Born near Champlain, New York, Curtis graduated from the United States Military Academy in 1831. He was stationed at Fort Gibson in the Indian Territories (present-day Oklahoma) before resigning from the Army in 1832. He moved to Ohio, where he worked as a civil engineer on the Muskingum River improvement projects and also became a lawyer in 1841. During the Mexican–American War, he was appointed colonel of the 2nd Regiment of Ohio Volunteers and served as military governor of several occupied cities.
After the war in the 1850s, he served as chief engineer for river improvements in Des Moines, Iowa, for public infrastructure works in St. Louis, and for the American Central Railroad in Iowa. He became the mayor of Keokuk in 1856 and in the same year was elected as a Republican to represent Iowa's 1st congressional district in the United States House of Representatives. Curtis and Timothy Davis (elected the same day to represent Iowa's 2nd congressional district) were the first Iowa Republicans elected to serve in the U.S. House. Curtis was re-elected in 1858 and 1860 and during his time in Congress was a strong advocate of a transcontinental railroad.
He was a supporter of eventual President Abraham Lincoln, and was considered for a cabinet position in the Lincoln administration. However, after the Civil War broke out, Curtis was appointed colonel of the 2nd Iowa Infantry on June 1, 1861, prompting him to resign his congressional seat on August 4 of that year. He was subsequently promoted to brigadier general, with the promotion backdated to May 17, 1861.
After organizing the chaos in St. Louis, Missouri, Curtis was given command of the Army of the Southwest on December 25, 1861, by Maj. Gen. Henry W. Halleck. The Army originally consisted of three divisions, the 1st commanded by Brig. Gen. Franz Sigel, the 2nd by Brig. Gen. Alexander Asboth, and the 3rd by Col. Jefferson C. Davis. However, Sigel, a native German who held significant influence amongst the many German immigrants in the army, threatened to resign over having not been appointed to command of the army himself. Curtis subsequently gave him overall command of the first two divisions, consisting mainly of German immigrants, while creating a 4th Division commanded by Col. Eugene A. Carr.
Curtis moved his headquarters south to Rolla, Missouri, to solidify Union control in Arkansas. In March 1862, his army won the Battle of Pea Ridge in northwest Arkansas. His success made him pensive rather than triumphant. A few days after the battle he wrote, "The scene is silent and sad. The vulture and the wolf now have the dominion and the dead friends and foes sleep in the same lonely graves." He was promoted to major general for his success, effective March 21, 1862. On the same day in late March that he heard about his promotion, he also found out that his twenty-year-old daughter Sadie died of typhoid fever in St. Louis.
After Pea Ridge, Curtis' small army moved east and invaded northeast Arkansas, capturing the city of Helena, Arkansas in July. In September, Curtis was given command of the District of Missouri, but Lincoln was soon forced to reassign him, after Curtis's abolitionist views led to conflict with the governor of Missouri. He was reassigned to command the Department of Kansas & Indian Territory.
In October 1863, his son Major Henry Zarah Curtis, adjutant to Brig. Gen. James G. Blunt, was killed by Quantrill's Raiders. In this surprise attack at the Battle of Baxter Springs, Quantrill's men wore Federal uniforms and gave no quarter. Samuel Curtis named Fort Zarah in memory of his son.
In 1864, Curtis returned to Missouri, fighting against the Confederate invasion led by Maj. Gen. Sterling Price. Curtis gathered the forces of his department together, including several regiments of Kansas State Militia, calling his force the Army of the Border. Price's incursion was halted by Curtis' victory at the Battle of Westport. Curtis was then reassigned to a completely different armed conflict, commanding the Army's "Department of the Northwest," which was in the closing phase of a military response to uprisings in southern Minnesota and Dakota Territory by Native Americans against settlers.
In late 1865, he returned to Iowa where he was involved with the Union Pacific Railroad until his death the following year in Council Bluffs, Iowa. He is buried in Oakland Cemetery, in Keokuk.

Eight ALS to Colonel George E. Waring from officers of the 4th Missouri Cavalry, 1862 Mar-Apr; three ALS to Waring from Emeric Meszaros, 1862 Mar-Apr; and five additional letters and drafts of letters concerning Meszaros and the 4th Missouri Cavalry, 1862-1863 and undated. Letters from officers Oscar P. Howe, Howard Dwight, Thomas W. Cooper, William S. Burns, Fred Cooper, John B. Asboth, and Franz Sigel; and request Waring's presence with the 4th Cavalry. A letter from Oscar P. Howe encloses a copy of a letter dated Mar 12 from officers of the 4th Cavalry to Meszaros requesting his resignation. Also included is an AL from an unidentified officer, Apr 8, apparently a fragment, with a note written in shorthand, Apr 5. Title:
Letters, 1837-1858.

The earliest letter (3 pp.) is dated Sept. 15, 1837 at the Engineers Office, McConnelsville, Ohio to Charles Whittlesey, Topographic Engineer, Marietta, Ohio, and is about Curtis' work as Engineer on the National Road in Ohio. The second letter (1 p.) is dated June 23, 1846 at Camp Washington to President James K. Polk, written the day Curtis became Colonel of his regiment. Curtis recommends the appointment of Doctor Benjamin Stone of Somerset, Ohio, as surgeon or assistant surgeon in the regiment. Curtis' signature is at the head of a list of officers that include G. B. Arnold, Commanding General, Ohio Volunteers; A. F. Noles, Captain, Union Infantry; and J. E. Eaton, First Lieutenant Belmont Volunteers. The third letter (8 pp.) is dated Aug. 1, 1855 at Keokuk to his brother Henry B. Curtis. In it Curtis discusses the state of several of his businesses, including a ferry operation, and his opinions on the Republican ticket and the spread of slavery in the West. The fourth letter (3 pp.) is dated March 26, 1858 in Washington to Thomas J. McKean. Curtis writes of the proposal in the House to call out regiments to serve in the West, and tells McKean that he has mentioned his name to the Governor of Iowa in case a regiment from Iowa is called.

Title:
Henry Giese Ankeny papers, 1855-1919, bulk 1861-1864.
This collection is predominately made up of Civil War letters written by Ankeny to his wife during his Civil War service. Included with the letters are muster and pension records; some correspondence from before and after the war; two Masonic documents; digital images of Ankeny; and Civil War ephemera and clippings collected by his grandson, Ralph Ankeny. The Civil War correspondence describes troop movements; military engagements and casualties; and appropriation of civilian property. Several letters comment on the foraging expeditions for cotton ordered by some officers, an activity which Ankeny believed compromised military strategy for mercenary interests. Eventually Iowa General Samuel R. Curtis and other commanders were brought under investigation for cotton speculation. Interestingly, two cotton balls were enclosed with a December 1862 letter sent from Helena, Arkansas.

Letters concerning the conduct of Major Emeric Meszaros in the Battle of Pea Ridge, 1862-1863.
Title:
Letters concerning the conduct of Major Emeric Meszaros in the Battle of Pea Ridge, 1862-1863.
Waring, and Gustav Illig, dated at Camp Hoffman, near Cross Timbers, Mar 24-25, accuse Meszaros of cowardice in the Battle of Pea Ridge and report continuing misconduct by him; discuss communications regarding Meszaros between officers of the 4th Cavalry and generals Samuel Ryan Curtis, Alexander S. In three letters to Waring dated Mar 17-Apr 13, Meszaros describes the Battle of Pea Ridge and discusses the charges against him, giving an account of his actions and criticizing the conduct of his subordinate officers. Additional letters include ALS and drafts concerning alleged misuse of government property by Meszaros, 1862 May-Jul, and a pension requested by Mathias Messiner for his service in the 4th Cavalry, 1863 Jul. Also present are a list of field and staff officers of the 4th Cavalry and a list of company officers, both written in manuscript in an unidentified hand, 1862 Aug 31. The letters are accompanied by an envelope annotated in manuscript in an unidentifed hand.

Markers & monuments [Cross Hollows] [graphic] / Ernie Deane [photographer]. [197-?]
Negative taken of a historical markers for Cross Hollows. The marker reads, "Pea Ridge Memorial Association. This post office was established in 1843. Nov. 29, 1861, Gen. Ben McCulloch moved his army into winter quarters here. Numerous, large, two-room, plank barracks were built in two rows facing each other, extending eastward more than a mile. Ten or twelve thousand soldiers wintered here. Feb. 22, 1862, the Union army of Gen. Curtis entered Cross Hollows to find abandoned barracks and commissary stores still smouldering (SIC). Curtis pitched his tent near McGarrah's house. His soldiers tented east, and south to Mud Town. March 4, Curtis moved the army into battler line north of Little Sugar Creek. 1862 Centennial Observance 1962." Deane more than likely took this negative during the 1970s.
