He was president of Bucknell University (1879-1888), University of Rochester(1888-1896), Assistant Secretary of State (1898-1903), Minister to Switzerland (1903-1905), Minister to the Netherlands (1905-1908) and Ambassador to Germany (1908-1911). Active in the peace movement during his retirement years in Washington, D.C.
