The legislative function of New Mexico government was established by the Kearny Code and vested in the General Assembly of the Territory of New Mexico (Art. 3, Sec. 1-17. October 7, 1846). From 1850-1912 the legislative power was vested in the Legislative Assembly by the Organic Act (Sec. 5-9. September 9, 1850). A bicameral legislature of Senate and House of Representatives was established by the New Mexico 1912 State Constitution (Art. IV, Sec. 1-41). The State Legislature met every other year until 1965; since 1965 the legislature has met every year.
