Noah, who founded several newspapers, also served as consul to Tunis and special agent to Algiers, securing release of American prisoners.

Mordecai Manuel Noah was born in Philadelphia to Jewish parents of German descent; he was raised by his maternal grandparents, and apprenticed to a carver. He had a diverse career, holding numerous minor political offices, but was best known as a journalist and playwright, becoming one of America's best editorial writers. He also promoted the restoration of Israel, staunchly supported American drama, and co-founded New York University.

He also was a founder and editor of Panorama and an editor of The Reviewer. His works included biographies, books on literature and the theatre, and translations of novels, plays and criticism from Yiddish as well as major European languages. Stephens, and others concern authors and writing, payment for Neal's work, health concerns, slavery in the south, interpretations of poetry, comments about Portland, Maine, and thank-you letters. In addition, correspondence from the Sun Times in New York, the Boston Literary Gazette, and other publications write to Neal soliciting submissions. Also included in the collection are two dime novels written by Neal: Little Moccasin and the White-Faced Pacer, and several bound scrapbooks containing clippings of his work.

Correspondents write about John Quincy Adams, Monroe's annual message, recall of Mordecai Noah from Tunis, the Missouri Compromise, foreign affairs in England and Mexico, appointments, Second Bank of the United States, and Henry Clay's request for reimbursement of his expenses. Other topics include piracy, Daniel D. Tompkins' war expenses claims, Monroe Doctrine, William H. Crawford's health and his resignation as Secretary of the Treasury, Marquis de Lafayette, John Purviance, 1824 presidential election, destruction of Indian tribes, British claims to Oregon territory and lack of interest in Cuba. Samuel Gouverneur writes about his election to the state nominating committee and, to George Hay, about Congress and constructing public buildings in Washington. William Lowndes declines an appointment as Secretary of War. Richard Rush writes to Cesar A. Rodney about relations between the U.S. and Spanish America and Great Britain. Correspondents include John Jacob Astor, Richard Rush, Henry Lee, George Hay, Spencer Roane, Charles Everett, Burwell Bassett, John C. Calhoun, John Quincy Adams, William Wirt, James Yard, Thomas Jefferson, Smith Thompson, Martin Van Buren, William H. Crawford, James Madison, and John Marshall.
