Tom Lawson McCall (1913-1983) was a journalist and television commentator who served Oregon as Secretary of State (1965-1967) and as one of its most prominent Governors (1967-1975). He focused on quality of life issues, such as the Bottle Bill, cleaning up industrial water pollution, and preserving public access to Oregon's beaches. He hosted a national governor's conference during his tenure and was active in the national Republican Party.
Tom Lawson McCall was Oregon's progressive Republican governor from 1967 to 1975.
He was born March 22, 1913, in Egypt, Massachusetts and moved with his parents to Portland in 1909 and soon after to a ranch near Prineville. He graduated in journalism from the University of Oregon in 1936, and went on to work at newspapers in Moscow, Idaho, and at the Oregonian in Portland. He married Audrey Owen in 1939, and the couple had two sons. He served as a war correspondent in the U.S. Navy during World War II, then worked in broadcasting until 1964, hosting a radio talk show on Portland's station KEX. He became involved in politics as early as 1949, when he worked as Governor Thomas McKay's assistant. Although losing a senatorial seat to Edith Green in 1954, he served as Secretary of State from 1965-1967. He was elected for two terms to the governorship and served with great popularity between 1967 and 1975. His administration was known for its attention to public concerns and the quality of life in the state. He promoted strong land use laws, environmental regulations, and sought, unsuccessfully, to limit growth. After leaving office he returned to broadcast journalism and continued his environmental advocacy. In 1978 he was defeated in a bid for the governorship by Victor Atiyeh. McCall died in 1983.

The Journalism Department Records document the development of undergraduate and graduate instruction programs in technical (industrial) journalism at Oregon State University. The records include materials pertaining to the reorganization of higher education in Oregon in the early 1930s and the controversy between the University of Oregon and Oregon Agricultural College in the 1920s regarding the offering of journalism degrees of OAC. Much of the collection consists of microfilmed scrapbooks of newspaper clippings from Oregon newspapers. The clippings are of articles about Oregon State and/or ones written by Oregon State students for the newspapers. Many of the scrapbooks have accompanying subject indexes. The remainder of the collection was created or assembled by department chair Fred Zwahlen and includes materials pertaining to accreditation and special events, including the Association for Education in Journalism and Mass Communication annual convention in Corvallis in 1983; subject files pertaining to curriculum, faculty, budgets, and graduates and advisees; and materials assembled for the Journalism Advisory Council. Of particular note in the subject files are materials regarding former Oregon Governor Tom McCall's position at OSU in the early 1970s. Also of note in the collection are sound recordings of Associated Press science writer and editor, Alton Blakeslee; New York Times science writer, Sandra Blakeslee (with KOAC reporter Shirley Howard); Oregonian editor, J. Richard Nokes, and KGW-TV News Director, Ed Godfrey recorded in 1970-1971.

The photos date from 1967-1983 and depict Cannon's swearing-in ceremony, views of the Pine Mountain Observatory and the dedication of the Steens Mountain Recreation Lands, and photos of Oregon governor Tom McCall, including a series of photographs of Oregon governor Tom McCall at various state beaches on May 13, 1967, investigating a controversy related to beach use.

Among the manuscript materials are two legal documents concerning the slaves of William Mills (1757-1839), of Smithtown, New York. Appointment diaries of Abbot Low Mills, Jr. document his activities as a governor of the Federal Reserve Board in the late 1950s and early 1960s.

The President's Office Photographs consist of photographs documenting the activities the presidents of Oregon State University, primarily from 1960 through 1995, as well as individual portrait photographs of Oregon State faculty and staff from the 1930s through 1960s. The faculty and staff photographs, which comprise over half of the collection, were submitted with the employees' employment applications or were part of the personnel files. Most are formal portraits; however, some are snapshots. Many of the images were made by Hise Studio in Corvallis. Photographs documenting the activities of Oregon State presidents A.L. Strand, James H. Jensen, Robert W. MacVicar, and John Byrne form a substantial part of the collection. These include images of special events, such as commencement, awards presentations, University Day, groundbreaking and dedication events, and alumni and donor events. Photographs of campus buildings and facilities are included as well as images of the presidents with alumni, prominent visitors, and dignitaries. Of special note are several images of Governors Tom McCall and Victor Atiyeh and Senators Mark Hatfield, Bob Packwood, and Ron Wyden. The collection includes only a few photographs of President Paul Risser and activities during his administration. The bulk of the images are b/w prints; many of the images from the Byrne years are color prints. The collection also includes b/w and color negatives and color slides.
