United States Senator, military officer, lawyer, and state legislator.
Senator Tydings was best known for his efforts to counter Joseph McCarthy and for his involvement in the rehabilitation and independence of the Philippine Islands.
Millard Evelyn Tydings was born in Havre de Grace, Maryland, on April 6, 1890, the son of Millard F. and Mary B. (O'Neill) Tydings. He graduated early from high school and went on to the Maryland Agricultural College (later the University of Maryland) where he was well known for his debating skills. He earned his B. S. in Engineering in 1910, and then received his law degree from the University of Maryland law school in 1913. He was again affiliated with the university years later, as a member of the Board of Regents from 1946 to 1951.
Tydings was admitted to the Maryland bar immediately after receiving his law degree in 1913 and practiced for two years before his election to the Maryland House of Delegates in 1915. In 1916, Tydings enlisted as a private in the Army and served overseas in the 29th Division, later commanding the 111th Machine Gun Battalion. He was awarded the Distinguished Service Medal and a 29th Division Citation for Gallantry. Tydings returned from the war with the rank of lieutenant colonel and was named Speaker of the Maryland House of Delegates. He served in that capacity from 1919 to 1921. He then served in the Maryland Senate until 1923, when he was elected to the U. S. House of Representatives. Four years later Tydings was elected to the U. S. Senate, where he served continuously until 1951.
During these twenty-four years, he became a so-called "Titan" in the Senate. As a conservative Democrat, Tydings achieved prominence through his willingness to engage major figures on the national scene, from Franklin Delano Roosevelt to Joseph McCarthy, in debate and controversy.
Tydings' years in the Senate were also marked by strong opinions, controversy, and confrontations with several powerful figures. In the wake of war he sponsored a bill calling for world disarmament. In 1930, he published Before and After Prohibition, an account of the failure of prohibition and his recommendations for liquor control. Counter-Attack, in which Tydings enumerated his views on the Depression, its international causes and curses, was published three years later. In strong opposition to Franklin Delano Roosevelt's economic strategy and deficit spending, Tydings proposed a constitutional amendment mandating a balanced budget. He also opposed Roosevelt's attempts at court-packing (reorganization of the federal judiciary) in 1937 and 1938. Tydings' most valuable and remembered contributions, however, came out of his participation on and chairmanship of various committees, including the committees on Foreign Affairs and Relations, Armed Services, and Territorial and Insular Possessions. As a member of the latter committee, Tydings was intimately involved in Philippine affairs and co-authored the 1934 Tydings-McDuffie Act that called for Philippine independence. And when Senator Joseph McCarthy's charges of Communist infiltration of the State Department became the responsibility of the Committee on Foreign Relations, Tydings chaired the investigating subcommittee. His behavior and position as a member of this committee both proved Tydings' worth as a leader and conscientious politician and cost him his Senate seat in the 1950 election.
Even before McCarthy arrived on the scene, Maryland had a long history of anti-Communism and had the strongest loyalty oath in the nation on its law books. Tydings' moderate approach to the McCarthy hearings and his refusal to give in to popular hysteria alienated him from many of his Maryland constituents. The 1950 Senatorial election in Maryland involved a smear campaign against Tydings. A post-election investigation revealed that McCarthy had played a role in funding opposition to Tydings and had helped to lead to his defeat.
After his retirement from the Senate, Tydings returned to membership and practice in a law firm. He ran once more for political office in 1956 but was forced to withdraw from the race due to ill health. On February 9, 1961, he died at his home, "Oakington," near Havre de Grace, Maryland. He was survived by his wife, Eleanor Davies Cheesborough Tydings, whom he married in 1935, and his adopted son, the future Senator Joseph D. Tydings.

Rayburn served as a Texas legislator from 1906 to 1912, when he was elected to the United States Congress. He was elected House majority leader, Democratic Party, in 1937, holding that position until 1940 when he was named Speaker of the House. Harry Clifton Byrd (1889-1970) was president of the University of Maryland from 1935 to 1954. After his retirement he became chairman of the Tidewater Fisheries Commission and was involved with the revitalization of the Potomac River and the Chesapeake Bay. His papers relate mainly to the University of Maryland, its buildings, lands, governing bodies, and programs. Other subjects documented include the Defense Orientation Conference Association, Far East Command, and state elections. Byrd's papers are comprised of statistics, reports, minutes, correspondence, newspaper clippings, and a scrapbook.

The collection documents Johnson's career as Assistant Secretary of War, 1937-40, President Roosevelt's personal representative to India, 1942, & Secretary of Defense, 1949-50. It consists chiefly of correspondence but also contains memoranda, appointment schedules, speeches, press releases, cartoons, photographs, maps & charts, phonograph records & movies of speeches, scrapbook & relevant printed material. National defense is the chief topic, specifically Johnson's concern for a larger air force and industrial mobilization before World War II, and armed forces unification and reduced military expenditures after the war. Of interest are case files of topics and problems Johnson tackled while Assistant Secretary, his annual reports, 1937-39, testimony during the Senate (MacArthur) hearings on Korea, papers regarding the decision to intervene in Korea, and summaries of Defense staff meetings, 1950. Many files are devoted to routine political and administrative matters such as appointments, patronage, invitations, his interest in the American Legion, and the Bohemian Club of San Francisco. The India material was generated by Johnson's mission to determine how the U.S. could aid Indian war production. Letters from Jawaharlal Nehru and other leaders discuss Indian independence, defense of the subcontinent, Gandhi's civil disobedience and Indian minority problems. The John S. Service Papers, 1925-1999, document the life experiences of "Jack" Service, a member of the United States Foreign Service who was posted to China during the 1930s and 1940s, and later accused of "losing China to the Communists." As one of the "Old China Hands," Service was implicated in the Affair and arrested. Although he was eventually cleared of any wrongdoing, Service was repeatedly accused of questionable loyalty to the United States, and dismissed. His reinstatement and public exoneration are covered, as is his subsequent career as a China specialist at the University of California, Berkeley. Hench Walter Reed Yellow Fever Collection documents the work of the U.S. Army Yellow Fever Commission, the legacy of the commission’s discoveries, the lives of individuals who were connected to the commission, and twentieth century campaigns to shape public memory of the commission. Items in the collection date from 1800 to 1998, with the bulk of the items dating from 1864 to 1974. A wide range of formats are represented in the collection including, but not limited to the following: articles, artifacts, audiocassettes, bills (legislative records), biographies, charts (graphic documents), correspondence, diaries, editorials, interviews, journals (periodicals), magazines, maps, medical records, military records, negatives (photographic), notes, photographs, reports, reprints, scrapbooks, and speeches. Unique materials in the collection are supplemented with copies of original documents and photographs housed in other institutions (e.g the U.S. National Archives). Most of the materials in the collection were collected or created by Nobel laureate Philip Showalter Hench while researching the history of the U.S. Army Yellow Fever Commission.

The majority of documents in the collection are contemporaneous with Tydings' 24 years in the U.S. Senate (1927-1951) and, although there are some personal and business papers, political campaigns and issues are the primary focus of the collection. This collection contains photographs taken by Arthur E. Scott, a photojournalist and photo-historian for the U.S. Senate. It contains over 5,000 prints and negatives of United States politicians (mainly Senators), political events such as campaigns and inaugurations, and landmarks throughout the Washington, D.C. area, from the mid-1930s to the 1970s. There are also 27 scrapbooks compiled by Arthur E. Scott, primarily consisting of newspaper clippings of Scott's photographs. The collection also contains photographs from the 1910s and 1920s that were taken by other photographers. The collection contains prints and film negatives in various sizes, as well as glass plate negatives.

Service Papers, 1925-1999, document the life experiences of "Jack" Service, a member of the United States Foreign Service who was posted to China during the 1930s and 1940s, and later accused of "losing China to the Communists." Although he was eventually cleared of any wrongdoing, Service was repeatedly accused of questionable loyalty to the United States, and dismissed.
