The National War Labor Board (NWLB) was appointed by President Woodrow Wilson in April, 1918. Guided by the principles of labor relations suggested by the President's Mediation Commission in September, 1917, the Board's purpose was to settle labor-management disputes and stabilize wages during World War I. The NWLB consisted of five industry representatives (chosen by the National Industrial Conference Board), five labor representatives (chosen by the A.F.of L.), and two co-chairs appointed by President Wilson.
