Arthur Wellesley, Duke of Wellington, was a British soldier and statesman most remembered for his role in the defeat of Napoleon. A poor student, he was a natural soldier, cautious, calculating, and disciplined; he was the victorious commander of the Peninsular War, and along with the Prussian von Blücher, defeated Napoleon at Waterloo. A conservative Tory politician, he made a reluctant and rather unpopular Prime Minister, passing the Catholic Emancipation bill but opposing parliamentary reform.

Arthur Wellesley, 1st Duke of Wellington, the hero of Waterloo was appointed Constable of the Tower of London in 1827. Although the position was a sinecure, and the actual administration was traditionally carried by a staff officer, Wellington took his responsibilities seriously and closely supervised the Tower Major J.H. Elrington. He regulated recruiting of the Tower staff, had the menagerie removed, and oversaw the restoration of the Tower after the fire of 1841 and construction of the North Bastion designed to enforce the Tower in case of a possible resurrection.
