William Carmichael (c. 1739–1795) was an American statesman and diplomat from Maryland during and after the Revolutionary War. He participated in Benjamin Franklin's mission to Paris from 1776 to 1778, represented Maryland in the Continental Congress in 1778 and 1779 and was the principal diplomat for the United States to Spain from 1782 to 1794.
Carmichael was born sometime around 1739 at the family home, Round Top, in Queen Anne's County, Maryland. Attending the University of Edinburgh in Scotland, he studied law and was admitted to the bar, practicing in Centerville, Maryland. He was living in Chestertown in 1774, and was a member of its Committee of Correspondence during the local controversy over dutiable tea. By the time the Revolutionary War began, he had decamped to London, England, and soon after, in 1776, made his way to Paris, carrying letters to the Continental Congress sewn inside the cover of a pocket dictionary.
In 1776 the Congress named Carmichael as a Secret Agent, first as an assistant to Silas Deane. He is credited with befriending the Marquis de Lafayette and recruiting the teenage aristocrat to the American cause; when Lafayette traveled to America, he carried with him a letter of introduction from Carmichael to George Washington's aide Tench Tilghman, a fellow Marylander from the Eastern Shore. Carmichael later represented American interests at the court of Frederick II of Prussia in Berlin. He returned to America in February 1778 and the Maryland Assembly sent him as a delegate to the Continental Congress. Carmichael clashed repeatedly with many of his fellow countrymen, particularly Arthur Lee and John Jay, and his tenure in Congress was a brief and stormy one.
In 1779, then, Carmichael returned to the Old World, this time to Madrid, Spain as a diplomatic representative to Spain for the United States. At first, he was Secretary to the Legation headed by John Jay. When Jay returned in April 1782 Carmichael became Chargé d'Affaires, remaining in this post at the Spanish royal court until illness forced his replacement in 1794. Carmichael died in Madrid on February 9, 1795 and is buried in the Protestant cemetery there.

Franklin-Bache Papers, 1707-1799
Title:
Franklin-Bache Papers 1707-1799
Containing over 4 linear feet of letters and documents, the Franklin-Bache Papers comprises the second largest collection of letters and documents relating to Benjamin Franklin in the APS Library. Although the scope of the collection is broad, including materials from the time of Franklin's arrival in Philadelphia to his death, the heart of the collection documents the period of Franklin's ministry in France (1776-1785) and his diplomatic efforts to win financial and military support for the revolutionary cause, as well as less intensive coverage of his ministry in England before the Revolution. Franklin's correspondence with American and French officials, financiers (personal and otherwise), and savants provides tantalizing details on the social context of Franklin's ministry in France, his intellectual life, and his growing celebrity. Much of the correspondence documents the efforts to convince French officials early in the war to support the American cause, but there is valuable material relating to the peace negotiations as well. The collection is equally rich in personal correspondence, including a rich set of letters from Mary Stevenson Hewson, Georgiana Shipley, Catherine Ray Greene, Jane Mecom, Deborah Franklin, and a number of Franklin's other relatives. The collection is arranged chronologically.

Richard Henry Lee Papers, 1763-1823
Title:
Richard Henry Lee Papers 1763-1823
A politician and arch revolutionary, Richard Henry Lee was an impassioned supporter of American independence from the mid-1760s. Born into one of the most prominent families in the colony on January 20, 1732, Lee was bred to a political life, serving in the Virginia House of Burgesses during the Stamp Act and Non-importation crises, helping convey his state into the revolutionary camp. As a delegate to the Continental Congress, Lee was the first to officially move that a declaration of independence be drafted, and he ended his public career as a principled opponent of ratification of the Constitution and as Virginia's first U.S. Senator. He died at home in Virginia in June 1794. A small, but highly valuable collection, the papers of Richard Henry Lee document the political life and activities of one of the most ardent revolutionaries in Virginia. The 0.5 linear feet of letters (193 items), most addressed to Lee, are an important resource for study of pre-Revolutionary political agitation in Virginia, the increasing connections forged between the colonies, and the political course of the war. To a lesser degree the collection documents Lee's late-life anti-federalism. Among the major correspondents are Lee's brothers Arthur and William, and such leaders in the revolutionary cause as George Washington, Samuel Adams, Charles Lee, John Adams, and Thomas Paine.

Short, William, 1759-1849. William Short-William Carmichael diplomatic papers, 1793-1794.
Title:
William Short-William Carmichael diplomatic papers, 1793-1794.
Papers include a statement of principles composed by Short and Carmichael (7 Dec. 1793), letter (20 Jan. 1794), and memorandum (21 Jan. 1794). In their statement, the two argue for America's right to freely navigate the Mississippi and the right of Americans to use the port of New Orleans. The letter, a translation of a letter from Spain's chief negotiator, the Duke of Alcudia, records Spain's affirmation and assurance of her good intentions towards the United States on the Georgia frontier, specifically in regards to not assisting Indians who had retreated into Spanish Florida after fighting Georgians. A memorandum from Short explains Spain's position as outlined in the duke's letter.

William Temple Franklin Papers, 1775-1819
Title:
William Temple Franklin Papers 1775-1819
The son of William Franklin, Royal Governor of New Jersey, William Temple Franklin worked as aide to his grandfather, Benjamin Franklin, when the latter served as minister to France during the American Revolution. A bonvivant, Temple received his highest public appointment as Secretary to the American delegation at the Treaty of Versailles in 1782-1783, largely through the influence of his famous grandfather, but never again attained a significant post. As Franklin's literary heir, he edited and published a three volume set of his grandfather's writings in 1817. He married his long time mistress a few months before his death in Paris in 1823. The William Temple Franklin Papers provides a richly detailed portrait of the life of the grandson of Benjamin Franklin, and consists largely of letters received during the years that Temple served as his grandfather's aide in France, 1776-1785. Although much of the correspondence is routine, during this period, Temple received regular reports from friends and diplomatic colleagues relaying information on the American Revolution, the course of diplomatic and peace negotiations, and French public opinion on Benjamin Franklin and the new United States. The collection is also a rich resource for information on the personal lives of the Franklins, including interesting correspondence from Temple's relatives William Franklin, Elizabeth Franklin, Sarah Franklin Bache, and Jonathan Williams, and his mistress Blanchette Caillot.
