The Legislative Council Service was established by a legislative act in 1951 (1951 Laws of N.M., Chp. 182, Sec. 1-13). The Service's purpose is to assist the New Mexico State Legislature in the proper performance of its constitutional functions by providing its members with impartial and accurate information and reports concerning the legislative problems which come before it, and also by furnishing the Legislature with assistance in drafting bills.
