Herbert Bartlett Holt was born November 4, 1868 in Stafford Springs, Connecticut. Before coming to Las Cruces, New Mexico in 1891, Holt was a stenographer for A.A. Robinson, who was vice president and chief engineer for the Santa Fe Railroad, in 1887. Holt married Nellie Blakesley in 1890; they had three children. From 1891-1903, Holt was a court reporter for 3rd Judicial District of Territory of New Mexico. He was admitted to the bar in 1898 and from 1901-1908 was associated in law with J.F. Bonham and Judge Edward A. Mann. Holt was the District Attorney for 3rd Judicial District of the Territory of New Mexico from 1905-1907 and also president of the Elephant Butte Water Users' Association from 1905-1911. Holt entered into law practice with W.A. Sutherland from 1908-1926. He served as a Senator in the first session of the New Mexico State Legislature and was Majority floor leader from 1912-1917. In 1926, Holt's law firm was renamed to Holt & Holt, when his son E.L. Holt joined the practice. From 1927-1928, Holt was the president of the First National Bank in Las Cruces. He was nominated to run for the U.S. Senate by the Republican party in 1930; the same year his first wife Nellie died. He was remarried four years later to Maude Sattley who died in 1940. Holt continued to practice law during the 1950s. He died in Las Cruces on April 22, 1957.
