Messages to the General Assembly, 1851-1854.

These files document communications between Governor Lazarus W. Powell and the General Assembly regarding affairs of the Commonwealth. Included are printed copies of bills originating in the legislature, and a copy of the governor's message to the General Assembly (December 1853). The message contains reports on the state's finances, and the school and prison systems, and suggests the need for a state geological survey. It also proclaims Kentucky's loyalty to the Constitution and its guarantee of the rights of individual states.
