in the Los Angeles Times, and urged people to send postcards to the individuals named in an effort to persuade them to participate. The organization resurfaced briefly in 1972, with a similar scheme, but did not receive nearly as much publicity as their first attempt. Most of the individuals named in both groups, Pickering included, seemed to have basically ignored the group. Included in the file are newspaper clippings, press releases, correspondence, and postcards all involving the organization. 4.10 Minority/Ethnic Affairs (Boxes 16-17; folders 296-311). This sub-series primarily documents the activities of the Employee Committee, and its successors the Employee Ethnic Advisory Committee (EEAC) and the Advisory Committee on Minority Affairs (ACMA). The Employee Ethnic Advisory Committee was reorganized from the old Employee Committee on October 29, 1969, with a revised charter. James King, Jr. was appointed Chairman. The previous Employee Committee was started in July 1968, with Walter H. Padgham as Chairman. The EEAC changed its name to the Advisory Committee on Minority Affairs (ACMA) in March 1972. James King continued as Chairman of ACMA. Also included in the series are progress reports involving the Affirmative Action Program, and Women's Equity Action League. 4.11 Annual Reports/Five-Year Plans (Boxes 17-18; folders 312-317). This short sub-series includes JPL's contributions to the Caltech Annual Presidents Reports from 1964-1974, and two five-year plans released by JPL in 1970 and 1974. Foreign Travel Log Sheets/Visit Reports (Box 18; folders 319-324). There were two series in the collection that were not given a numerical classification. The Foreign Travel Log Sheets/Visit Reports were one of the two. The foreign travel log sheets were divided into programmatic and non-programmatic travel. The authorization forms documented the purpose of the trip, the destination and departure and arrival dates, along with signatures of approval. The original order of the programmatic travel forms was alphabetical, and this order has been maintained. Two programs were singled out with their own folders, the Concorde and Helios. In 1972-73, JPL personnel conducted experiments with an interferometer to measure several stratospheric trace constituents in the atmosphere from the Concorde supersonic airplane. Seven employees traveled to Toulouse, France and Fairford, England. Additionally, in 1973 several people traveled to West Germany for support of the Helios Solar Probe Project. Travel by employees for nonprogrammatic reasons were documented in a separate folder, organized chronologically. Nonprogrammatic travel included delivering papers at symposia held outside the United States. Outgoing Correspondence (Boxes 18-19; folders 325-336). The Outgoing Correspondence file was another part of the collection that was not given a numerical classification as a whole yet was kept yearly as one unit. The series is composed almost entirely as copies (blue-colored) of outgoing correspondence, either from William Pickering or Vickie Melikan. The correspondence is arranged chronologically, with two exceptions. Two events that occurred in 1968 generated enough correspondence that it was decided to given them each a file. The first event was the Tenth Anniversary of the launching of Explorer 1. A technical symposium was held at Caltech's Beckman Auditorium on February 1, 1968. People invited to participate or attend were Homer E. Newell, James A. Van Allen, General James M. Gavin, and Dwight D. Eisenhower, among others. On October 31, 1968, there was a ceremony commemorating the GALCIT rocket motor experiments of 1936. A plaque was unveiled outside the Von Kármán Auditorium. Invited to attend were Frank J. Malina, Apollo M.O. Smith, Carlos Wood, Edward Forman, William Bollay, William C. Rockefeller, Beverley Forman, Walt Powell, Martin Summerfield, Homer J. Stewart, and Val Larsen, among others. Seven folders contain documents that are stamped or marked "JPL Discreet." Whole folders that are discreet are noted in the folder list. The original positions of JPL Discreet material in the collection have been marked with separation sheets. The material has been moved to a box at the end of the collection. Included in the Discreet information is a file pertaining to the Hibbs Ad Hoc Advisory Committee, created by Pickering on February 26, 1964. The committee was composed of Al Hibbs, Frank Colella, Barney Huber, Vicki Melikan and Richard R. Wilford. It was to look into the Laboratory's problems with NASA management and Caltech in the aftermath of several Ranger failures.

The William H. Pickering collection includes material from the period between February 1970 and March 1989. This accession contains some technical reports and updates on the Voyager, Surveyor and Lunar Orbiter Missions. Yet, it is predominantly a collection of files on the various community and professional organizations to which Dr. Pickering, a former JPL Director, belonged. Types of material include: correspondence, memoranda, minutes, budgetary statements, reports, newsletters, awards and photographs. Dr. Pickering was active in a number of professional organizations and there are several files on the International Astronautical Federation (IAF), the International Academy of Astronautics (IAA), the American Institute of Aeronautics and Astronautics (AIAA) and the Institute of Electrical and Electronics Engineers (IEEE) documenting the meetings, conventions, presentations, membership and award nominations. Another record series includes records of various community projects with which Dr. Pickering was affiliated. For example, the Pasadena Educational Foundation had several program proposals for JPL and the "New Explorer Post" sponsored by JPL, served to encourage and involve high school youths in space exploration.

The collection consists of rough drafts and transcripts of speeches delivered by Pickering, along with related correspondence, and speeches and articles written by others that were of interest to Pickering. The collection is arranged in its original order: chronologically by date of speech or published article. The items include correspondence, memoranda, photographs, journal articles, newspaper clippings, transcripts of press conferences, rough drafts of speeches and transcripts of speeches. Speeches Delivered by Pickering (Boxes 1-11, folders 1-253). The folders include correspondence pertaining to the speech, any rough drafts, including hand-written drafts, any drafts of the speech that were different from previous drafts, a transcript of the speech as given, and in many cases, an "official" version of the speech. If the speech were published in a journal, copies of the journal article are also included. The date span of Pickering's speeches in the collection is 1955-1975, with bulk dates of 1958-1970. At the beginning of the collection is an index of Pickering's speech appearances from 1955 to 1968. The list is useful as a locating aid, although in some places the dates of speeches are incorrect. Not every speech is represented with a transcript or draft. A few were repeats of speeches that Pickering had made earlier, and some had no written script. The titles of the speeches represented in the collection are noted in the folder list. Pickering did repeat a few of his speeches to different groups. One example of this was Pickering's speech on the "Grand Tour" mission that eventually resulted in the Voyager project. The materials with the November 1969 Grand Tour speech that Pickering made for the Society of Sigma Xi included transparencies, a 1966 journal article by Gary Flandro, and several preliminary drafts of the speech. The speech was repeated at the University of Tennessee Space Institute in January 1970, and the Harvard Society of California in April 1970. Also included in the series are transcripts of press conferences and television and radio interviews of Pickering. Two press conferences are represented, regarding Pioneer 3 in 1958 and Mariner 5 in 1967. Pickering did several interviews for American and British television, and they are represented in the series. Several of the files contain photographs, either representing Pickering's talk or copies of slides that Pickering showed. One example is the speech "From Nebula to Man: Seeking the Ultimate Answers," given by Pickering in 1970, which includes 20 lithographs of slides used in the presentation. Pickering did a fair amount of world travel publicizing the Lab and space exploration. On at least two occasions he traveled back to his native land of New Zealand; correspondence and documentation relating to these trips are represented in the series. Pickering also made a few speeches in conjunction with the Apollo 11 Spacecraft and Lunar Rock Mobile Exhibit. The exhibit traveled to all the State Capitols of the continental U.S. from April 1970 to March 1971, as well as Hawaii and Alaska in April and May 1971. Exhibits on display included the Apollo 11 Command Module, a Moon rock, Apollo 11 space suits, and various art depicting the Apollo 11 mission. The NASA-sponsored display started and finished in Glendale, California. Pickering delivered speeches at Carson City, Nevada and Boise, Idaho, at the same time the exhibit was on display. In some cases, newspaper clippings publicizing an event that Pickering spoke at are in the collection. One example of this is Pickering's speech at the American Association for the Advancement of Science, held in Chicago in December 1970. The person introducing Pickering was interrupted by hecklers, although the situation was quickly diffused. The Los Angeles Times later reported, "Youths Boo Pickering's Talk on Mars," which was a double mistake, as Pickering himself was not interrupted, and his talk was not on Mars. Pickering wrote to a USC professor that he had stayed and answered questions from dissenters for twenty minutes after the initial question period, and that apart from the initial few hecklers, the demonstrators were well behaved. Speeches Delivered by Others (Boxes 12-15; folders 254-390). Pickering collected articles written by others and transcripts of speeches delivered by others. The span dates of the series are from 1958-1975, with a bulk date of 1963-1970. While the bulk of the series consists of articles written by JPL personnel, Pickering also collected speeches by other people. Also included are speeches and articles written by key NASA personnel such as NASA Administrators James E. Webb, Thomas O. Paine and James C. Fletcher and NASA Deputy Administrators Robert C. Seamans and George M. Low. Caltech president Lee A. DuBridge is also represented in the series with several speeches and articles. DuBridge's successor at Caltech, Harold Brown, is also represented in the collection with a speech. Additionally, there are several speeches regarding the space program delivered by members of Congress. These individuals include: George P. Miller, (D-CA), U.S. House 1945-73; Member, Committee on Science and Astronautics, 1959-73; Chair, 1961-73; Joseph E. Mondale (D-MN) U.S. Senate 1965-76, Vice President 1977-81; Frank E. Moss (D- UT) U.S. Senate 1959-77, Chair, Committee on Aeronautical and Space Sciences 1973-77; John V. Several of these speeches are in the form of testimony in the Congressional Record. One example from 1970 is testimony from James A. Van Allen of the State University of Iowa, Thomas Gold of Cornell University, and U.S. Senator Walter F. Mondale, regarding the proposed Space Shuttle.
