The diary (a copy) is written in retrospect and covers the period from May 1862 to July 1862, resumes in August 1863 and continues to November 1864. The early portion of the diary describes Bullitt's reaction to the sectional crisis and his growing determination to join the Confederate forces. He describes the journey south into Tennessee to join the army. This portion ends shortly before Bullitt went on John Hunt Morgan's Kentucky raid in 1862. The narrative resumes with Bullitt imprisoned in Columbus, Ohio. While some details of prison life are given along with occasional references to contemporary events, the diary consists in large part of religious and philosophical meditations along with reflections on the nature of government and society.

Included is a letter from Governor Powell to Governor Joseph Wright of Indiana, in which Powell questions Wright's refusal to return a fugitive from justice to Kentucky and describes Indiana's legal and constitutional duty to do so; and Wright's response, in which he agrees to return the fugitive, but explains his interpretation of the law. Also included is a letter from Governor Powell to James Guthrie, offering him the United States Senate seat resulting from the death of Henry Clay; and Guthrie's response, expresssing his gratitude but declining the offer.

This journal documents Governor Lazarus W. Powell's official actions, which include appointing and accepting resignations from civil officials and militia officers; granting pardons and reprieves, and remitting fines; approving expenditures; communicating with the General Assembly; and approving and rejecting legislation. Included are transcripts of the governor's 1851 and 1854 messages to the General Assembly, in which he describes the status of the state's finances, and the school and prison systems. The 1851 message also proclaims Kentucky's loyalty to the Union and support for the Compromise of 1850, recently enacted by the United States Congress. Also included is the governor's ratification of a death sentence passed on a female slave accused of arson; he had earlier delayed the hanging, until an inquest proved her claim that she was pregnant to be false.
