Appointed by the speaker on January 24, 1986, the committee was to investigate the findings by the Ethical Practices Board in matters of repeated filings of incomplete reports of receipts and expenditures by the Staten Volunteer Committee, and a guilty plea to felony theft, for writing over $8000 in bad checks, entered by Staten in Hennepin County District Court on January 17, 1986. On March 13, 1986, a first censure vote in the House failed 69 votes to 63 votes. A second vote on expulsion resulted in 80 votes in favor versus 52 against, 10 votes short of the two-thirds majority needed for expulsion. A second vote for censure then passed 99 to 31.
