Cyrus R. Vance was born on March 27, 1917, in Clarksburg, West Virginia. He attended Yale University and earned his B.A. in 1939 and his LL.B. in 1942. He began governmental work in 1957 by helping to draft the National Space Act of 1958. In 1961, John F. Kennedy appointed him general counsel and, in 1962, promoted him to secretary of the army. In 1964, Lyndon B. Johnson appointed Vance deputy secretary of defense. After resigning in 1967, Vance was asked by Johnson to ensure federal recovery assistance at the 1967 Detroit riot, and in 1968, to negotiate with Greece and Turkey to avert war in Cyprus. Later that year, he and W. Averell Harriman represented the United States at the Paris Peace Talks on Vietnam. Jimmy Carter appointed Vance secretary of state in 1977. After 1980, Vance became involved in many organizations, such as the Council on Foreign Relations, the Center for National Policy, and the Palme Commission on Disarmament and Security Issues. In 1993, Vance and Lord David Owen traveled to the former Yugoslavia as United Nations envoys to advise on peace-making efforts. Vance died on January 12, 2002.
Grace Sloane Vance was born on June 2, 1918, in New York City. She attended Bryn Mawr College and the Parsons School of Design. During the 1960s, she was vice-chairman of the Tom Sawyer Project, which, in association with the Kennedy Center for the Performing Arts, selected children from around the country to create and to paint large panels representing their home states. She also directed Widening Horizons, a project of the D.C. public schools Urban Service Corps, which allowed teenagers to experience governmental and business professions, cultural events, and educational opportunities first hand through job fairs, summer camps, and field trips. During the Carter presidency, Vance traveled to Latin America with First Lady Rosalynn Carter to relate the administration's policies and to foster good will. Throughout the 1980s, she was active in the work of the Foreign Policy Association. Vance died on March 22, 2008.
Cyrus Roberts Vance was born 27 March 1917, in Clarksburg, West Virginia, to John Carl and Amy (Roberts) Vance. A year later, the family moved to Bronxville, New York, where they resided until 1922 when Vance's father unexpectedly died of pneumonia. Both Vance brothers, Cyrus and John, spent the following year in Switzerland attending private school at the Institut Sillig. Vance also spent time with his uncle John W. Davis, who was President Wilson's ambassador to the Court of St. James, and then the Democrat candidate for president in 1924.
From 1930 to 1935, Vance prepared at the Kent School, Kent, Connecticut. He then attended Yale University, graduating in 1939 with a B.A. in Economics. While an undergraduate, he was a member of Scroll and Key, the Torch Honor Society, the hockey team, and the Fence Club. He continued his studies at the Yale Law School and earned an LL.B. with honors in 1942. Later that year, he joined the military, serving as a World War II naval gunnery officer in the Atlantic and Pacific Oceans. He left the Navy in 1946 with the rank of lieutenant senior grade .
In 1947, Vance worked as an assistant to the president of the Mead Corporation and passed the New York State Bar. He then joined the law firm of Simpson, Thacher & Bartlett, and specialized in civil litigation. In addition to legal work, he began governmental service in 1957 as associate counsel to the Senate Armed Forces Preparedness Investigation Subcommittee, serving alongside Texas Senator Lyndon Baines Johnson. In 1958, Vance was appointed consulting counsel to the Senate Committee on Space and Aeronautics and helped to draft the National Space Act of 1958, which led to the creation of the National Aeronautics and Space Administration (NASA).
In 1961, President John F. Kennedy appointed Vance general counsel for the Defense Department. He provided important assistance to Kennedy in shaping Cuban policy after the Bay of Pigs incident. The President promoted him to secretary of the army the following year. Journalists reported that Kennedy had also intended to promote Vance to deputy secretary of defense, but President Johnson was actually the one to issue the promotion in January 1964, after President Kennedy was assassinated. Reporting to Secretary of Defense Robert S. McNamara, Vance negotiated and calmed political crises in the Dominican Republic and in the Panama Canal zone. In 1967, Vance resigned his post.
President Johnson continued to engage Vance's diplomatic expertise, even after his resignation. Vance secured federal recovery assistance for Detroit after the July 1967 riot. In November, he negotiated between Greece and Turkey to avert war in Cyprus. In 1968, Johnson made him an emissary to Korea and then to Washington D.C. during the riot following the assassination of Martin Luther King, Jr. In April, the President appointed him co-negotiator with Ambassador W. Averell Harriman for the Paris Peace Talks on Vietnam, at which Vance attempted to negotiate a cease-fire. He resigned from this position in 1969, after President Richard Nixon took office.
Vance returned to Simpson, Thacher & Bartlett in 1969 and worked extensively in the private and public sectors. From 1970 to 1972, he was a member of the Commission to Investigate Alleged Police Corruption in New York City. In the early 1970s, he served as chairman of the UNA (United Nations Association) - USA Policy Studies Committee, and from 1974 to 1976 he served as New York State Bar President.
In December 1976, President-elect James E. (Jimmy) Carter designated Vance the next secretary of state. Once in office, Vance worked to improve United States - Soviet relations, which led to the signing of the SALT II agreement in 1979. He also negotiated and coordinated Middle East peace efforts alongside Carter, which led to the Camp David Summit in 1978 and the Israeli-Egyptian peace treaty signing in 1979. When Americans were taken hostage in Iran on 4 November 1979, Vance focused on negotiating their release. On 28 April 1980, Vance unexpectedly resigned. Mainly, he was opposed to the ill-fated hostage rescue attempt in Iran and he sensed that the extensive use of force would make the United States dangerously vulnerable to further acts of hostility. Chronicling his work in the Carter administration, Vance, in 1983, wrote Hard Choices: Critical Years in America's Foreign Policy, which he explained as "...a story of our country and those who led it during four critical and turbulent years [1977-1980]."
Vance resumed working in the private and public sectors after his resignation. He became active in the Council on Foreign Relations, the Center for National Policy, the Palme Commission on Disarmament and Security Issues, and the Williamsburg Conferences, which address economic issues in the Asia-Pacific region. He and Lord David Owen served in 1993 as United Nations special envoys to the former Yugoslavia to advise on peace-making efforts.
In recognition of his achievements and distinguished national service, Vance has received many awards. Yale University gave him an honorary degree in 1968 and elected him to the Yale Corporation. In 1969, he was awarded the Medal of Freedom. During the 1970s and 1980s, he received honorary degrees from Salem College, Brandeis University, West Virginia Wesleyan College, Amherst College, General Theological Seminary, Colgate University, Harvard University, Williams College, University of Notre Dame, Mount Holyoke College, University of Haifa, Davidson College, and Brown University. In 1994, Vance was knighted to the British court.

The Vances have five children: Elsie Nicoll, Amy Sloane, Grace Roberts, Camilla, and Cyrus Roberts.

On August 4, 1964, President Johnson's day began with a Congressional leadership breakfast to discuss his legislative program. At mid-morning, while meeting with Congressman George Mahon about the Poverty Bill, he received word that American ships in the Gulf of Tonkin were under attack, presumably from the North Vietnamese. The President discussed the reported attack at a previously scheduled National Security Council meeting on Cyprus and at lunch with his senior foreign policy advisors where the decision was reached to respond with a forceful limited air attack. After clarifying conflicting reports about the attack, he met once again with the National Security Council and with the Congressional leadership about the Vietnam situation and the need for a Congressional resolution on the subject. During that meeting, the President received a call from Assistant FBI Director, Cartha "Deke" Deloach, informing him that the bodies of the three Mississippi civil rights workers missing since June had been found. Later in the evening, he telephoned Barry Goldwater, his Republican opponent in the Presidential campaign, about the attack. Shortly after 11:30 p.m., on live television, the President issued a statement to the American public regarding Vietnam.

This series consists of correspondence, memorandums, and reports relating to the various efforts by the Director of Defense Research and Engineering (DDR&E) to develop the U.S. military's technical capabilities from 1964 to 1968. New technology and new applications for old technology are analyzed; command and control systems are assessed; and North Atlantic Treaty Organization (NATO) weapons policies and force guidance are researched. The Vietnam War features prominently in the series, including discussion of the countermeasures against the air-defense systems of North Vietnam, particularly Operations Night Song and Pop Eye; analysis of the attrition rates of the different aircraft operating over Southeast Asia, like the F-105 Thunderchief and A-4 Skyhawk; and assessments of various anti-infiltration operations like the electronic barrier system established along the Demilitarized Zone (DMZ) and Operation Commando Lava, a soil-destabilization project designed to disrupt traffic along the Ho Chi Minh Trail.

Frederick Henry Osborn Papers Circa 1903-1980
Frederick Henry Osborn was an administrator, humanist, and scientist. This collection includes letters, diaries, reports, speeches, drafts of articles and books, oral history interviews, and photographs. There are diaries and letters for his service in Europe with the American Red Cross during World War I. There are some letters and documents, such as patent applications and plans for inventions, from his "business career" period prior to 1928, after which he became a research associate at the American Museum of Natural History studying anthropology and population. This study led to his later important contributions to the redirection of eugenics study in the U.S. and the reorganization of the American Eugenics Society. His other related organizational work and publications relating to human and population genetics are also documented in this collection. There is significant material (letters, diaries, reports) related to Osborn's World War II contributions as the chairman of the Civilian Committee on Selective Service in 1940, and as head of the Morale Branch of the U.S. Army (later, the Information and Education Division of Special Services) in 1941. Also included are important documents, especially his diary, from his work as deputy representative on the U.S. Atomic Energy Commission and the U.N. Commission for Conventional Armaments. His letters, writings, and speeches relating to foreign policy are extensive, spanning the period from the 1940s until his death, much of it from the Vietnam War years. The correspondence with Kathleen Harris is particularly rich in this respect. There is family correspondence reflecting his dynamic philosophy of life, with long series of letters to his parents (1917-1945) and to his children and grandchildren. His later civic and regional interests, as a long-time resident of Garrison, N.Y., are evidenced in the work he did on the Palisades Interstate Park Commission.

Gerald Johnson Papers, 1938 - 1995
Papers of Gerald Woodrow Johnson, physicist and specialist in the fields of nuclear policy and atomic energy. Johnson served as associate director for testing at the Lawrence Radiation Laboratory during the 1950s and was active in the development of underground testing of nuclear weapons. During the Kennedy administration, Johnson assisted the Secretary of Defense on issues related to the safety of nuclear weapons and the introduction of permissive action links in U.S. and NATO stockpiles. As Director of U.S. Navy Laboratories from 1966 to 1968, Johnson was responsible for 30 research and development facilities. He worked in energy development for a decade and returned to nuclear policy in 1977 as personal representative of the Secretary of Defense in the Carter Administration, where he was involved with the Strategic Arms Limitations Talks and the Comprehensive Test Ban negotiations. Johnson was adjunct professor of political science in the Institute on Global Conflict and Cooperation at the University of California, San Diego, until his retirement. The papers contain subject files on a range of nuclear issues; writings by Johnson, especially NUCLEAR WEAPONS TEST BANS: A HISTORY; correspondence with prominent figures in government, the military, and nuclear research; materials from the SALT I and SALT II negotiations; teaching materials; and photographs of nuclear tests and international meetings on arms control.

The John J. McCloy Papers span the years 1897-1989, with the bulk of the material falling into the period 1940-1979. The roughly 74 linear feet of material cover the breadth of McCloy's activities, from lawyer to banker to government official to negotiator to behind-the-scenes adviser. The papers include working papers, correspondence and memoranda, speeches, scrapbooks, photographs, legal documents, printed material, and memorabilia. The collection includes very little personal or family-related material. The first 6 series consist of materials, grouped by topic or type, that span much or all of McCloy's public career: Personal Affairs, Diaries, Scrapbooks, Speeches, Awards, and Photographs. The next 25 series consist of "working papers," divided according to McCloy's various positions, roles, and areas of influence. Series 32 consists of printed material of a general nature. (Printed material related to a given position is included in the relevant series.) Series 33: Correspondence and Series 34: Retrospectives contain unofficial correspondence and biographical material, which arrived as part of the second installment to the Papers. Extensive files of position papers, project proposals, meeting minutes, reports, publications, and handwritten notes document Vance's involvement with various events and organizations following his resignation from the Carter administration. The collection also contains manuscript drafts used for Vance's book Hard Choices: Critical Years in America's Foreign Policy.

This collection includes letters, diaries, reports, speeches, drafts of articles and books, oral history interviews, and photographs. There are diaries and letters for his service in Europe with the American Red Cross during World War I. There are some letters and documents, such as patent applications and plans for inventions, from his "business career" period prior to 1928, after which he became a research associate at the American Museum of Natural History studying anthropology and population. This study led to his later important contributions to the redirection of eugenics study in the U.S. and the reorganization of the American Eugenics Society. His other related organizational work and publications relating to human and population genetics are also documented in this collection.

The John J. McCloy Papers span the years 1897-1989, with the bulk of the material falling into the period 1940-1979. The roughly 74 linear feet of material cover the breadth of McCloy's activities, from lawyer to banker to government official to negotiator to behind-the-scenes adviser. The papers include working papers, correspondence and memoranda, speeches, scrapbooks, photographs, legal documents, printed material, and memorabilia. The collection includes very little personal or family-related material. The first 6 series consist of materials, grouped by topic or type, that span much or all of McCloy's public career: Personal Affairs, Diaries, Scrapbooks, Speeches, Awards, and Photographs. The next 25 series consist of "working papers," divided according to McCloy's various positions, roles, and areas of influence. Series 32 consists of printed material of a general nature. This series encompasses the systematic compilation of photographic coverage documenting the Department of State's top officials, their interactions with foreign leaders and diplomats, and varied aspects of Department programs, Department infrastructure, and foreign relations history. At the heart of the series is in-depth coverage of the activities, largely in the Washington, D.C. headquarters area, of the Secretaries of State who guided American foreign policy from the height of the Cold War to the collapse of Communism, from Korean to Vietnam to Persian Gulf Conflicts, from the era of East-West competition to the rise of Third World nationalism to the development of the global economy.

The collection consists of eleven commercially-released interviews of Dean Rusk conducted in 1987 by Edwin Newman for the Southern Center for International Studies and one copy of The Seventh Annual Report of the Secretaries of State, 1989: "American Foreign Policy: The Challenges, The Opportunites, The Dangers." In the interviews, Rusk discusses growing up in Georgia, his experiences in the State Department, and his views on the war in Vietnam, the Nuclear Age, and U.S.-Soviet relations throughout the Cold War. The Seventh Annual Report of the Secretaries of State includes a roundtable discussion by former U.S. Secretaries of State on the subjects of East Germany, the Cold War, the Soviet Union under Mikhail Gorbachev, Nuclear proliferation, and the Tiananmen Square incident in China.

Collection consists of correspondence, newsletters, scrapbooks, and photographs that document the political and social lives of the Coopers. The bulk of the correspondence is from 1972-1983 and reveals Cooper's daily life as the wife of an ambassador and senator. Much of the correspondence is ceremonial; most of the photographs were taken at official functions. Included are letters Cooper wrote reflecting on her experiences in the German Democratic Republic, and letters from David and Evangeline Bruce on their stay in Peking where David Bruce was U.S. liaison officer to the People's Republic of China. Also included are clippings of Cooper's newspaper column and clippings outlining her husband's polical career.

The Vance papers primarily document Cyrus R. Vance's professional and personal activities. Of particular significance are background materials, correspondence, position papers, and handwritten meeting notes relating to SALT II negotiation between the United States and the Soviet Union; the Camp David Summit and the signing of the Middle East Peace Treaty; diplomatic relations with the Far East, especially China; and negotiations to release the American hostages in Iran. Proposals, reports, handwritten notes, and correspondence provide insight into the dispute between Greece and Turkey over Cyprus in 1967, federal recovery assistance to Detroit after the riot of 1967, and the Paris Peace Talks on Vietnam in 1968. Governmental statements and commentaries, draft bills, and Senate committee background materials from 1958 document Vance's involvement in the creation of the National Aeronautics and Space Agency (NASA). Extensive files of position papers, project proposals, meeting minutes, reports, publications, and handwritten notes document Vance's involvement with various events and prestigious organizations, following his resignation from the Carter administration. The collection also contains manuscript drafts used for Vance's book Grace Sloane Vance's papers document her trip with Rosalynn Carter to Latin America in 1977. The surviving papers of Irving S. Shapiro are a small fragment. Only six file titles are represented, all dealing with the ceremonial aspects of his role as Du Pont CEO. The first file consists entirely of letters of congratulation written to Shapiro on the occasions of his several promotions. The second file concerns Shapiro's activities in opposing the attempt by Arab nations to enforce a boycott of companies doing business with the State of Israel. The file includes letters, minutes and reports generated by this effort, along with the speeches of prominent legislators and cabinet officers in support of various anti-boycott bills. The third file documents Shapiro's handling of the merger of Christiana Securities Company into Du Pont. It includes reports by leading investment bankers engaged to compute an equitable exchange ratio for the two firms' stock and a 996-page transcript of the merger hearings before the Securities & Exchange Commission. The fourth file contains newsclippings and magazine articles dealing with Shapiro's activities and with the evolution of Du Pont under his management. It includes transcripts of two oral history interviews with Shapiro, one for the American Jewish Committee and one by Morgan, Stanley & Co. The fifth file deals with Shapiro's appearance on the Donahue show in 1980 and consists primarily of letters from viewers along with Shapiro's replies. The sixth file deals with the Du Pont Company's response to the book "The Company State" prepared by Ralph Nader's staff. The file contains position papers and background reports collected for use in answering queries from stockholders, citizens and the press and in countering Nader's charges.
