George H. Williams was born in New York State and migrated to the midwestern states as a young man. He served as the Chief Justice of Iowa and was appointed Chief Justice of the Oregon Territory by President Pierce. He was involved in the state's constitutional convention and was sent to the U.S. Senate, where he served during the Civil War. He was appointed Attorney General under President Grant, but resigned the office to return to Portland. He was prominent in local affairs and served as mayor.
